National Investigation Agency’s (NIA) probe into institutionalized extortion rackets run by Naga militant groups in Nagaland has revealed that these militant formations were getting money allegedly from 14 State Government Departments, reports Indian Express on January 21. The news report names the Naga militant groups involved as the Khaplang faction of Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K), Isak-Muivah faction of NSCN (NSCN-IM) and Naga National Council (NNC).Sources said these Government Departments include the Directorate of Information Technology, Directorate of Soil and Water Conservation, Directorate of Irrigation, Directorate of Rural Development, Directorate of Urban Development, PWD, Roads and Buildings and Directorate of Information and Public Relations. “We have found documents that show that at least 14 Government Departments made regular payments to Naga groups, including NSCN-IM,” an NIA officer said. “We have seized receipts that show payments of INR 2 crore. Further investigation is on.”

The report sources the information from an official, privy to the talks, who said that New Delhi, believes a breakthrough has been made in the talks with the NSCNIM agreeing, in principle, that Naga communities can exercise autonomous political rights within existing State boundaries. The evolving formula, it believes, would meet the group’s demand for integration, while at once addressing Manipur’s territorial anxieties. “I’m afraid I can’t share more details at this stage,” the official said, “but I do believe we have a formulation all sides can live with.” Further, in a press release issued by the NSCNIM on February 24, it appeared a hint towards an early solution, saying “the Government of India has recognised the legal rights of the Nagas and candidly proclaimed integration the legitimate right of the Nagas… Whether we like it or not there is going to be a transformation in the history of the Nagas very soon”. Interestingly, the report also claims that Manipur’s Government has been regularly briefed on the negotiations, with New Delhi and Imphal regularly exchanging formal correspondence on the issue.“However,” the official added, “this process has been on hold since November 2016, when the election process was initiated in Manipur.”

These Districts, they said, have emerged as the hub of the last remaining militants in the region. "We have apprised the home minister of the security situation in the northeast and informed him that all militant activities are being controlled from Arunachal's Tirap, Changlang and Longding Districts, and Nagaland's Mon and Tuensang Districts," said a top security official who participated in the northeast security review meeting by Union home minister Rajnath Singh in New Delhi on Tuesday. "We requested him to increase the presence of central intelligence agencies and security forces in these districts," the official added. According to the UMHA report at the review meeting, the security situation in Arunachal Pradesh (the three districts) and Manipur remains a subject of concern, though relatively less than it has been in the past. These five districts also border as many Districts of Assam on the other side, including Tinsukia District, where the United Liberation Front of Asom-Independent (ULFA-I) is active and has been carrying out strikes jointly with Meitei outfits of Manipur. "The biggest advantage of these five districts is their proximity to the Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K)-controlled areas of Myanmar and their highly difficult terrain, which makes patrolling a difficult task for security agencies," the official said.

Meanwhile, two years after an RTI (Right to Information) was filed seeking details of the Naga peace accord between the Government of India (GoI) and the Nationalist Socialist Council of Nagaland- Isak-Muivah faction (NSCN-IM), the Central Information Commission (CIC) has ruled in favour of the Union Home Ministry withholding the contents of the accord, reports The Times of India on May 30. Agreeing with the Union Ministry of Home Affairs (UMHA) decision to withhold information, the Chief Information Commissioner, R K Mathur in his decision said, "In the present case, the sovereign and integrity of India and the security, the strategic interests of the state may be prejudicially affected. The public interest served by non-disclosure has to be weighed against the immediate public interest of disclosure." The order cites R N Ravi, chairman of the joint intelligence committee and interlocutor, who told the CIC the ground situation, was "sensitive and fragile", and the "premature release" of the information would be "prejudicial to national security". "The government does not wish to lose the gains arising out of the Framework Agreement," Mathur quoted Ravi as saying.

The Union Ministry of Home Affairs (UMHA) has said that there has been a sharp decline in violence, extortion and attacks on security forces in the Northeast in the last three years, reports The Indian Express on June 2. As per data available with the UMHA, only 484 such incidents were reported in 2016 as compared to 1,025 in 2012 and 732 in 2013. It further noted that the number of abductions have come down from 329 in 2012 and 307 in 2013 to 168 in 2016. Only 28 such cases were registered till March this year. However, the number of security personnel killed in Manipur shows an upward trend with 24 being killed in 2015 and 11 in 2016 as compared to 8 and 5 deaths in 2012 and 2013, respectively.The I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) suffered a setback with more than 900 cadres being arrested and nearly 55 being killed in security operations, according to the UMHA note. The number of such incidents in Assam jumped to 50 in 2016 as compared to 21 in 2013, the UMHA note stated.The number of militants surrendering saw a decline with 267 such surrenders taking place in 2016 as compared to 1,161 in 2012, as per official data. Arms recovery was not significant despite a crackdown as 698 arms were recovered in 2016 as compared to 1,856 in 2012.As many as 1,202 militants were arrested in 2016 as compared to 2,145 in 2012. Of this, the highest number of arrests in 2016 has been made in Manipur (518) and Assam (366) while maximum abduction cases were reported from Nagaland (51) and Meghalaya (52).

