The state government has sent feelers to initiate talks with the Garo National Liberation Army (GNLA) militants, an official source said on February 8, reports The Shillong Times. The source said that during the last meeting of the Meghalaya Home Minister Roshan Warjri with the Union Home Minister (UHM) Rajnath Singh in 2015, the issue of talks with GNLA and other militant groups was raised. The source added that the stand of the UHM was clear that the state can go ahead inviting the militant outfits for talks. Following this, the state government has sent feelers to GNLA, but the reply from the outfit is awaited, the source added. Earlier, the state government had sent feelers to Hynniewtrep National Liberation Council (HNLC), but the militant outfit is yet to respond to the talks offer.

there is division within the State Government on initiating peace talks with both GNLA and Hynniewtrep National Liberation Council (HNLC), sources said on February 14, reports The Shillong Times. While there was an offer from a section of the Government to the militant outfits to come forward for talks, the militant groups were prompt to respond and expressed their willingness to hold talks, report said. However, Chief Minister Mukul Sangma recently denied the media reports of appointing interlocutors and inviting the militant groups for talks. A minister in the Cabinet said that while two interlocutors were making efforts to reach out to HNLC, the State Government had sent feelers to GNLA to come forward for talks. In response, the HNLC had reminded the Government that it had already declared unilateral ceasefire, while GNLA said that it was willing to declare ceasefire.However, the Chief Minister, while denying any fresh move to send feelers to militant outfits in the state had said, “In the case of banned outfits, the State Government is in a continuous process of consultation with the Union Ministry of Home Affairs (UMHA) and unless there is a designated interlocutor jointly approved by the UMHA and the State Government, talks cannot just happen at the whims and fancies of any group or their representative who might be posing as a self styled interlocutors”. According to the Chief Minister, no one can just start talking to a banned organisation unless they abandon all unlawful activities. Some senior Home Department officials are also in the dark about sending fresh feelers to both GNLA and HNLC for talks. However, the sudden response from GNLA and HNLC to hold talks has surprised them. Police are also skeptical in holding talks with HNLC as the Police personnel consider that the outfit has been neutralized to a large extent.

The peace committee further asked the State Government to speed up the process of selecting interlocutors for the process so that peace could return to Garo Hills. The peace committee also decided to meet the Chief Minister at the earliest and request him to take up the matter seriously.

The banned Hynniewtrep National Liberation Council (HNLC) slammed Chief Minister (CM) Mukul Sangma for his statement during the budget session of the Assembly in which he had stated that the HNLC is indulging in unlawful activities by calling shutdowns on Republic day and Independence day, reports The Sentinel. “Our leadership is fed up with the same statements repeatedly issued by the government of Meghalaya and the Chief Minister,” Sainkupar Nongtraw, publicity secretary of HNLC said in a statement in Shillong on March 13. Pointing out that the government wants them to show their sincerity for peace talks, he said, “Yes we agree, but the government should come out clear on the peace initiative within a month from issuing this statement.” “If the outcome is positive (Including appointment of interlocutors) then, this year August 15, we shall not boycott Independence Day celebrations, and prove that we are sincere and committed,” he said. Admitting to the unlawful activities, he said, “Yes we call for boycott during Independence Day and Republic Day celebrations, but we have not engaged ourselves in killing and kidnapping like it happens in other parts of the state.”

The Garo national Liberation Army (GNLA) has issued a confirmation stating that it would not come for talks without its jailed ‘chairman’ Champion Sangma after the same was communicated to reporters by Sangma himself on April 13, reports The Shillong Times. In a statement issued in Tura from the desk of GNLA ‘publicity secretary’ Gantong Ch Marak, the outfit stated that Champion Sangma was available 24X7 at Shillong Jail if the government was really interested to hold talks with it. “GNLA shall endorse whatever the outcome may be after talks take place with Champion Sangma. The press statement given by Champion on April 13 to journalist about Sohan is correct. Sohan D Shira will not hold talks without Champion Sangma,” it reiterated in the statement.

Twenty two cadres of United A’chik Liberation Army (UALA) out of the total 70 have come forward for the verification process at Baljek near Tura in West Garo Hills District where the cadres will be rehabilitated after proper scrutiny, reports The Shillong Times. Sources said on April 19, that the official disbanding of the UALA will take place after proper verification of all its cadres. The UALA had entered into a peace settlement with the state government on December 18, 2015, and a formal agreed text was signed by the state government and UALA ‘chairman’ Novembirth Ch Marak alias Chiindik in Tura. Later, a few dates were fixed by the state government for the disbanding ceremony, but the UALA had sought more time to gather its cadres. The ‘commander-in-chief’ of UALA Norok Momin who was absent in the previous meetings took part in the last meeting held in March convened by West Garo Hills Deputy Commissioner Pravin Bakshi.

Though the State Government has entered into an agreement with United A’chik Liberation Army (UALA) leading to its disbandment on June 9 coupled with a series of surrender of Liberation of Achik Elite Force (LAEF) and Garo National Liberation Army (GNLA) militants in last month, the government is yet to fulfill the demands of Achik National Volunteer Council (ANVC) and Breakaway faction of ANVC (ANVC-B) militants as per the agreed text of settlement, reports The Shillong Times on June 11. Moreover, the disbanded ANVC and ANVC-B cadres are yet to get the one time financial package of INR 1.5 lakh per cadre and the pending stipend of INR.3, 500 per month for almost two years, report said. More than 300 cadres of ANVC and ANVC-B will avail the package which means that the State Government will have liabilities of crores of rupees. Other surrendered cadres of LAEF, GNLA and UALA are also supposed to get the same package thereby bringing additional burden to the State exchequer, report added.

Angered at the continued delay in the release of their rehabilitation packages, the former ‘chairman’ of the now disbanded Breakaway faction of Achik National Volunteer Council (ANVC-B), Bernard N Marak met Home Minister, HDR Lyngdoh at the Circuit House in Shillong on October 7apprising him of the situation, reports Morung Express. Marak also apprised the Home Minister of fake members of the outfit who were posing as ANVC-Bofficers and trying to divide the group by facilitating the deserters who surrendered to the government in the ANVC-Blist. The outfit requested the Home Minister to hold meetings to clarify any issues in processing the packages which according to the release of former ‘general secretary’ and the Home Minister agreed to consider the same. However, Marak further hit out at the State Government after the Home Minister stated that he was unaware of the status of the delay in rehabilitation of the former cadres of the outfit.“Our Chairman apprised him of the unwarranted delay of the rehabilitation packages sanctioned by the central government. While the Home Minister assured to look into the matter immediately, he also said he would check the status of the package with the Home Department.
