One civilian, identified as Athari Samson (54) and an Assam Rifles (AR) trooper, identified as Bhupal Singh (42) were killed in an encounter with suspected militants at Khunthak village of Kasom Khullen sub-division in Kamjong District on January 2 morning, reports The Sangai Express. Troops of 27 AR were going on foot for an operation when they were attacked by militants who opened indiscriminate fire at around 10.30 am. The AR troops too retaliated. The encounter left one AR trooper and another man dead.

The dead bodies of the abducted civilians identified as, the village chief of N-Gamnom village S Otkhomang (57) and church chairman Tilpao Haokip (51) were found on January 8 in Nungkham Gamnom Village in Manipur’s newly-created Tengnoupal District, reports the Nagaland Post. Earlier, on January 6, these two civilians were abducted by some unidentified assailants and they were taken toward Indo-Myanmar border. According to the sources, the assailants also fired some rounds while taking away the duo. The sources also added that fatal bullet injuries were seen on the dead bodies. Regarding this sensitive issue, a joint meeting attended by members of various organisations including Hill Tribal Council, Meitei Council Moreh, Kuki Chiefs Association (Moreh Block) and women leaders was held on January 8 and the meeting resolved to impose a bandh along Moreh road on January 9.

A civilian was killed and three others were injured when unidentified armed men attacked an Imphal-bound convoy of loaded trucks escorted by heavy security personnel at Imphal-Jiribam road in Lukhambi of Noney District on January 12, reports The Morung Express. The deceased has been identified as one Dikhonang (25) of Tamenglong while the injured were identified as Thuannilung (31) – a school teacher from Taobam village, Jacky Kahmei (30) of Tamenglong, and Nipen Kalita (24). According to Police, a convoy of over 500 goods-laden trucks was on their way towards Imphal when they were attacked by the unidentified people with sophisticated weapons, killing one civilian and injuring three others at the spot. However, a separate source said that the victims (all civilians) were travelling in a car when the incident happened. The Police report said the injured were rushed to Assam Rifles (AR) Unit Hospital, Noney where they were treated but later sent to Imphal for better treatment. However, Police did not divulge any information on whether they retaliated to the alleged ambush.

Top officials including Chief of Army Staff (CoAS) General Bipin Rawat, Union Home Secretary Rajiv Mehrishi, and Attorney General (AG) Mukul Rohatgi was also present in the meeting. The Central Reserve Police Force's (CRPF) top brass are keeping their fingers crossed hoping that no major ambush is carried out by insurgents on its personnel deployed in the State, reports The Telegraph on March 3.Sources within the CRPF have said that the personnel were fighting with their backs to the wall following the Union Home Ministry's (UHM) refusal to provide them mine-protected vehicles and other enhanced security infrastructure despite intelligence inputs of possible attacks on Security Forces by insurgent groups.In January, 2017, the CRPF had alerted the UHM on how the "conduct of the Assembly election will be critical and challenging both from the insurgency and law and order point of view", considering the economic blockade on National Highways 2 and 37 since November 1 against the Okram Ibobi Singh Government's plan to create seven new Districts. "Intelligence input indicates infiltration of insurgent groups from Myanmar and other areas to attack security forces and disrupt the election process. To counter the threat of IEDs from insurgents during the elections, 10 mine-protected vehicles are required in the vulnerable and critical areas," the CRPF had written to the ministry. A tripartite SoO currently in operation between the Government of India, Government of Manipur and the Kuki militant groups under the umbrella of the UPF (United People’s Front) and the KNO (Kuki National Organisation). The cabinet also considered enacting the law with provisions of recovery of cost of all damages to properties, from the sponsors and organizers. Such a law will have provisions to deny persons, involved in calling a strike or blockade, from getting government jobs and benefits under the government schemes in addition to criminal proceedings.

The Union Ministry of Home Affairs (UMHA) has said that there has been a sharp decline in violence, extortion and attacks on security forces in the Northeast in the last three years, reports The Indian Express on June 2. As per data available with the UMHA, only 484 such incidents were reported in 2016 as compared to 1,025 in 2012 and 732 in 2013. It further noted that the number of abductions have come down from 329 in 2012 and 307 in 2013 to 168 in 2016. Only 28 such cases were registered till March this year. However, the number of security personnel killed in Manipur shows an upward trend with 24 being killed in 2015 and 11 in 2016 as compared to 8 and 5 deaths in 2012 and 2013, respectively.The I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) suffered a setback with more than 900 cadres being arrested and nearly 55 being killed in security operations, according to the UMHA note. The number of such incidents in Assam jumped to 50 in 2016 as compared to 21 in 2013, the UMHA note stated.The number of militants surrendering saw a decline with 267 such surrenders taking place in 2016 as compared to 1,161 in 2012, as per official data. Arms recovery was not significant despite a crackdown as 698 arms were recovered in 2016 as compared to 1,856 in 2012.As many as 1,202 militants were arrested in 2016 as compared to 2,145 in 2012. Of this, the highest number of arrests in 2016 has been made in Manipur (518) and Assam (366) while maximum abduction cases were reported from Nagaland (51) and Meghalaya (52).

