On January 7, Meghalaya Police had killed two National Democratic Front of Bodoland (NDFB) terrorists in an encounter at Tapadaranchi, near Mendipathar, in East Garo hills district, Meghalaya. Quoting official sources, media reports added that the encounter took place when a group of armed terrorists had been trying to sneak into Tapadarenchi. While one terrorist had been injured and arrested subsequently, the others managed to escape in the cover of darkness. Police recovered a Chinese-made hand grenade from the arrested terrorist.

According to media reports, on January 29, three Achik National Volunteer Council (ANVC) terrorists were arrested from Wahryndi, near Shallang out post in West Khasi Hills district of Meghalaya. They were later identified as Elius Marak of Wahryndi, Bistu Basumatari and William Puwein of Shahlang. Quoting a police source, the reports said that a brief encounter occurred at Wahryndi before one of the terrorists was arrested. Some incriminating documents were also recovered from his possession. Two more terrorists were arrested at Shallang, on the basis of information provided by him. Subsequently, the arrested terrorists reportedly confessed about the ANVC's activities in Borsora, Shahlang and some other areas of West Khasi Hills, which are under the coal belt.

Citing official sources, media reports said that the seizure included two AK 56 rifles, an AK 47 rifle, three carbines, besides a huge quantity of ammunition. Meanwhile, the State police suspect that the arms and ammunition belonged to Dister Marbaniang, a Hynniewtrep National Liberation Council (HNLC) terrorist who was arrested recently. According to media reports, a National Democratic Front of Bodoland (NDFB) terrorist was injured in an encounter with police on March 12, even as Meghalaya State police arrested a self-styled captain of the NDFB, identified as Khaninder Diamary, on March 13, from Raja Bagan, Byrnihat in Ri Bhoi district. Citing Army sources, reports added that, after the Red Horns division of the army and Assam police launched ‘Operation Shamsheer’, a large number of NDFB terrorists have been fleeing towards Byrnihat and areas in the Garo Hills. It also added that, even NDFB terrorists were trying to cross over to Bangladesh through Gasuapara, Gograpara, Angratola and Fhakirtola in South Garo Hills.

Delayed media reports said, on march 22 the Special Operation Team (SOT) of the State Police and Central Reserve Police Force (CRPF) personnel arrested two terrorists belonging to the proscribed Hynniewtrep National Liberation Council (HNLC) in Mawlai, Meghalaya, in a joint operation. The terrorists were identified as Fredcrick Thangkhiew and Mehio Rani. Citing police sources, reports added that Rani is a former bodyguard of HNLC chairman Julius Dorphang. He was addressing a public meeting in Garo Hills on April 8. Lyngdoh, who was on a visit to assess the law and order situation in the area, strongly condemned the abduction of five people from Chibinang bazar, near Phulbari in West Garo Hills, on April 7 by the Achik National Volunteer Council (ANVC) terrorists. Lyngdoh further assured that the government would take preventive measures to make Meghalaya an ‘anti-insurgent state’. Meanwhile, police arrested two persons for giving shelter to the ANVC terrorists who were involved in the abductions.

However, Boro has denied that the arrested persons were terrorists. He said, "Two of the four are my relatives, but I don’t know the identity of the other two. In the first encounter an ANVC terrorist was killed near Garobadha in West Garo Hills district as terrorists traveling in a vehicle fired at a police party after they were asked to stop. Two other terrorists, including a woman were arrested. The arrested cadres led the police party to a tourist resort at Dakpgre near Tura, from where eight other ANVC cadres were arrested. Three of these terrorists assisted security forces to another nearby camp of the outfit at Bolrenggre where the second encounter occurred. In an exchange of fire, four ANVC terrorists camping at Bolrenggre and three terrorists who were accompanying the SF personnel from Dakopggre were killed. Some other terrorists from the camp managed to escape. Security forces recovered one AK-56 rifle with twelve rounds of live ammunition, one Pakistan-made.32 pistol with seven rounds of ammunition, two Chinese hand grenades and some incriminating documents including demand notes and photos from the encounter site.

United Liberation Front of Asom’s (ULFA) ‘cultural secretary’ Pranati Deka was reportedly arrested by the police from a bus near Phulbari in the West Garo Hills district of Meghalaya on October 24. Pranati, wife of Chitraban Hazarika, the ULFA ‘finance secretary’, was on her way to Bangladesh, according to official sources. She had earlier been arrested in Mumbai, Maharashtra, in 1997 and brought back to Assam. Thereafter, she jumped bail and had once again rejoined the ULFA in the same capacity as ‘cultural secretary’.
