State Home minister, R Lalzirliana said that the Government is making arrangements to hold negotiation with the Hmar militant outfit Hmar People's Convention-Democratic (HPC-D), reports Sangai Express on January 3. R Lalzirliana said, "It is true that the HPC -D is not to be approached by the Mizoram government. However, since they use the very fact that we (the Mizoram Government) do not initiate talks with them, as an excuse, therefore, we shall hold talks with them, if necessary. HPC-D are our brothers, and the government, their father, and we are not enemies". Home minister further said that negotiation between the State Government and the HPC-D shall be held on certain conditions. The conditions according to Home Minister is that HPC-D should cancel their dictate of dissolving Young Mizo Association (YMA) branches, and situation should prevail such that the Government would be able to conduct village council elections in the villages where it has not been held, within areas of Sinlung Hills Development Council (SHDC); and also that they should not create any disturbance to the contractors and also on the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) fund distribution.

The Central and the State Government should be looking for a “Naga solution” in totality rather than an “Isak-Muivah faction of Nationalist Socialist Council of Nagaland (NSCN-IM) solution”, said Wangtin Naga, ‘Minister for Information and Publicity’ of the Khaplang faction of NSCN (NSCN-Khaplang) on January 7. Wangtin termed the Nagaland People’s Front-led Joint Legislators Forum (JLF) a sham that is simply supporting the NSCN-IM’s negotiation with the Central Government. Wangtin said, “My format of talks is inclusive talks, otherwise it will be factional talks. Let these I-M [NSCN-IM] talks get over, then Naga talks will start.”

The Mizoram government is pushing for early resumption of talks with the militant group Hmar People's Convention - Democrats (HPC-D), reports The Times of India. This development comes in the aftermath of the Election Commission's announcement to hold by-election to the Chalfilh assembly constituency on February 23. A large number of the Chalfilh electorate belonged to the Hmar community and would be highly influenced by the diktats of the HPC-D leadership.

The Telegraph reports that the Mizoram Government will meet the Hmar People’s Convention-Democracy (HPC-D), ahead of the upcoming by-poll to the Chalfilh Assembly constituency. The two sides are scheduled to meet on January 31 to discuss the modalities of peace, an official source said on January 24. The first round was held in Silchar, Assam, on December 13, 2012. Observers reckon that the ruling Congress has calculated the risks of not pampering the HPC-D ahead of the upcoming by election to the Chalfilh Assembly constituency, which has a large Hmar population. The Government had signed a suspension of operations (SoO) pact with the outfit in November 2010 but it had fallen apart after the two sides accused each other of breaking the ground rules.

Reminding that the 4th round of tripartite talk of the Government of India (GoI), Government of Manipur (GoM) and the United Naga Council (UNC) on the demand for an Alternative Arrangement at Delhi on August 31, 2012, concluded with an announcement by the GoI that the next round of talk would be held very soon in a hill venue in the State, the UNC has urged the Centre to communicate the date for the 5th round of tripartite talk on or before February 17, 2013, so that the democratic process of dialogue initiated by the GoI is brought to its logical conclusion, reports The Sangai Express on January 28. Referring to the memoranda dated November 27 and December 23, 2012, jointly signed by the UNC and 22 other Naga frontal organisations and constituent tribe units urging your good office for an early and honourable settlement of the Indo-Naga political issue, the UNC has sought immediate intervention of the Prime Minister with regard to their demand for an Alternative Arrangement outside Government of Manipur, pending settlement of the Indo-Naga political issue, said a memorandum addressed to the Prime Minister. The UNC ‘informed’ the Prime Minister Manmohan Singh, “We live in the present State of Manipur in a communally surcharged environment which is worsening by the day.”

The Sangai Express reports on January 30 that former Intelligence Bureau (IB) director PC Haldar will lead the Central team in the upcoming political dialogues between the Centre and Kuki militant groups under Suspension of Operation (SoO). According to an informed source, consensus has been arrived at between the Central Government and the two umbrella organisations of Kuki militant groups namely United People's Front (UPF) and Kuki National Organisation (KNO) on the appointment of PC Haldar as the interlocutor for the upcoming political dialogue. Public blockades were enforced in recent times by the Kuki State Demand Committee in pursuit of its demand for a political dialogue with Kuki SoO groups. Following assurance by the State authorities that the issue would be placed before the Centre, the Committee consequently decided to suspend its agitation. Also, sources revealed that Government of Manipur is clearing the decks to facilitate talks between the State and Central Government representatives with United Naga Council (UNC) leaders with regard to the latter's demand for an Alternative Arrangement, pending a settlement to the Naga issue, for Nagas outside the State Government's ambit. In all probability the fifth round of talk with the UNC delegates will begin next month (February), said the source. Pointing out that the UNC in a recent memorandum submitted to the Prime Minister had urged for necessary arrangement to initiate political dialogue within February 17, the source explained that the forthcoming talks would be of official nature and not political. So far four rounds of tripartite talks have been held on the said demand.

