United Liberation Front of Asom (ULFA) ‘chairman’ Arabinda Rajkhowa on January 6 made an appeal to the Union Government to ensure that the outfit’s ‘General Secretary’, Anup Chetia, who is currently under detention in Bangladesh, could participate in the peace talks, reports Telegraph. Rajkhowa made the request during his meeting with the Union Government’s interlocutor, P. C. Haldar, at Guwahati. This is the first formal meeting between the ULFA ‘chairman’ and Haldar after the former’s release from jail. Besides Rajkhowa, ULFA ‘deputy commander-in-chief’ Raju Barua was also present at the meeting that lasted for about two hours. After coming out of the meeting, Rajkhowa told reporters that he had appealed to the Centre to bring back Anup Chetia from Bangladesh so that he could also participate in the talk process.

As the ‘central committee’ United Liberation Front of Asom (ULFA) leaders in jail were out on bail, the Sanmilita Jatiya Abhibartan (SJA) is set to recommend a charter of demands that might form the basis of peace talks between the union Government and ULFA, reports The Telegraph. The SJA, a forum of leading citizens and organisations, was formed on April 24, 2010, to prepare a roadmap for lasting peace in the State vis-à-vis ULFA and the Government, has been hailed by the released leaders as well as Chief Minister Tarun Gogoi for its role in the proposed peace talks so far. According to the SJA chief convenor and one of Assam’s leading intellectuals, Hiren Gohain, the six sub-committees entrusted with the responsibility of preparing the charter of demands would be submitting their reports soon to the 11-member steering committee.

United Liberation Front of Asom (ULFA) began its central executive meeting on January 20 after about eight years at Choria village in Nalbari District under its ‘chairman’ Arabinda Rajkhowa aimed at working out modalities for opening formal peace talks with the Union Government. Apart from Rajkhowa, those taking part in the meeting include ‘vice chairman’ Pradeep Gogoi, ‘deputy commander-in-chief’ Raju Baruah, ‘foreign secretary’ Sasha Choudhury, ‘finance secretary’ Chitraban Hazarika, ‘publicity chief’ Mithinga Daimary, ‘cultural secretary’ Pranati Deka, and political ideologue Bhimkanta Buragohain. Assam Tribune adds that the executive meeting reportedly passed five resolutions including the decision to hold the general council meeting within the month of February 2011. However, the ULFA leadership maintained secrecy regarding the decisions of the executive body meeting. The sources added that the executive meeting decided to send a letter to ULFA’s commander-in-chief Paresh Baruah to invite him to join the proposed peace talks. They also decided to mount pressure on the Union Government for handing over ULFA’s ‘general secretary’ Anup Chetia, who is in the custody of Bangladesh government.

NSCN-IM ‘general secretary’ Thuingaleng Muivah too said the discussions held so far were “positive” and hoped the Centre would do the needful by recognising the Naga identity and in bringing a lasting solution to the six decade-old insurgency problem in Nagaland.

Chidambaram’s offer for peace talks, saying “there can be no talks while in custody”, reports Nagaland Post. “Question of writing a formal letter for beginning peace talks from inside the jail and with handcuffs on simply does not arise,” Rajkhowa told journalists, adding, “There can be no talks while in custody.” The ULFA ‘chairman’ is lodged at the Guwahati Central Jail. Earlier on January 31, Chidambaram had said that the Government was ready to hold talks with the jailed ULFA leadership without the presence of the ‘commander in chief ‘Paresh Baruah.

"The decision taken by the general council to hold peace talks with the government cannot be considered legal as the general council itself was unconstitutional," an emailed statement by Arunodoi Dohotia, ULFA publicity secretary, said. However, the ULFA leadership now out on bail had told journalists on February 5 that the outfit's general council held on February 2 decided to open unconditional peace talks with the Union Government and that all the resolutions adopted at that meeting were conveyed to Paresh Baruah.

The meeting, held at undisclosed location, lasted for about 90 minutes during which a NSCN-IM delegation led by its ‘general secretary’ Thuingaleng Muivah submitted their 30-point demands. Another round of talks will be held on March 3 (today). Pandey conveyed to them that there was no possibility of sovereignty for Nagaland and the talks could be held around granting more autonomy. “The government hasn’t given us any counter proposal, we have had comprehensive discussion, we will continue with the talks,” Muivah told reporters after the meeting. While the Centre said this time there would be no discussion on sovereignty, Muivah has said the NSCN-IM would not compromise on sovereignty.

