The Nagaland Post reports that State Government on January 24 cautioned the Ministry of Home Affairs (MHA), Government of India and expressed apprehension that the setting up of a designated camp of All Adivasi National Liberation Army (AANLA) militants along the Assam-Nagaland might affect peace in the disputed border areas. Earlier, on January 22 the newspaper has reported that All Adivasi National Liberation Army (AANLA) has already started a training camp in the foothill between Chandalashung ‘B’ and New Chandalashung in Ralan area under Wokha District along the interstate border. The report further states that the training started during the month of October 2011 and it was estimated that the number of Communist Party of India-Maoist (CPI-Maoist) trainees in the camp was around 300.

Veteran Nagaland legislator and former Congress Legislature Party (CLP) leader Chingwang Konyak, on March 15, announced in the State Assembly that Nagas of Manipur and Arunachal Pradesh were not willing to be part of ‘greater Nagaland’. Konyak, who had been long-time backing the Naga integration move, told the Assembly that Nagas of other States were not willing to merge with Nagaland even though the 16-point agreement had clearly kept the doors open for them. Nagaland was born out of a 16-point agreement in 1960, clause 13 of which had mentioned integration. He said the doors should be kept open for all Nagas as mentioned in the agreement, but urged Naga leaders not to waste time and money on the integration issue. “We should be realistic about the issue,” he said, adding, “We know what is possible and what is not possible.”

Both Khaplang faction of NSCN (NSCN-K) and militants of NSCN-Khole-Kitovi have called back their cadres to their other respective designated camps from Ahthibung designated camp in Peren District following instructions from Cease Fire Supervisory Board (CFSB), a report said. NSCN-K, which was based on Ahthibung designated camp, called back their cadres on March 27 while NSCN-Khole-Kitovi did so on March 28. CFSB supervisor C. Singson confirmed that 23 NSCN-Khole-Kitovi militants who were based at Ahthibung were sent back to Khehoi designated camp on March 28. Supervisor CFSB further said that there was apprehension that there would be clashes between rival factions, which might endanger the lives of the public adding that Government of India might have “denotified” the camp keeping in view the safety of the public.

Times of India reports that after building close links with Anti-Talk Faction of United Liberation Front of Asom (ULFA-ATF), Garo National Liberation Army (GNLA) are developing contacts in the neighbouring Nagaland and procuring sophisticated arms from Naga militant groups, who route the weapons via Guwahati (Assam), making it more difficult for the city Police to intercept them. Intelligence sources confirmed that GNLA is buying lightweight assault rifles and guns as well as ammunition from various agents backed by NSCN. "They are purchasing Heckler & Koch assault rifles, something not even available for many of our security forces. They are also buying Austria-made Glock guns from the grey markets of Dimapur. These high range guns are light in weight and are now the favourite for ultras," said the source. According to the source, the Nagaland-based outfits are getting these arms from Myanmar and some Chinese agents. "They buy an assault rifle for around Rs 8 lakh [INR 800,000] and a sophisticated pistol for Rs 4-5 lakh [INR 400,000-500,000]. They also arrange for agents to act as carriers to deliver the consignments," said the source, adding that in many cases the transit is also via Mizoram. Paid handsomely, the carriers bring these arms in secret chambers of vehicles and drive through Assam to reach Meghalaya.

Myanmar has granted autonomy to the National Socialist Council of Nagaland-Khaplang (NSCN-K) in three Districts of Sagaing, an administrative region in the northwest of the country, bordering Nagaland and Manipur to its north. Y. Wangtin Naga, an NSCN-K leader from India who was one of the six signatories of the April 9 bilateral ceasefire with the Myanmar Government said, “Nagas have autonomy in Lahe, Layse and Nanyang in Sagaing region and we are looking for self-administration in more Naga populated districts in Kachin.” The Khaplang cadres, who are now free to move unarmed anywhere in Myanmar, also want self-administration in the Naga areas of Mawlaik, Phongpyn and Homlin in Sagaing and Tanai (Teniang) and Shingbwiyang areas in Kachin State.