Government of People’s republic of Nagaland (GPRN) during its ‘joint council meeting’ of ‘steering committee’, ‘council’ of kilonsers (Ministers) and ‘heads’ of ‘departments’ on July 12 unanimously accepted the merger of Karbi Anglong (Assam) based militant group Naga Rengma Hills Protection Force (NRHPF) with the Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM), reports Nagaland Post. In a press note, ‘ministry of kilo affairs’ GPRN, ‘secretary’ M. Daniel Lotha stated that 30 members led by its ‘advisor’, Keyhang Rengma (Joseph) ‘chairman’ Logusheng Rengma (Arhabe) ‘vice president’, Manong Rengma (Tennyson) and 50 cadres led by ‘lieutenant colonel.’ Rilugu (Kainito) ‘commander-in-chief’ along with 45 arms and ammunition joined the NSCN/GPRN. During the rally the TUCT also adopted a 10-point resolution, reports Nagaland Post. Social activist, Khekiye K Sema explained, “This is not a rally against Muslims but a rally against illegal Bangladeshis”. Sema pointed out that Bangladeshi immigrants were not Indians but illegal foreigners, and therefore “we are saying that they must be deported from our land.” At the end of the rally, after the adoption of the 10-point resolution, the tribal bodies also decided to form a state level body to check the influx of IBIs in the state.

The Nagaland Intelligence sources confirmed that the Imam of Dimapur is contacting the Rohingya rebels and has commenced collecting huge amount of arms and ammunitions from Bangladesh. According to officials 2,000 Muslims have volunteered to take up arms against the Nagas, if the latter try to drive them out. The Imam is planning to attack Hebron and Kehoi camps post which it will be convenient for them to capture Nagaland. Around 20 Islamic State of Iraq and Syria( ISIS) terrorists have entered Nagaland and are training the volunteers. Suicide bomb attacks and bomb blasts are likely throughout Nagaland. The authorities have directed to track the movement of Muslims in Dimapur.

Reports quoting a press release issued by the UNLFW’s ‘publicity wing’ said Konyak was “unanimously elected” as its new ‘chairman’ after the post had fallen vacant due to its founder ‘chairman’ S S Khaplang’s death. The National Investigation Agency (NIA) is likely to issue summons to Shelly Sumi, wife of Niki Sumi, a ‘commander’ of the Khaplang faction of the Nationalist Socialist Council of Nagaland (NSCN-K), and others over a case of terror funding in Nagaland, an official said on October 25, reports Nagaland Post. On October 24, NIA recovered INR 2.7 million from the house of Shelly Sumi at Naharbari Basti in Dimapur, the main commercial town of Nagaland. Twelve mobile phones, three laptops, a hard disk and 33 documents were also seized, it said. “So far, we have not arrested anyone. Summons will be issued to Shelly and her associates,” a top NIA official said. Various intelligence agencies have been keeping a close watch on the movement and activities of Shelly and her associates in Nagaland and Manipur. NIA officials said the seized money was suspected to have been extorted from the public or government servants and meant for sending to the NSCN-K camps in Myanmar to fund activities “prejudicial to the sovereignty and integrity of India”.

The National Investigation Agency (NIA) has established that four Nagaland Government officers had made the banned insurgent group Khaplang faction of National Socialist Council of Nagaland (NSCN-K)richer by over INR 20 crore in just four years by sharing with the outfit funds from the state exchequer, reports The Times of India on October 29. The NIA has recovered payment slips and registers to this effect, which establishes that the arrested officers were hand in glove with NSCN-K in its ‘illegal tax collection’ racket. The four officers - Vilepral Aja (additional director of department of agriculture, Kohima), Purakhu Angami (former director of department of tourism), Kekhriesatuo Tep (superintendent of fisheries department) and K Hutoi Sema (executive engineer of irrigation and flood control department) - were arrested on October 13."These officers maintained slips and registers in which exact amount and name of the person to whom money was to be given are mentioned. The handwriting experts of Central Forensic Science Laboratory (CFSL) Gandhinagar have confirmed that these four officers maintained these slips/registers," said a source. An assessment of payment slips and other documents suggests that arrested officers have handed over somewhere between INR 20 to INR 25 crore to NSCN-K and other factions since 2012, said the officer. Sources said that while S Khetoshe Sumi, finance in charge of NSCN-K who was arrested last year, was extorting money from State Government officials, instructions were coming from Isak Sumi, a Myanmar-based key member of the outfit, who handles all the finances for anti-India operations. In a charge-sheet filed earlier this year against Isak Sumi, Khetoshe Sumi and another finance collection agent, Victo Swu, NIA claimed that they raised funds through illegal tax collection and extorted money from government offices to support the banned organization in its activities.

At a meeting with its federating units in Tuensang on December 21, ENPO unanimously resolved to urge the Government of India (GoI) to respond to its demand for a separate State before declaration of election to Nagaland Assembly due early next year. The meeting was called upon after two of the constituents of ENPO – Konyak Union (KU) and Phom Peoples’ Council (PPC) – had asked for convening of the meeting to deliberate on boycotting the forthcoming Assembly poll. ENPO also resolved to ask its members to resign if their demand for a separate state of ‘Frontier Nagaland’ was not fulfilled by GoI before the state general election slated for March 2018. ENPO also declared its support for an early declaration of an honourable Naga solution which should be acceptable and beneficial to all as desired by Naga public in general.