The Sangai Express reports that after several months of suspense, the Hmar militant outfit, Hmar People's Convention-Democratic (HPC-D) and the Government of Mizoram have signed the Suspension of Operation (SoO) on January 31 in Aizawl. An official source informed, "The government of Mizoram and Hmar People’s Convention-Democratic (HPC-D) held talk today at 10 am under a peaceful atmosphere at State Guest House, Aizawl". Mizoram Government team was led by Lalbiakzama, Joint Secretary, Home department, while the HPC-D delegation was led by Lalbeisei, the outfit's vice chairman. The two teams in their talk prepared 'ground rules and then signed an agreement for SoO for 6 months duration. The two teams also agreed to hold another talk at the earliest possible. For the first time on November 2010 the SoO was signed betwen the two parties for six months. However, after signing the earlier SoO, the relation between the HPC-D and the Mizoram government experienced a rough weather. In view of that, the SoO was never extended again even after the lapse of the six month period.

The Sangai Express reports that after signing the Suspension of Operation (SoO) pact with the Government of Mizoram for six months, the Hmar People's Convention-Democratic (HPC-D), on February 1, has said that at least two round of talks will be held with the Government during this six-month period. On January 31, the HPC-D publicity secretary, John F Hmar informed Newmai News Network that both the Hmar outfit and the Mizoram Government had agreed and signed nine-points 'ground rules' for implementation of SoO between the Government of Mizoram and the outfit which initially will be for a period of six months effective from January 31, 2013, and which may be extended by mutual consent. "The two parties also mutually agreed to hold at least two rounds of peace talks for a political solution during 6 months SoO period," John F Hmar disclosed. According to the HPC-D leader, the ground rules for implementation of SoO between the Government of Mizoram and the HPC-D was signed by representatives of the Mizoram Government and the outfit at the State Guest House, Aizawl (Mizoram) after an exchange of views to initiate a peace dialogue in the common interest of finding a permanent political solutions to the Hmar political issues in Mizoram. It can be noted here that since 1986, the Hmars has been demanding for the creation of Hmar Autonomous District (ADC) in Mizoram. In spite of the Peace Accord that was inked between the Government of Mizoram and the Hmar people, there was no concrete solution to address and redress the rights of the Hmar People.

The Sangai Express reports that CM Okram ibobi Singh has claimed to have intimated to the Union Home Minister Sushil Kumar Shinde that Government of Manipur will have no objection to the Centre- Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) talks reaching an amicable solution on the vexed Naga political issue but will staunchly oppose any outcome that either threatens territorial integrity of Manipur or is detrimental to the State's interest. The CM is also said to have outrightly rejected demand by the United Naga Council (UNC) for an Alternative Arrangement for the Nagas of Manipur, outside the Government of Manipur, pending solution to the Naga political issue. Interacting with media persons at his conference hall soon after arrival from New Delhi on February 6, Ibobi said he, accompanied by home minister Deputy CM Gaikhangam had a lengthy discussion with Sushil Kumar Shinde on various issues including possible outcome of the ongoing dialogue between the Central Government and NSCN-IM and its likely impact, if any, on Manipur's future. Ibobi Singh disclosed that the union home minister Sushil Kumar Shinde has assured him, before election to Nagaland was announced, that the Centre would provide in ‘black and white’ contents of the negotiations between the Government of India and NSCN-IM, at an appropriate time, on solving the Naga political issue, adds Nagaland Post.

Fifth round of tripartite talks on the demand for an “alternative arrangement” for the Nagas in Manipur held on February 12 at Senapati District, Manipur ended inconclusively, without any development to the demand raised by the United Naga Council (UNC), reports Nagaland Post. The talk was unsatisfactory, said chairman of the Committee for Alternative Arrangement (CFAA), Paul Leo, who later addressed the media persons after the meeting. He said that the meeting concentrated only on the developmental works undertaken by the Manipur Government in hill areas of the State. State chief secretary, DS Poonia admitted that the talk was concentrated only on the initiatives taken by the State Government for the development of hill areas and no discussion on the alternative arrangement of the UNC. Dissatisfied with the talk, Paul Leo demanded that political dialogue on the demand of the UNC should be initiated at the earliest. The meet also failed to discuss on the date on which the next round of talk would be held.