Nagaland post reports on March 14 that, setting condition for talks, the Achik National Volunteers Council (ANVC) has asked PC Haldar, the Union Government’s peace interlocutor to hold meeting with them at Tura, the District Headquarters of West Garo hills District. “The government has invited us to Shillong for a meeting with Haldar, but we have asked the government to hold the meeting in Tura,” ANVC’s spokesman, Arist Sangma said. However, Government officials said they are yet to receive ANVC’s request. Haldar is scheduled to arrive in Shillong on March 15 to meet Meghalaya Government officials and ANVC leaders on March 16. The six-year-old tripartite ceasefire agreement which was signed in July 2004 between the Centre, Meghalaya Government and the ANVC will expire on March 31. The outfit had threatened to return to armed struggle over the centre’s unilateral decision to have a periodic ceasefire agreement rather than the indefinite one, besides government dismissing its demand for creation of a Garo Territorial Council. However, the ANVC had decided to seek views from the public representatives on whether the outfit should continue the ceasefire agreement or return to its armed struggle. Chief Minister DD Lapang who also favored the extension of ceasefire agreement with ANVC said that the people in Garo hills did not want return of violence in Garo Hills. Earlier, the United Achik Peace Forum (UAPF) also favored extension of the cease-fire agreement between the banned militant outfits. “We want the government to extend the tripartite ceasefire agreement with the ANVC to ensure peace in the Garo Hills,’’ UAPF Chairman, president G C R Marak said.

ANVC, a tribal Garo militant outfit operating in Garo Hills region of Meghalaya, is fighting for creation of Garoland Territorial Council. Telegraph reports that tension is simmering in Mokokchung District because of the presence of a large number of National Socialist Council of Nagalim-Isak-Muivah (NSCN-IM) cadres ahead of the May 7 by-election to the Aonglenden Assembly constituency. According to Intelligence sources, around 80 cadres of the outfit are currently camping in the District.Chief minister Neiphiu Rio, who is campaigning in Mokokchung for the past four days, has urged the cadres to stay away from the polls or face the wrath of the security forces. “They should never get involved in the elections. This is not their game,” Rio said. The associate press secretary of Naga People’s Front (NPF), the main constituent of the ruling Democratic Alliance of Nagaland (DAN), Shilumar Ao, said the government would provide full proof security to ensure free and fair poll. “People should not be afraid of threats and intimidation,” he said. Even though there were reports of movement of cadres of National Socialist Council of Nagaland- Khaplang (NSCN-K) near the constituency, the outfit has said it would not get involved with the polls. The NSCN-IM meanwhile, has been accusing the Khaplang group of being pro-Jamir and anti-Naga. Former Chief Minister S.C. Jamir is contesting the by-election against NPF candidate Toshipokba Longkumer. The NSCN-IM had vehemently criticised Jamir for contesting the election, stating that he would try to sabotage the ongoing Naga peace process with the Government of India.

The ‘commander’ of the 709th battalion Hira Saraniya invited the surrendered militants for a meeting at the temporary base at Helacha for their cooperation in the peace talks with the Central Government. The deputy ‘commandar-in-chief’ of the outfit Raju Baruah and ‘Foreign Secretary’ Sasha Chaudhury called upon the former colleagues to extend their full cooperation to the outfit. The former militants from Nalbari and Baksa Districts attended the meeting. While addressing on behalf of the surrendered militants Bikash Dutta, Jitu Talukdar and Mrigen Haloi assured the leadership to extend support to peace talks. Sources further said that the ULFA leadership exchanged their views towards the surrendered militants only in the interest of the common public. The sources further said that in order to strengthen the relations between these two groups, coordination committee was formed. The Union Government and the State Government will give their opinions after going through the charter. We will tell them how far we can accommodate their demands," Gogoi said. We had done our homework and had submitted a letter to the government in 2004...But the State Government is not sincere,” HNLC ‘publicity secretary’ Sainkupar Nongtraw said in an email. The reaction from the HNLC came within a week of Chief Minister Mukul Sangma saying that the Government was open to hold talks with the militant group to ensure that the issues raised by them could be addressed through constitutional means. Sangma had said that despite offering talks from various platforms, the Government was yet to get any communication from the outfit.

