The Meghalaya Police on January 11 foiled an attempt by a group of seven persons, led by two surrendered National Democratic Front of Bodoland (NDFB) cadres, to abduct a trader for ransom in capital Shillong, reports Sentinel. According to Police sources, the abduction plan was hatched in Assam in the last week of December 2009. The Police managed to lure two members of the gang into the Polo Parking lot before arresting the duo. They were identified as Khwanta Daimary and Bipul Narzary, and both of them were surrendered NDFB cadres. On the basis of confessional statements given by the arrested duo, the Police raided a house at Pynthorumkhrah in Bangladesh Colony, resulting in the arrest of two others who were identified as Malthus Daimary and Bijoy Sujunary. One locally made weapon, six rounds of live ammunition and an NDFB extortion note were recovered from the house. Two other members of the gang, Nickson Khang and Gopal Roy, were later arrested from a motor workshop in Polo area. The Police also arrested one R.S. Sumero who was supposed to drive the car carrying the abducted trader. Meanwhile, two of the arrestees were suspected by the Meghalaya Police to be cadres belonging to anti-talk faction of the NDFB.

A United Liberation Front of Asom (ULFA) cadre was shot dead and another cadre arrested when the Security Forces (SFs) neutralised a hideout at Chachinat village in East Garo Hills District on February 25, according to Telegraph. The slain cadre was identified as self-styled ‘sergeant’ Bidyut Kalita of the ‘109th battalion’ of the ULFA. Two AK-81 assault rifles, 129 live rounds of ammunition, one Dragonov sniper rifle with 76 bullets, one kilogram of RDX explosives and a wireless set, one voltmeter and extortion notes were recovered from the hideout. The ‘109th battalion’ is entrusted with mainly logistical work, like guiding ULFA militants to and from Bangladesh through Garo Hills, which borders the neighbouring country and Assam. The Police said the villages along the border areas of East Garo Hills have become a safe hideout for ULFA militants. The anti-talks faction of the National Democratic Front of Bodoland (NDFB) also uses the tract.

The Border Security Force (BSF) recovered explosives from a passenger bus along the India-Bangladesh border in Meghalaya on May 13, reports Imphal Free Press. The India-Bangladesh border area-Shillong bound bus was coming from Majai, a village along the international border about 90 kilo meters from Shillong. From the bus, the BSF troops recovered 560 grams of Plastic Explosive (PEK) and nine electric detonators. The seized explosives were later handed over to a Police station in the area.

The Police teams from West Garo Hills and East Garo Hills along with the Central Reserve Police Force (CRPF) personnel neutralised a camp of the Garo National Liberation Army (GNLA) after an encounter inside the Durama hills range straddling both East and West Garo Hills Districts on May 19, according to Shillong Times. While GNLA militants managed to escape into the forest, a heavy medium machine gun (MMG), a large quantity of its ammunition, one foreign made Uzi machine gun, several grenades, crude bombs, a computer laptop, a generator for power generation and a lamination machine, extortion notes and letter pads of the outfit were recovered from the camp. The report adds that both the ‘chairman’ of the outfit, Champion R. Sangma alias Pakchara and ‘commander-in-chief’ Sohan D. Shira were inside the camp prior to the encounter. This was the third camp of the GNLA and reportedly housed about 35 cadres. The previous two camps of the outfit at Nengmandalgre in East Garo Hills District were earlier abandoned by the militants.

Two Garo National Liberation Army (GNLA) militants were shot dead by a combined force of the Army and the East Garo Hills District Police during an encounter in Kharkutta area on June 27, reports Shillong Times. They were identified as Patrick Marak alias Jong alias Janggam and Sengbat Sangma. While other militants managed to escape, one M20 pistol, a .673 calibre Chinese pistol, two hand grenades, photos, several mobile phones and photos of the abducted coal merchant from Shallang were recovered from the encounter site. The report adds that a group of seven militants was returning after escorting the abducted coal merchant back to Shallang for his release. The militants had reportedly obtained INR one million from the family of the merchant for his safe release. During the encounter, one of the militants was spotted carrying a large camouflage bag believed to contain the ransom money.

On September 7, the Meghalaya Police recovered three foreign-made pistols with ammunition, 69 rounds of live medium machine gun (MMG) ammunition stored in a box, a laptop, a solar plate, two wireless sets and documents belonging to United Liberation Front of Assam (ULFA) cadres after an operation against the militants holed up at Danal Dasik in the Songsak area in East Garo Hills District, reports Telegraph. The Police said there were around six militants belonging to ULFA’s ‘109th battalion’ in the hideout in Songsak, who managed to escape leaving behind the ammunition following counter-insurgency operations. The Police said ULFA’s ‘109th battalion’ is quite active in Garo hills which is being used by the outfit as a corridor to ferry arms and ammunition to Assam. The militants cross over to South and West Garo Hills from Bangladesh. The Police also fear that the militant groups active in Garo Hills like the Garo National Liberation Army and Liberation of Achik Elite Force (LAEF) which have links with ULFA, can use the weapons in Meghalaya to create law and order problems. “We are concerned about the stockpile but committed to check the trend as these arms may be used against soft targets in Assam,” the Police official added.