The Times of India reports on February 18 that the Mizoram Bru Displaced People's Forum (MBDPF) led by A Sawibung has finally succeeded in bringing the issue of repatriation of Bru refugees from Tripura relief camps to Mizoram on the negotiating table with the State Government. Bruno Msha, general secretary of the Naisingpara (Tripura) camp-based MBDPF, said they received a letter from the State home department for talks to be held on February 21 in Aizawl (Mizoram) to deliberate on the impasse on the repatriation of refugees. "We discussed the invitation of the state government in the relief camps and agreed to hold talks with the government as we do not want to stay in Tripura relief camps forever," Msha said. He dismissed charges that MBDPF leaders were stalling the repatriation process and not willing to return to Mizoram as they were leading luxurious lives in the camps. The MBDPF has submitted their demands to former Union Home Minister P Chidambaram and the present home minister Sushil Kumar Shinde, he said, adding that the demands included extension of the period of providing free ration from one year to two years, INR 150000 for each family for rehabilitation, resettlement of 40 to 50 families and a school, playground and hall for Bru children. Msha said the conditions in the seven relief camps in Kanchanpur subdivision of North Tripura District worsened in the last few months and they were facing acute water scarcity and healthcare problems. "When we asked the Tripura government for help, they refused to help us and instead told us that if they treated us so well by providing basic amenities, we would never leave their land," he said.

The Sangai Express reports that the advisor of the Zomi Revolutionary Organization (ZRO) and Representative of the United People’s Front (UPF) K Guite, who arrived in New Delhi on February 18, said that Autonomous Hill State is on the agenda of UPF. He stated, “We propose an Autonomous Hill State”. The current Suspension of Operation (SoO) extension of the UPF with the State and Central Government will last till August 2013. Guite said that UPF had submitted Memoranda and Charter of Demands to the Central Government. Appointment of an interlocutor and initiating a political dialogue is expected to begin soon, he said. According to the ZRO advisor, the proposal for an Autonomous Hill State is a non-communal approach. While stating that the demand for an ‘Alternative Arrangement’ for Naga areas and the Kuki Statehood demand are community specific that will further deepen the division among the communities of the hills, Guite said that the Autonomous Hill State would not only speed up development in the hills but also bring peace in the hills and Manipur at large. This administrative re-organization will also maintain the territorial integrity of the State. “In their demand for a Kuki State, the Kuki National Organization (KNO) has violated the SoO preamble,” declared Guite.

Centre has decided to act tough with insurgent groups in the Northeast and has decided that it will not sign agreements with insurgents as it was proving a futile exercise, reports Nagaland Post on February 25. “We realized signing agreements with militant groups just for the sake of peace is not working out. The moment we sign a peace agreement with a group, another faction crops up within the same group and which starts opposing the talks,” said an unnamed senior government official. “In the name of operational cease-fire agreements, these outfits besides breaking up into factions with diverse stands, also keep the weapons in their own possession, they keep on procuring weapons and ammunition from domestic sources or even from abroad, and continue with their training activities. This has prompted the new thinking in government circles,” the source said.

Manipur Governor Gurbachan Jagat, on March 6, appealed to militants operating in the State to shun violence and participate in the peace process so that development work could be speeded up, reports The Shillong Times. Addressing the State assembly, the governor said three insurgent groups — United Revolutionary Front (URF), Kangleipak Communist Party-Lamphel (KCP-Lamphel) and Kanglei Yawol Kann Lup–Military Defence Force (KYKL-MDF) — have entered into agreements with the union and State governments. The governor said the state government with the union government has signed the extension of suspension of operations (SOO) agreement with Kuki outfit, United People’s Front (UPF) and offered to sign a similar agreement with another Kuki outfit, Kuki National Organisation (KNO). Jagat appealed to the KNO to come forward and sign the SOO agreement along the lines of UPF and asked the civil Kuki organisation, Kuki State Demand Committee (KSDC), demanding a separate Kukiland, to desist from calling frequent bandhs and blockades which affected the common man. Official sources said peace talks with URF, KYKL-MDF AND KCP-Lamphel would begin soon since the three had signed agreements with the Government under which the forces would suspend operations against them. They said both central and State Government forces had stopped operations against UPF since it signed the agreement with the Government some years ago. Talks for a settlement with the outfit, demanding creation of Kukiland, have already begun.

