The Border Security Force (BSF) arrested three cadres of the Garo National Liberation Army (GNLA) from two Khasi Hills Districts and recovered two 9 mm revolvers and extortion notes from their possession on January 11, reported The Sentinel. Official sources said that the BSF arrested two cadres of GNLA, identified as Nowel Momin and Arbin Marak, from the Borsora area in West Khasi Hills Districts after receiving reports of GNLA activities in the area. Both originally hail from Mawsynram in East Khasi Hills District. Through information provided by the two cadres, the BSF along with Meghalaya Police carried out a joint operation in Horupukni village in Mawsynram to arrest the third militant, Sukumar R Sangma. Besides the revolvers and demand notes, 19 rounds of ammunition, a mobile phone and Rs 2,050 were recovered from the three militants.

Sharma is yet to be freed. SFs seized two .9mm pistols and five rounds of ammunitions from the arrested persons. According to the Police, the arrested criminals were part of the gang, which abducted a Guwahati city based businessman, Rajib Sharma when he had gone to Byrnihat in Meghalaya on February 1. Later, the family of the businessman received a call on January 3 by suspected National Democratic Front of Boroland (NDFB) militants asking for a ransom of INR 10 million for the trader’s release. Sources in the crime branch said of the eight arrested so far, Madhu Boro is suspected to be an NDFB member. CPI-Maoist ‘central committee member’, Maheshji, along with a central training instructor in Jharkhand, Siraj Rabha, was arrested by Police recently in Kamrup District. Barak Valley, comprising the three districts of Cachar, Karimganj and Hailakandi, shares inter-state borders with Manipur, Tripura, Meghalaya and Mizoram and an international border with Bangladesh. “Maheshji has revealed the names of at least five persons who joined the group four to five years ago and are currently working at the village level in Barak Valley to strengthen their base. For the first time, we have got information about how Maoists are making inroads in the region,” an official told the newspaper on May 6. The strategic location of the Districts, according to the officer, has come as an advantage for the Maoists. One of the five names Maheshji revealed is that of Shalik Singkhai alias Romeo, a youth of the Khamti community from Lohit District of Arunachal Pradesh, who was working to strengthen the Maoist base in Cachar District before his arrest recently. “Romeo was among the first to have started working at the grassroots among the tea community in Barak Valley but he could not continue because of language problems. “We cannot disclose the other four names in the interest of the investigation. The four were working under Maheshji and also visited West Bengal and lower Assam districts,” the officer said. The revelation assumes significance after the task force constituted by the State government in 2012 could not find “significant evidence” of Maoist presence in the area. “The task force report only talked about possible Maoists activities in Barak Valley but Maheshji’s interrogation revealed they had made inroads about five years ago and are working systematically to spread their network,” the officer said.

The Shillong Times reports that sophisticated weapons meant for Garo militants that was being smuggled in from Dimapur in Nagaland was intercepted by Police at Damas village in North Garo Hills District in the night of May 10. A couple who was bringing in the weapons has also been arrested. The breakthrough came after North Garo Hills Police stopped a car with an Assam registration number at Damas village, on the border with Goalpara District (Assam), at around 6 pm. Packages inside rubber tubes were found concealed above the mudguards of the vehicle, Police said. When both package was opened up they found an AK 81 and an AK 56 rifle with 25 rounds of ammunition that had been sealed water tight. The couple, Joy Sonowal (50) and Barachi Mach (45) reportedly confessed to bringing in the weapons from an arms dealer based in Dimapur town of Nagaland. The weapons are believed to be for the Garo National Liberation Front (GNLA) outfit which operates in the Garo Hills region.

The Sentinel reports that unspecified number of school children had a narrow escape on May 13 after suspected Garo National Liberation Army (GNLA) fired indiscriminately to avoid arrest in South Garo Hills District. According to Police, based on specific inputs, it was known that transaction of money was going to take place between GNLA militants and a businessman at Rongding Awe School playground. When Police reached the spot, heavily armed militants opened fire indiscriminately and the GNLA cadres managed to escape. However, Police arrested a businessman who was supposed to hand over the money to the militants. “We have arrested Uttam Marak, the businessman from the playground, who was alleged to handover over Rs 3 lakh to the GNLA area commander Rakkam D Shira,” Police said. Police have booked him under various sections of the Unlawful Activities Prevention Act (UAPA).

Two shot guns, a single and double barrel rifle, along with five live cartridges, as well as INR 20000, which is suspected to have been extorted from villagers, was recovered from them. Following interrogation of the five men, a Police team returned to the site on May 17 where the group had been arrested and retrieved a bag containing two pistols with ten live rounds and a Chinese hand grenade. The pistols, despite being country made were well finished products and even had a ‘Made in USA’ tag on them. The arrested men were identified as Willipson Ch Marak (25), Silsang B Sangma (23), Bicky Ch Marak (32), Rangsil A Sangma (27) and Jubil N Marak (32).

