Nagas in four Districts carried out public rallies on January 7 demanding the creation of a new state christened as 'Frontier Nagaland' by bifurcating Nagaland. The rallies were held simultaneously in the Districts of Tuensang, Mon, Kiphire and Longleng today. The rallies were organised by Eastern Nagaland People's Organisation (ENPO). The ENPO, which is the apex organization of six Naga tribes including Konyak, Khiamniungan, Chang, Yimchunger, Sangtam and Phom confining in the four Districts, has submitted a memorandum to the Prime Minister urging him to realize the demand.

The drivers and handymen of Liquid Petroleum Gas (LPG) Bullet tankers launched a stir at Sekmai on January 19 in protest against the abduction of two of their colleagues drivers and one handyman by armed cadres of Karbi People’s Liberation Front (KPLF) in connection with an extortion demand of INR 50 lakhs from a place between Golaghat and Garampani of Assam. Armed cadres of KPLF opened fire at the Bullet tankers on January 16, 2011 and abducted the two drivers and one handyman.

On January 26, a major controversy erupted in East Garo Hills District as the villagers went for a general strike in front of a Police Station in Williamnagar town over the killing of a 50-year-old man, claimed to be a cadre of the Garo National Liberation Army (GNLA) by the Special Operation Team (SOT) of the Security Forces (SFs), reports Shillong Time. The SOT Police commandos raided Rongrekgre village, 10 Kilometers from across the Simsang river, during the early morning hours and shot dead one person and arrested four others claiming them to be members of the GNLA, said the Police sources.

Telegraph reports that traffic was disrupted on March 2 for over three hours on National Highway 31 as the All Bodo Students Union (ABSU) staged a “people’s revolution” at Barama in Assam’s Baksa District to press for Bodoland State. ABSU president Promode Boro said that the Centre created three new States in 2000 and “if Telangana is going to be created, why not Bodoland?” He warned that “any isolated decision on the creation of a new state will not be tolerated. There must be a comprehensive policy.” He said the creation of a full-fledged state was necessary, as “autonomy with amended arrangement and limited mandate” could not fulfil the aspirations and mitigate the grievances of Bodo people.

Assam Tribune reports that members of student bodies from seven North East States on April 25 carried out a protest action in Guwahati against the Armed Forces Special Powers Act (AFSPA) that has been controversial since the time of imposition. For two hours, from four in the afternoon, the student leaders from all the NE states, under the banner of North East Students’ Organisation (NESO), took part in the sit-in protest demanding repeal of the Act, and later spoke out against the law which they condemned in unison. All those who spoke described the AFSPA as an affront to the people of the region, as the Act was in place in no other part of the country except the North East and Jammu and Kashmir. They expressed solidarity with the intrepid campaign being carried out by Irom Sharmila of Manipur against the AFSPA. Addressing the gathering, Dr Samujjal Kumar Bhattacharyya, adviser to All Assam Students’ Union lambasted the Union Government for favoring a law that was unjust and unfair to the people of the North East. He found it utterly strange that the Union Government failed to take note of a democratic protest carried out by Sharmila against the Act, which is now more than a decade old. President of All Assam Students’ Union, Sankar Prasad Roy condemned the AFSPA as it gave enough scope for innocent people to be attacked and killed by armed personnel.

The non-Dimasa tribal organizations of Dima Hasao District brought out a huge rally in Haflong, the headquarters of the southern Assam District, seeking bifurcation of the hill District on June 6, reports Times of India. Hundreds of tribals joined the rally, which was organized by the North Cachar Hills Indigenous Peoples Front (NCHIPF). The programme was supported by some other sister organizations of the NCHIPF. They demand bifurcation of the district into Dima Hasao and North Cachar Hill Districts.

Mizoram’s Bru Coordination Committee (BCC) on June 28 sent a letter to Union Home Minister P. Chidambaram asking the Centre to ensure rehabilitation for the 80 displaced Mizo families, allegedly driven out by Brus from Sakhan range in Tripura in 1998. In the letter Elvis Chorkhy, general secretary of the BCC, urged Chidambaram to give INR 80,000 to each displaced Mizo family, similar to the amount given to Bru families repatriated from the relief camps in North Tripura District and re-settled in Mizoram. Chorkhy mentioned that due to the demand by major civil societies in Mizoram that the Bru repatriation should not resume unless the displaced Mizos were rehabilitated, the ongoing repatriation process was derailed. “It is the desire of the BCC to ensure mutual satisfaction between the Mizo and Bru communities of Mizoram in the matter,” he said, adding, “the BCC wants peace, tranquility and communal harmony in the state, without which the present process of Bru repatriation cannot be successful”. The fourth phase of Bru repatriation, scheduled to commence from June 7, was stalled by the State Government in the wake of major NGOs and political parties demanding rehabilitation of the displaced Mizo families before resumption of the Bru repatriation.

Kanglaonline reports that an armed encounter took place between the cadres of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and Zeliangrong United Front (ZUF) in a forest at Guitang village under Khoupum Police Station in Tamenglong District on October 18. According to local sources, the gun fight between the heavily armed cadres of NSCN-IM and ZUF started from around 5 am [local time] and lasted for more than three hours till about 8:30 am [local time]. The incident happened when some ZUF cadres intruded into Guitang village which was already occupied by the NSCN-IM cadres. The firing began due to miscommunication between the cadres at the spot resulting in fierce gun battle, the source added. There are possibilities of heavy casualties during the encounter on both sides, however no exact information was available till the filing of this report. Earlier, five cadres of NSCN-IM were killed during an ambush by ZUF cadres on October 7 at Laisok village in the same District.

North-Eastern Frontier Railway Mazdoor Union organizing secretary, Bhajan Dey later said, "Militants have targeted the railway employees and trains in southern Assam including Dima Hasao District, a total of 16 times over the past years.