The Union Cabinet Committee on Political Affairs headed by the Prime Minister is examining the final peace settlement with the Achik National Volunteer Council (ANVC) and the Breakaway faction of ANVC (ANVC-B). A State Home department official said that after the clearance from the Political Affairs Committee, the matter will be brought to the Union Cabinet for consideration. “We hope to get a favorable outcome from the Centre within a month,” the official added. The draft documents related to the peace pact were earlier circulated to relevant Central ministries including the Home Affairs to get their comments. However, there was undue delay in reaching a final settlement coupled with a faction of ANVC-B led by Singbirth Marak alias Norrok X Momin forming the United A’chik Liberation Army (UALA). Asked about any hurdle due to the presence of various factions of the ANVC, the official said that the final peace settlement will be with all the factions of the ANVC and added that the Government hopes that all the groups under ANVC will come under the settlement. It was in January in Shillong, ahead of the Assembly elections in the State, that the Government had signed a draft peace pact with both the ANVC and the ANVC-B. The outcome of the meet was that the Government and the ANVC mutually agreed to strengthen and expand the Garo Hills Autonomous District Council (GHADC) after the militant outfit had scaled down from their earlier demands of formation of a separate Garo state and also constitution of Garoland Autonomous Council (GAC) in line with Bodoland Territorial Council (BTC).

The Garo National Liberation Army (GNLA) on July 17 out rightly rejected the Breakaway faction of Achik National Volunteer Council (ANVC-B) offer of joining them for peace talks, accusing them of collaborating with the Meghalaya Government in ‘eliminating’ their cadres to weaken their outfit. In response to the statement issued by the ‘publicity secretary’ of the ANVC-B, Doang D Shira, inviting his organization to join the ongoing peace process with the Government, GNLA leader, Sohan D Shira reiterated that such a proposal from the rival outfit cannot be entertained since there is a move to try and bring the rebel group to its knees by the State Government in collaboration with the ANVC-B. While it has distanced itself from having any involvement in the ANVC-B’s offer of talks, the Sohan D Shira-led GNLA has said that it was ready to talk with the Central Government. “We will talk to the Centre, not with the ANVC,” announced Sohan D Shira in a communique to The Shillong Times on July 17. He also claimed that arms including AK rifles supplied by Meghalaya Police Deputy Superintendant of Police (DSP) Chako to the ANVC-B were being used in operation to eliminate its cadres.

The Union Ministry of Home Affairs (UMHA) on August 16 sent invitations for tripartite talks to all the groups in Assam seeking separate states, reports Times of India. The move came a day after the groups separately announced fresh and further intensified agitations from August 16 to mount pressure on the Centre to concede to their demands. "The home ministry is yet to fix the dates for the talks that will be held separately with each group," a source said. Earlier, on August 15, Chief Minister Tarun Gogoi announced that the Central government would hold tripartite discussions with agitating ethnic groups in Assam that are demanding separate states, reports The Shillong Times. Gogoi, however, reiterated his call to all the communities in the State to live together in the State like a ‘big joint family’. “It is unfortunate to see the movements turning violent in some parts. I would to like to reiterate that violence is not the answer to the problems,” Gogoi said, adds The Telegraph. Further, several Bodo groups and the All Koch Rajbongshi Students’ Union (AKRSU) on August 16 temporarily suspended their agitation for separate states to be carved out of Assam following a formal assurance of tripartite talks from the Central and State Government, reports The Telegraph. The Bodo groups, however, warned that they would resume their agitation if the government does not hold talks by the end of this month. The Bodo groups included the Peoples’ Joint Action Committee for Bodoland Movement (PJACBM), the ruling Bodoland Peoples Front (BPF), the Bodo National Conference (BNC) and the Pro-Talks faction of National Democratic Front of Bodoland (NDFB-PTF). However, the All Bodo Students Union (ABSU), which has announced a series of agitations from August 20, has not given any statement on whether it will go ahead with its stir. Separately, a 14-member team from the two hill District Autonomous Councils of Karbi Anglong and Dima Hasao will move the UMHA on August 20, seeking immediate talks on their demand for a separate State.