The Shillong Times reports Tura Police successfully intercepted a group of arms suppliers for militant groups, suspected to be Garo National Liberation Army (GNLA) and the Breakaway faction of Achik National Volunteer Council (ANVC-B), and arrested eight persons besides seizing pistols and ammunition from Chibragre picnic spot of Rongram near Tura in West Garo Hills District in the morning of May 22. Two 7.62 mm pistols along with seven rounds of ammunition and five magazine holders along with eight mobile phones and INR 5000 were seized from the possession of the arrested persons. The arrestees were identified as arms dealers Samundar Daimary (26) and Bharat Basumatary (24) of Chirang District and Misambath D Sangma (28) of Goalpara District (all in assam). The four locals who were arrested and acting as conduits to sell the arms to militant groups, were identified as Henus G Momin (25) and Costing A Marak (32) of Ampati, Tinchu Ch Momin (19) of Babadam and Panseng A Sangma (35) of Dobasipara, Tura. The breakthrough came following intelligence inputs about a possible meeting between Assam-based arms suppliers and their middlemen near Tura. The Police revealed that the gang had brought the weapons allegedly to sell to ANVC-B militants who had put up an order to buy them but had also previously sold a similar consignment to the GNLA. The weapons were brought to Garo Hills from Bongaigaon region after it was delivered to the Assam trio by the main supplier. The Assam arms dealers were then to sell the weapons for INR 70,000 each to the local dealers who in turn were to resell it to the Garo militant groups for a price of INR 100000-150000 each.

The two GNLA militants who had taken shelter in a house in Boldak A’ding, under Dobasipara Police outpost, were arrested just as they were passing through the main thoroughfares of the town to carry out their abduction. The two arrested HNLC cadres were identified as Foldenstar Lyngdoh and Sakharia Basan Thongni. Sakharia is a senior member of the HNLC who was arrested in 2008 and booked under Meghalaya Preventive Detention Act (MPDA) where he served a three year jail term at Williamnagar Jail. From their possession, the Police recovered 20 demand notes, a receipt book in the name of Lion’s Sport Club and a Bangladesh SIM Card. From their revelations, Police arrested two suspected over-ground workers of the outfit the same evening from Nonglang village, Mawkyrwat. The ‘general secretary’ whose identity was not even known to other cadres and leaders of the group apart from the inner circle of the GNLA ‘chief’ has revealed to Police that it ‘chief’ Sohan D. Shira called him up over phone and appointed him the ‘general secretary’. After his appointment he received the GNLA seals and letter pads which were kept hidden in the home of one Pinku Palley Ch Marak, a lab technician at Rongsak medical health centre. Pinku was picked up in the night by Police. He was brought to Tura under armed escort and from his paternal home; Police recovered a briefcase containing three Indian passports along with letter heads of ‘vice chairman’ and ‘general secretary’ along with several other documents including mobile phones. Some of the top leaders’ identity such as that of the ‘vice chairman’ and the ‘acting chairman’ of the outfit have remained mysterious for a long time. Dalbin Marak also played a major role in planning strikes against security forces and was specifically tasked with translating letters from Garo to English by Shira.

Police sources informed that the arrested persons include Pradip Swargiary, an national Democratic Front of Bodoland (NDFB) cadre, Simala Basumatary, a surrendered NDFB man and three others–Swamkhar Narzary, Pranab Narzary and Molen Mooshahary. According to details provided by Police on December 2, the abducted person, Sunil Prasad, was abducted on November 25 from Umlawang, a coal-mining centre in East Jaintia Hills. However, the matter was reported to Police only on November 29, after which a team of Khliehriat Police led by sub-inspectors MCH Sangma and S Kharjana, conducted a raid and rescued the abducted person. Police informed that the kidnappers had initially demanded INR 2 million as ransom, which was subsequently came down to INR 1 million, then to INR 300,000 and finally to INR 100000. Police, however, confirmed that no ransom money was paid by the family members of the abducted person.

It can continue in states where it already exists as per the Constitution, or if need be it can be withdrawn. But we cannot introduce ILP anymore, anywhere else,” Joint Secretary (North East) in the Union Ministry of Home Affairs Shambhu Singh said. The Centre had recently sent a letter to the Meghalaya Government, declining the demand for introducing the ILP system in the state. There has been unrest in Meghalaya for the past three months, with pro-ILP protests gaining momentum and normal life being paralyzed. Thirteen pressure groups recently threatened to intensify the agitation across the State if the government failed to re-introduce ILP system to check entry of outsiders.

The four accused are alleged to have extorted money from businessmen and traders and also served several dozen demand notes on behalf of the new group. The accused were identified as Keblin T Sangma, Harking B Marak, Nibus Marak (36) and Eighteen Marak.

ANVC-B alleged one of their cadres was arrested by State Police at Mendipathar in East Garo Hills District, reports The Shillong Times. “Freedom of our cadres is forcefully being snatched by state Police, we do not have freedom in our own land, we cannot move about anywhere anymore. This festive season will see many of our cadres behind cell. Our patience is being tested and frustrated,” ANVC-B ‘leader’ Rangdo Marak said.The ANVC-B accused the State Government of intentionally provoking them and having no idea things can get real ugly if the outfit lose control of its cadres. Rangdo Marak warned the State Government to stop hunt when things are still in control for peace sake and if things go out of hand ANVC-B need not be held responsible.