Singh, who presided over the discussions, said that “The steps taken by the ULFA leaders for restoration of peace and normalcy in the area would yield speedier socio-economic development for the people of Assam.” He promised to review the status of talks, which will now be carried forward by the Union Government’s interlocutor for the peace talks with ULFA, P.C. Haldar, periodically. Assam Chief Secretary Naba Kumar Das described the meeting as cordial and fruitful. “There was some discussion on rehabilitation as well as issues relating to setting up of designated camps — to be christened as Nabanirman Kendras — for the ULFA cadres,” he said. The final settlement envisages a “special federal relationship” between India and Nagaland and creation of a “Supra-state body” for the Nagas to “preserve, protect and promote their cultural, social and customary practices.” The offer to create a pan-Naga ‘Supra State Body’, instead of the “Greater Nagalim” demanded by the NSCN, has been touted by Indian negotiators as the “second best option for the Naga people”. The “Greater Nagalim” that would involve merger of Naga-inhabited areas of Manipur, Assam and Arunachal Pradesh with the State of Nagaland is likely to provoke huge resistance in these States. So Delhi is offering to create the “Supra State Body”, to which the legal authority and decision-making power of the Naga populated areas of Manipur, Assam and Arunachal Pradesh will be formally transferred. This, the Indian officials say, is recognition of the “distinct identity” of the Nagas, and will surely merit a major Constitutional amendment.

Peace accord between the United People’s Democratic Solidarity (UPDS) and the Central Government will be signed on November 25 in the presence of Chief Minister Tarun Gogoi in New Delhi, reports The Assam Tribune. Tarun Gogoi said, “The UPDS will be signing a peace agreement in New Delhi on November 25. This is a good sign, even though the other Karbi Anglong-based outfit, Karbi Longri North Cachar Liberation Front (KLNLF), has not yet come forward”. Gogoi also revealed that the peace process with the National Democratic front of Bodoland (NDFB) was progressing satisfactorily with the appointment of PC Haldar as an interlocutor.

Chidambaram on November 30 warned insurgents that the State wouldn’t bend before violence but offered to treat with “dignity” any outfit if they came for peace talks, whether they were Maoists or rebels from the Northeast, reports The Telegraph. The minister also rejected allegations that Communist Party of India-Maoist (CPI-Maoist) politburo member Mallojula Koteswara Rao alias Kishanji was killed in a fake encounter. “The state will not bend before anyone who uses violence as an instrument of policy to achieve political demands. That is why we tell them: suspend violence and come for talks and, when you come for talks, you will be treated with dignity and honour and we can resolve your political demands through talks,” he said. “It (the offer) applies to the Maoists (too),” he added. He said the Maoists only needed to “suspend” violence and not surrender arms in the run-up to the talks. “You suspend violence and, within 72 hours, my office will get back to you with the venue and time for talks,” he said. “Suspend violence — that is enough at this stage,” he added, extending the offer to also militants from Manipur. This is the first time since he took over that Chidambaram has made such an offer to Northeast militans. Till now, he had insisted that Northeast insurgents should surrender arms before coming for talks.

The memorandum stated that “We are much concern that even after fourteen long years of cease-fire and negotiation, an acceptable settlement to the Indo-Naga issue has not been brought about nor any concrete steps been taken towards it. We urge the government of India to take expeditious concrete steps towards settlement of the Indo-Naga issue”. Joint Secretary (North East) of the Union Ministry of Home Affairs (MHA), Sambhu Singh admitted that the talks with the Dima Halim Daogah-Nunisa faction (DHD-N) have not been progressing satisfactorily, reports The Assam Tribune. Singh said that the December 17 meeting decided to extend the period of the cease-fire agreement by another six months, but the Government would think twice before extending the cease-fire term any more. He pointed out that talks with the DHD-N have been going on for eight years and "talks cannot be a never – ending process. The Government will have to think twice before extending the cease-fire agreement any further and we have already informed the leaders of the outfit about the Government's displeasure about the progress of talks." Singh further revealed that the DHD-N has been claiming villages outside of Dima Hasao District, which is not acceptable to the Government. He also said that the leaders of the militant outfit have been maintaining "double standards". When they take part in the tripartite meetings, they agree to give up the demand for creation of a separate state, but when they talk outside, they raise the demand for creation of a separate state of Dimaraji. Singh said that on the other hand, talks with the Dima Halim Daogah-Jewel (DHD-J) are progressing well and the leaders of the outfit are showing a positive attitude. He said that the Government of India has almost finalised an agreement with the DHD (J) and a formal agreement is likely to be signed after the State Cabinet approves the same.