The Central Government on September 3 held the first round of talks with two Koch-Rajbongshi groups separately on their primary demand for a separate state of Kamatapur and suggested that they prioritize their other demand for tribal status above the statehood demand. Both the groups termed this as a positive response from the government. "The talks started on a positive note. We understand that the government cannot give us a separate state immediately. Joint secretary of the Union Home Ministry (MHA) Shambhu Singh told us that we need to first focus on our demand for tribal status and then the other demand for a separate state. He explained that once we have the tribal status, our rights will be protected when the separate state is created in future. We are convinced with the logic," All Koch-Rajbongshi Students Union (AKRSU) ‘president’ Biswajit Ray The first meeting was held with the AKRSU in the morning and the second with the Koch-Rajbongshi Mahasabha in the afternoon at Hotel Ashok in New Delhi. Besides a separate state, the groups also demanded scheduled tribe status for Koch-Rajbongshis in the state and inclusion of their language in the 8th Schedule of the Constitution. “If we do not get our rights through democratic means as we have tried, we will take up arms,” AKRSU ‘president’ Biswajit Ray warned after the meeting with officials adds The Telegraph. “We are not willing to wait for one to three years as the government has told us. We want a speedy settlement,” he added.

He said other ethnic rebel groups were now seeking solution within the ambit of the constitution of Myanmar, which could never be accepted by the NSCN-K. The outfit was not seeking a solution within a federal system but full sovereignty for the Nagas of Myanmar and India, he added. The Hindu reports that the Union Government began a fresh round of negotiations with leaders of the largest Naga insurgent group, National Socialist Council of Nagland-Isak-Muviah (NSCN-IM), on November 21, hoping to hammer out a political settlement to the decades-old conflict ahead of Lok Sabha elections in 2014. Nagaland Chief Secretary R.S. Pandey, the Union government’s interlocutor, met with the top leadership of the NSCN-IM, represented by its chairman Isak Chishi Swu and general secretary Thuingaleng Muivah, the latest in a series of closed-door negotiations that have continued for more than fifteen years. Neither side made statements after the talks, which are expected to continue for several days. The talks, have been shrouded in secrecy, but a senior Government official told The Hindu, centred around a deal which would give Naga communities in both Nagaland and Manipur similar substantial rights across State lines — but without territorial concessions from Manipur on Naga-inhabited areas in the Districts of Tamenlong, Senapati, Ukhrul and Chandel. “In essence,” the official said, “the best-case outcome would be a deal which created a institutional mechanism to give Naga communities across the region full recognition and rights, but without redrawing state boundaries.” “There is no immediate prospect of a breakthrough, but the Government is optimistic,” he added.

on December 9 that while the peace talk with a faction of the United Liberation Front of Asom (ULFA) is likely to see a final settlement soon, it is still uncertain when the vexed Naga issue could be resolved, said Union Home Joint Secretary North East In-charge, Shambhu Singh. Talking exclusively to The Sangai Express, Shambhu Singh said that as of today, nothing is certain on what the outcome of the ongoing peace talks with the Nationalist Socialist Council of Nagaland-isak-Muivah (NSCN-IM) will be. Admitting that the dialogue with Isak-Muivah led faction of the Naga rebel group has not seen any concrete progress, the Joint Secretary said that the outfit has submitted their charter of demands in July 2011 after abandoning the demand for sovereignty, unification of Naga areas and Nagalim. He said that as there is need for involvement and consent of the Governments of Manipur, Assam, Arunachal Pradesh and Nagaland regarding the demands of NSCN-IM, the Centre is yet to give any reply to the Naga rebel group. On the other hand, dialogue with the pro-talk faction of ULFA has witnessed considerable progress and a final settlement may come soon, Shambhu Singh said. Although, the Joint Secretary refused to disclose the demands raised by ULFA, he said that it was related to the protection of the identity of Assamese people. Responding to a query regarding United Naga Council (UNC) demand for an ‘Alternative Arrangement’ (AA) outside Manipur Government pending a final solution to the Indo-Naga issue’, Shambhu Singh opined that the demand is quite hazy and explained that the Government of any State, including Manipur is made up by its people. Although, UNC has urged to upgrade the AA talk to a political level, the Centre has asked the State Government to resolve the matter with the UNC. Regarding the demand for a separate Kuki State, Shambhu Singh said that formation of a new State must be considered after assessing population, resources and area. A village is like a republic and these villages contribute to form India as a republic, he said.
