Hynniewtrep National Liberation Council (HNLC) on January 7 reiterated its readiness for talks but made it clear that it was not ready for demobilization and disarmament, reports The Shillong Times. The militant formation was reacting to Chief Minister Mukul Sangma’s statement that the Government was willing to talk peace with any outfit but would not discuss the ideologies of the outfit. In a statement e-mailed to media houses, the HNLC ‘publicity secretary’ Sainkupar Nongtraw said their main agenda in coming forward for peace talks was to achieve a political solution to the burning problems.“Simply surrendering without any dialogue will take us back by ten years. We do not want to end up like the surrendered cadres who along with the help of the police department were resorting to extortion and elimination of our cadres,” HNLC ‘publicity secretary’ Sainkupar Nongtraw said in the statement. Demanding equal treatment [Khasi and Garo militants], the outfit said that the Chief Minister should avoid being one-sided to prevent disunity among the people of Meghalaya. We deserve to be treated as equal as the HNLC was born out of A’chik Liberation Matgrik Army (ALMA) and Hynniewtrep A’chik Liberation Council (HALC). The A’chik [Garo homeland] and the Hynniewtrep [Khasi-Jaintia homeland] should not be divided politically but they should remain united for lasting peace in the region,” Nongtraw said.

The United A’chik Liberation Army (UALA) has displayed its desire to join the main stream; the security agencies are not fully convinced till its unpredictable ‘commander–in–chief’ Norok Momin comes out in the open, reports The Sentinel. The first formal peace talks and the preceding informal deliberations between representatives of the State Government and the United A’chik Liberation Army (UALA), brokered by the Church body, did not feature Norok Momin. The UALA leadership, during the parleys, was headed its ‘chairman’ Novembirth Marak.

On April 2, a tripartite meeting was held at Shillong in East Khasi Hills District, between representatives of National Liberation Front of Tripura (NLFT), Government of India (GoI) and Tripura State Government, reports Tripura info. The meeting was convened by centre after the Biswamohan faction of NLFT (NLFT-BM) expressed its willingness to GoI a few months back to hold talks. The Union Home Ministry (UMHA) sought opinion of the state Government in this regard. The Tripura Government gave positive response. According to report the State Government was represented by DG, K. Nagaraj and secretary tribal welfare department L. Darlong, GoI was represented by two senior officials of Intelligence Bureau (IB) and NLFT was by Utpal Debbarma, Kajal Debbarma and Karna Debbarma.In the meeting it was discussed to create a road map for surrender of NLFT, in the next meeting it will be discussed however the date for next meeting was not finalized.

The Sentinel on April 6, reports that a Government official stated that informal talks between State Government representatives and the United Achik Liberation Army (UALA) is on the right track. There were two official rounds of talks between the Government representatives and the UALA leaders in the past couple of months. Decision for designated camps is one aspect that they are working upon to ensure that all the UALA cadres comes over ground However, the UALA leadership has not communicated to the Government representatives on the desired location of the designated camps. UALA, a split faction of breakaway faction of Achik National Volunteer Council (ANVC-B) is expected to have around 70-80 odd militants. Its armoury is expected to consist of barely a dozen sophisticated AK-47 Rifles and other small arms It has been learnt that the militants been asked to report to their respective ‘area commanders’ along with the arms and ammunitions in order to facilitate their location prior to the talks at a higher level. Highly placed sources stated that Government policy to snub the GNLA and A'chik Matgrik Elite Force (AMEF) is still valid. Government of India (GoI) had directed State Government not to entertain the GNLA in view of its violent activities. On the other hand, the AMEF has been viewed as a bunch of armed criminal gang.

According to State Officials, Government of India (GoI) has not been paying any heed to the State government’s eagerness to invite Hynniewtrep National Liberation Council (HNLC) for peace talks, as it has received intelligence inputs from the Intelligence Bureau (IB) as well as the State Intelligence Bureau (SIB) about the dwindling numbers and its gradual disintegration, reports The Shillong Times on April 19. According to a senior official, “As per the intelligence inputs received by the Union government, the outfit does not have enough weapons at its disposal”. Meghalaya Police sources have also corroborated the IB claims and confirmed that there are only 25 senior HNLC members including the ‘general secretary’ and the ‘commander-in-chief’ who are active and still at large. According to the police sources, new recruits do not receive any instruction or training since the HNLC does not have any functional training camp.

Meanwhile, Union Minister of State for Home Affairs Kiren Rijiju expressed concern over prevailing law and order situation in Garo Hill District terming it as “disturbing”, reports The Shillong Times. Taking to media persons on the sidelines of a programme in Shillong on September 26, the Union Minister said that there was no sign of improvement as far as situation in Garo Hills is concerned. Rijiju said that the Centre was willing to provide more assistance “if the State Government wants for tackling militancy in the Garo Hills region.” Reacting to a query about the reported killing of the Intelligence Bureau (IB) officer Bikash Kumar Singh, he said that though there was no concrete evidence “but reports indicate that he has been eliminated.” Singh, a new recruit posted as assistant central intelligence officer (ACIO) of the IB at Baghmara, the District headquarters of South Garo Hills, was abducted along with a trader identified as Kamal Saha while they were travelling in Sumo along with other passengers from Rongara village to Baghmara on September 24. Moreover, on continuation of peace talks with the National Socialist Council of Nagaland-Khaplang (NSCN-K), he said the Government of India wanted to continue with the peace talks with NSCN-K. “It is the NSCN (K) which has abrogated the peace talks,” he added.