continuing its stand to curb all ‘taxation’ by organizations, groups, underground factions etc. in all educational institutions, Naga Students' Federation (NSF) and Eastern Naga Students' Federation (ENSF) delegation reportedly met NSCN-Isak-Muivah (NSCN-IM) leaders at Hebron camp (Dimapur) in the afternoon of June 18. It was learn that the delegation is also scheduled to meet NSCN-Khole-Kitovi leaders at Kehoi camp on June 19 (today) at around 7 am. The delegation would then proceed to Tuensang District and further head for Noklak to meet Non Accordist faction of Naga National Council (NNC-NA) members June 20. The same delegation would meet NSCN-Khaplang in Mon District on June 21. It may be noted that NSF and ENSF taking cognizance of complaints on ‘taxation’ demands by various organizations on educational institutions held a joint meeting on June 9 wherein it decided to ban all forms of taxation. The student bodies also revealed that the different factions/groups have been imposing 20 to 25%of the salary of every teacher from different institutions as a yearly tax, apart from separate tax on the institutions, be it Government-run or private institutions, which it said was directly affecting the students’ community.

the Centre is taking the frequent desertion by Police personnel to join Naga rebel outfits seriously, reports The Telegraph on June 25. This was stated by inspector-general of police (intelligence) C. Sangtam while commenting on the recent desertion by two Nagaland Armed Police (India Reserve) personnel with arms to join a rebel outfit. Sangtam confirmed that the two deserters had joined a Naga outfit but did not disclose the identity of the outfit. But sources said on June 6, havildar Hotrong Chang deserted with one 9mm pistol, 10 live rounds and one radio set and on June 18, havildar Neiphukhrie deserted with one AK rifle, 47 rounds of live AK ammunition and some rounds of 9mm ammunition and a radio set. The sources said the duo had joined a certain outfit based near Dimapur. In the past, several Naga police personnel had deserted with arms and ammunition to join militant outfits. In April, Assam Rifles arrested police constable Enyimi Chakhesang for allegedly supplying ammunition from the police central store, Chumukedima, to members of the NSCN-Isak-Muivah (NSCN-IM). The subsequent special investigation team probe led to implication of six Police personnel, including a superintendent of Police.

Kanglaonline reports that Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) ‘chairman’ Isak Chsi Swu and the outfit’s ‘general secretary’, Thuingaleng Muivah are arriving in Nagaland on October 18 (today) for what they called “home consultations.” The two NSCN-IM leaders will be holding consultations with the Naga civil societies and those who matter in the issue on the unfolding development of the Naga peace talks. However, it is not certain whether the NSCN-IM leaders will meet other Naga militant outfits during their stay in Nagaland this time. The Centre and the NSCN-IM are inching towards a political settlement, ending over five decade long insurgency in the State, reports The Sangai Express on October 17. Political integration of Naga inhabited Districts of neighbouring Manipur, Assam and Arunachal Pradesh are not part of the deal under negotiation. The memorandum of settlement being worked out in consultation with the NSCN-IM includes a proposal to convert Nagaland legislature into a bicameral Assembly by creating a second House, autonomous development councils, separate flag for the State, more autonomy, special status, formal recognition of the unique history of the Nagas and a slew of development projects, among others. The Naga militant group had demanded increasing the size of the 60-member Nagaland Assembly by 20 seats. The Centre reckons that bicameral legislature would take care of the demand to accommodate marginal tribal groups and sub-groups. Nagaland Post reports on October 17 that if any solution was arrived at between NSCN-IM and government of India, it would be an “inclusive” one for all Nagas. This was stated by NSCN-IM’s leader T.T. Among also pointed out that while the reconciliation process was home based, the political talk on bringing about a solution to the Naga political issue involved “two nations” (India and Myanmar).

Kanglaonline reports that the Nationalist Socialist Council of Nagaland (NSCN) faction headed by S.S. Khaplang, on October 29 said that the outfit will start holding dialogue in the `global arena` only after the NSCN-Isak-Muivah (NSCN-IM) solution. The NSCN-K then asked the NSCN-IM group not to interfere in the event of the outfit holding talks for Nagas’ independence involving the Government of India and Myanmar. The NSCN-K also sends out its best wishes the NSCN-IM in its endevour for the latter`s solution. “The NSCN wishes that the government of India gives away any kind of package or solution to the NSCN IM but it (GOI) should also be ready to talk with the NSCN (Khaplang faction) for Naga Independence on the global arena,” the NSCN-K said.