It is suspected that the bodies were those cadres of the HPC-D who had reportedly robbed doctors and nurses at Sivapukar Primary Health Centre in Pherzawl District on the intervening night of June 21 and 22. Later on, the HPC-D at Sinlung designated camp reportedly shot dead some of its cadres believed to have been involved in the Sivapukar robbery incident as punishment and threw their lifeless corpses into the Barak River.

The memorandum also demanded that “a process be initiated for fulfillment of the enduring desire of the Zo people (Chin-Kuki-Mizo/Zomi) in the present Manipur to be integrated under the same administration with their Zo brothers of present Mizoram which is apparently being done in the case of Nagas”. Separately, the Suspension of Operation (SoO) pact was extended for another year by the Union Government, the State Government and two conglomerates of Kuki militant groups namely Kuki National Organisation (KNO) and United People’s Front (UPF) on August 9, reports Epao.The SoO is now operational till August 31, 2018.The meeting did not touch any political agenda, it is reported that political dialogue would be held with the Government of India's interlocutor who is likely to arrive at Imphal soon, informed a source. Further, the Government officials took up cases of violation of SoO ground rules at Moreh and along National Highways by cadres belonging to the SoO groups. They asked the KNO and UPF leaders not to create such problems in future. They maintained that cadres which violate SoO ground rules should be handed over to the Government authority by the groups concerned. On their part, KNO and UPF cadres pointed out that monthly stipends entitled to the cadres of SoO groups have not been paid for two years. Rishang Keishing's family disclosed that it was done following a Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM) "diktat" but did not reveal the reason for the outfit's demand. Chief minister N. Biren Singh and his council of ministers attended the funeral. When asked about the NSCN-IM's stand, Biren Singh said he had no knowledge of this, but that action would be taken if such was the case. The first tripartite talks at the ‘political level’ with Kuki National Organisation (KNO) and United People’s Front (UPF) are likely to be held either by the end of this month or early next month, reports The Assam Tribune. According to ‘negotiator’ of KNO Dr Seilen Haokip, the Interlocutor had told him that the tripartite talks are likely to be held either by the end of September or in the first week of October. Suspension of Operation (SoO) terms with KNO and UPF were extended for another one year which became effective from August 31. Dr Haokip has expressed the desire to make the Joint Monitoring Group (JMG) active and vibrant once again. He rued that the JMG has become “inactive”. He also said that matters related to the ‘ground rules’ of the SoO should be confined within the ambit of the JMG. Just one meeting had been held after Dineshwar Sharma, New Delhi’s Interlocutor for the ongoing tripartite dialogues between KNO and UPF was appointed. “No political discussion” took place in the August 9 meeting.

As the Indo-Myanmar border is porous, there is widespread apprehension that Rohingya refugees from the Rakhine (Arakan) region of Myanmar could sneak into Manipur, reports The Telegraph on September 11."The police headquarters alerted the superintendents of police of the border districts two days ago, asking them to be on strict vigil to check influx of displaced Rohingya Muslims into Manipur. Police teams, led by respective sub-divisional police officers and officers-in-charge of police stations, have been patrolling the border round-the-clock," an official source said. The source said so far there is no report of Rohingya refugees entering the state or making attempts to cross the border for taking shelter in the state. However, there is a need to be alert while checking the entry of Myanmar nationals into Moreh. The refugees could easily enter Manipur through Moreh along with the Myanmarese who come to the border town daily for international trading.Manipur shares a 364km-long border with Myanmar. The state's five districts, Ukhrul, Kamjong, Chandel, Tengnoupal and Churachandpur, share borders with the neighbouring country.

This was decided at an all-party meeting chaired by Chief Minister N Biren Singh in Imphal last evening, it said in a statement. Participants in the meeting decided to depute a team comprising five to seven members to be nominated by the Chief Minister to the national capital to submit a memorandum to the prime minister, it said. The memorandum will highlight the issue of territorial integrity of Manipur and an appeal to inform the developments on the Naga talks at the earliest.
