In a written reply, Minister of State for Home Kiren Rijiju in Lok Sabha (lower house of Indian Parliament) stated that Manipur had the highest number of insurgency related incidents amongst northeastern states in 2017, reports Assam Tribune on February 11. Manipur recorded 167 insurgency relate incidents in, which was followed by Arunachal Pradesh which recorded 61 incidents, Assam with 33 incidents, Meghalaya 28 incidents and Nagaland with 19 incidents. Manipur also accounted for maximum casualties with 23 civilians and eight Security Forces (SFs). Manipur was followed by Assam which recorded six civilian and three SFs, then by Nagaland with three civilian and one SF, Arunachal with three civilians and Meghalaya with two civilians. According to Union Ministry of Home Affairs (UMHA) data, insurgency incidents declining by 63 per cent in northeast as compared to 2014 and 36 per cent compared to 2016 as the year 2017 witnessed the lowest number of insurgency related incidents since 1997. There were 824 insurgency related incidents in 2014, 574 incidents in 2015, 484 in 2016, 308 in 2017. Civilian casualties has also recorded a decrease by 83 percent, from 212 in 2014 to 37 in 2017 while casualty rate of SFs declined by 40 percent, from 20 in 2014 to 12 in 2017.

A Union Ministry of Home Affairs (UMHA) report has stated that militancy in the Northeast is on the decline, with Tripura and Mizoram emerging as the most peaceful states in the region, reports Nagaland Post on February 19. According to the report, the seven states in the northeast registered 308 militancy-related cases last year, down from 484 in 2016. The trend has been a downward one. In 2015, there were 574 insurgency-related cases reported while the year before that registered a staggering 824 such incidents. Manipur, with 167 cases reported last year, was found to be the most disturbed state, primarily owing to the activities of Coordination Committee (CorCom), a conglomeration of six Manipur-based militant outfits. The resurgence of Independent faction of United Liberation Front of Asom (ULFA-I) and Saoraigwra faction of National Democratic Front of Bodoland (NDFB-S) caused more disruptions in Arunachal, which registered the second highest militant activity with 61 incidents, than in Assam, which reported 33. Meghalaya and Nagaland registered 28 and 19 militancy-related incident last year.

A militant identified as Naorem Premkanta Singh who was involved in the 2015 Paralon ambush which killed 18 soldiers has revealed that the ambush party was in India for five days after the attack, before they crossed over to Myanmar on foot, reports The Sangai Express on February 26. The militants were inside India from June 2 to June 9. According to interrogation details, the attack was carried out jointly by Kangleipak Communist Party (KCP), Kanglei Yawol Kanna Lup (KYKL) and Khaplang faction of National Socialist Council of Nagaland (NSCN-K). He also revealed that the militants crossed over to India from Munnan village. He stated that ‘A party of 10 cadres was already waiting. We were asked to don our uniforms and were given weapons. Our leader, Tamba, asked us to follow him and we were not briefed here. We walked the whole night and took only 5-10 minutes of break after every one hour of walk. We rested on June 3 to avoid detection’. After the ambush they walked continuously from June 4 to 7, and on June 9 crossed back to Myanmar. Naorem Premkanta Singh was arrested in January by National Investigation Agency (NIA). Later on February 23, a militant Moirangthem Nimaichand Meitei from Bishupur was also arrested by the NIA in connection with the 2015 ambush.

Myanmar has indefinitely deferred signing an agreement with India to streamline the free movement of people within 16 kilometers of Indo-Myanmar border, reports The Hindu on March 4. Myanmar sighted ‘domestic compulsions’ for deferring to sign the agreement and asked more time before the agreement is sealed. A senior government official stated that ‘Myanmar has been dragging its feet on the agreement. They have asked for more time and are reluctant due to domestic compulsions. They fear that if they sign the pact, the international agreement will have to be adhered to’. On January 3, the Union Cabinet had approved the agreement between India and Myanmar on land border crossing to enhance economic interaction between people of the two countries. The Government of India (GoI) had asked Arunachal Pradesh, Nagaland, Manipur and Mizoram to distribute “border pass” to all the residents living within 16 km from the border.

The Central government and Naga armed groups are said to have finalised the substantive portions of the peace accord which is likely to be signed before the monsoon session of Parliament, reports Indian Express on April 26. The accord, according to officials does not change the boundary of states; provides autonomous Naga territorial councils for Arunachal and Manipur; a common cultural body for Nagas across states; specific institutions for state’s development, integration and rehabilitation of non-state Naga militia and the removal of the Armed Forces Special Powers Act. RN Ravi the Government Interlocutor stated that ‘Yes, we are pretty close to finalising the (Naga Peace) accord’. Talks between Ravi and Naga bodies, the Naga National Political Groups (NNPGs) — comprising the representatives of six influential Naga rebel groups — and NSCN-IM are currently taking place in Delhi. One issue still being negotiated is a “symbolic one”, wherein Naga groups are demanding a separate flag for the state. The Centre has, however, made it clear to the Naga groups that it will not be able to concede that demand in the peace accord.Besides Manipur, there will be an autonomous Naga territorial council in Naga-majority areas of Arunachal Pradesh but not for Assam. The accord also provides for a common cultural body for Nagas across states which will be statutory in nature. This body, which is envisaged as a socio-political platform, with “no political role”, will have representatives from all Naga tribes. The Naga armed groups will stand disbanded after the accord and the non-state armed militia who are eligible will be absorbed in central or state forces. Those who are not eligible will be rehabilitated by the government. The accord also promises the removal of AFSPA from Nagaland as a logical consequence of these actions.The accord does not involve any change in the boundaries of the states, thereby allaying fears in Manipur about the deal. It preserves the paramountcy of the Manipur state government while providing for an autonomous Naga territorial council in the state. Besides Manipur, there will be an autonomous Naga territorial council in Naga-majority areas of Arunachal Pradesh but not for Assam. The accord also provides for a common cultural body for Nagas across states which will be statutory in nature. The organisers, Kuki Black Day (Sahnit-Ni) Committee, said on September 13, 1993, the NSCN (I-M) massacred more than 115 innocent Kuki villagers at Gelnel, Santing, Nungthut and Joupi. Letzamang Haokip, chairman of the committee stated that ‘NSCN (I-M) claimed part of Kuki ancestral territory for its Nagalim and started an ethnic cleansing campaign against the Kukis. Its inhuman and barbaric campaign against the Kukis caused the massacre of 1,157 lives of innocent Kukis, destruction and eviction of more than 360 Kuki villages, and the displacement of more than 1.5 lakh Kuki population from their ancestral home, who still remain homeless and destitute’.

The incident came to light when a complaint was lodged by former commandant of 2nd MR, P. Manjet to Imphal police station regarding the missing of arms and magazines from the Arms Kote between September 2016 and early 2017. In connection with the case, four senior officers of the state police including an IPS officer were suspended and have reported of arresting five suspects including two personnel of 2nd MR and suspected militants.

United National Liberation Front (UNLF) on November 20 had claimed responsibility of the blast that took place at the gate of the State Legislative Assembly in Imphal, reports Epao. Three Security Forces personnel were injured on November 16 when unidentified militants a hand grenade hurled inside the premises of the Legislative Assembly exploded. The three injured includes two Police personnel and a Border Security Force (BSF).