An unidentified Liberation of Achik Elite Force (LAEF) cadre was shot dead by the Police during an encounter at Shahlang in West Khasi Hills District on September 25, according to Shillong Times. While a locally made revolver, a demand note of INR 7 00000 were recovered from the possession of the slain cadre, three other cadres managed to escape from the encounter site. Sources said the encounter ensued after the Special Operation Team (SOT) personnel got a tip-off about two traders from Shahlang going to deliver INR 7 00000 to the LAEF at Rongkhujre. With resumption of the coal trade for the season, the traders said, demand notes have started coming in from the LAEF.

A combined force of the West Garo Hills, East Garo Hills and South Garo Hills District Police neutralised a major camp housing two different units of the Garo National Liberation Army (GNLA) in Durama Hills of Nokrek Range on September 26. The militants managed to escape from the camp after a brief encounter. One grenade, huge quantity of food rations, uniforms and other clothing besides livestock meant for feeding the camp inmates were recovered from the camp. Preliminary investigation revealed that the outfit's ‘chairman’ Champion Sangma and ‘army chief’ Sohan D. Shira were at the camp when the encounter occurred. The Police informed that they found several personal items belonged to the two leaders. The camp had two separate units - one where the top leaders stayed and the other was a training section. As many as 70 cadres were believed to have been undergoing training when the camp was neutralised, Police sources claimed. The report adds that a joint operation of the Police from the three Districts of Garo Hills had been going on in and around Durama Hills range since September 22 to flush out the militants.

The Meghalaya Police recovered three grenades – commonly known as Australian pineapples – and 125 rounds of live ammunition, belonging to the United Liberation Front of Asom (ULFA), from Assamese Navodaya Vidyalaya located at Madan Laban in Shillong on October 30, reports Sentinel. Later on, a search conducted by the Police also recovered two AK-47 assault rifles, five Kilogram of RDX, two walkie talkies, a flash gun, two detonators and six magazines, besides incriminating documents, all wrapped in plastic bags and kept underground below the permanent stage of the school. The documents found revealed that the arms and explosives were procured and delivered to one Young Changmei by ULFA ‘commander’ Drishti Rajkhowa way back on May 13, 1998. After examining the condition of the arms, the Police do not rule out that the arms and ammunition are still fresh.

Momin alias Dilkan and his gang were earlier involved in the killing of a Police commando, R.D. Sangma in 2008 after an ambush in the West Khasi Hills. Four militants of the breakaway faction of the Garo National Liberation Army (GNLA), including its leader, Jokin Momin, were killed during an encounter with Police in East Garo Hills District on December 10, reports Telegraph. Five militants were arrested while at least one managed to escape with a bullet injury. The Police recovered two pistols and a revolver from the encounter site. East Garo Hills Superintendent of Police Sylvester Nongthynger said the District Police, acting on specific information, had conducted a raid at Gajingpara under Resubelpara subdivision in the District in the morning. The team arrested six activists of the outfit who were taking shelter in the area. However, while Jokin Momin, the leader of the group, was being arrested along with five others, another group of at least four suspected militants of the breakaway faction arrived at the spot in an auto-rickshaw and started firing indiscriminately. The Police team retaliated and in the exchange of fire, four militants — Momin and three of the group that attacked the police team — were killed on the spot. The other three are yet to be identified, Nongthynger said. Five of the six militants arrested by Police hail from Gajingpara and have been identified as Ganesh N. Marak, Rakhan D. Sangma, Addwan G. Marak, Earnes Marak and Wallen A. Marak. At least one militant from the attacking group received bullet injury. No Police personnel were injured. According to the Police, Momin was among the first batch of recruits of the outfit to have undergone arms training. Momin, who was with the GNLA during its formation, had also conducted operations against the police in the past. A few weeks ago, he and a few other cadres deserted the GNLA after they were unhappy with the style of functioning of the outfit’s chairman, Champion Sangma, and the ‘commander-in-chief’, Sohan D. Shira.

Shillong Times reports that Garo Hills Police recovered five rocket-propelled grenades (RPGs) from a hideout belonging to slain militant leader Joking G Momin from Soenang village, 5 kilometres from Gajingpara locality of Resubelpara subdivision in East Garo Hills District on December 12. Joking G Momin had broken away from Garo National Liberation Army (GNLA) and yet to give a new name to his faction. Security Forces (SFs) unearthed the five RPGs concealed in Soenang village following interrogation of the five militants who were arrested on December 10 after the killing of Joking and three other cadres by Police at Gajingpara. The RPGs are believed to have been taken away from the armoury of the GNLA camp by Joking and his associates when they fled to form their own breakaway faction.
