The Cachar district-based unit of All Assam Bengali Youth Students’ Federation, in a recent memorandum to Union Home Minister Shivraj Patil, said that Meitei militants are involved in activities such as extortion, abduction for ransom, torture and even killing of civilians in the Cachar-Manipur border areas. The federation said that Manipur-based militant groups "are gaining in strength and power as their coffers are being filled with two per cent of the salary of the State Government employees and around 30 to 60 per cent of the Central funds meant for development projects."

According to Assam Tribune, the Former Undergrounds Welfare Association has threatened to stage an indefinite economic blockade on the Aizawl-Silchar highway from February 27 unless the State Government makes a move to solve the Mizoram-Assam border dispute. V Laichhinga, general secretary of the association, said at a press conference on January 6, "We had submitted a memorandum to the President of India in September last year to constitute a three-member border commission. We had also urged the Mizoram Chief Minister to initiate a CM-level talk with Assam on the border dispute, but no action has been taken till today." He added that three incidents where Mizos were the victims had already occurred in recent times due to the Mizoram Government’s negligence in looking into the border issue.

On February 10, eight civilians and a security force (SF) personnel were killed during clashes that erupted between the villagers and SFs following the alleged custodial death of a suspected United Liberation Front of Asom (ULFA) militant at Kakopathar in upper Assam's Tinsukia district, according to The Hindu. The ULFA cadre, whom the villagers described as a civilian, was detained by the army on February 6 and his dead body was subsequently recovered. Villagers protesting against the killing blocked the national highway and were marching to attack the police station at Lajum when the police personnel opened fire killing eight civilians. 12 SF personnel were injured in the incident. The State Government has imposed curfew in Kakopathar and Makum.

Nagaland Post has reported that the Chakhesang Baptist Church Council (CBCC) at its meeting held at Pfutsero in the Phek district on May 11 and 12, has strongly condemned the frequent outbreak of factional killings among rival militant groups in the State. On the situation in Phek district, the meeting pointed that the innocent citizens had suffered because of threats, intimidations, extortions, and forced taxations imposed by the various militant groups. The church body alleged that the armed factions have forcibly occupied a number of private houses and educational institutions in the Phek district. In the light of such developments, the meeting described the existing ceasefire with the Union government a "public mockery".

The situation is nothing less than dangerous,” said Bhadra Krishna Goswami, president of the Mahasabha, who alleged that mosques and madrassas (seminaries) have come up in the encroached areas. A list of at least ten satras, including the ones in Lakhimpur, Nagaon, Nalbari, Dhubri, Barpeta and Kamrup has been prepared by the Mahasabha and submitted to the Army in Assam. The members claimed that large tracts of lands gifted by the Ahom kings are being taken over by Bangladeshis.

All Assam Students’ Union (AASU) demonstrated demanding immediate eviction of illegal Bangladeshi immigrants, who have reportedly encroached on the Kaziranga National Park in the Jorhat district, reports Assam Tribune. “Of late, there has been quite an increase in the population of unauthorized settlers on government land bordering Kaziranga. This growing population is definitely a grave potential threat to the national park, as the encroachers do not have any source of viable income and it is natural for them to indulge in activities detrimental to the national park’s interests to eke out a living,” said senior officials of the Forest Department. However, Chief Minister Tarun Gogoi, denied that there has been any encroachment of tracts in the Kaziranga National Park or of other forest reserve areas in the State.
