Uttar Pradesh director general of police, Mahesh Chandra Dwivedi said the entire police system was being modernised to put an effective check on the activities of Pakistan's Inter Services Intelligence (ISI) on the Indo-Nepal border in the State. Speaking to newsmen in Lucknow on April 2, he said that the number os security outposts on the border have been increased and adequate police force and Provincial Armed Constabulary (PAC) have been deployed there. Besides, Homeguard jawans of the local blocks have been especially deployed on the Bahraich-Nepal border. On the activities of organisations like Students Islamic Movement of India (SIMI), he said strict instructions had been given to immediately register a case and arrest the members of any such organisation if they indulged in anti-social activities. A Special Task Force (STF) of Uttar Pradesh police, meanwhile, on April 3, said it busted an international gang dealing in counterfeit currency. One person, believed to be involved in smuggling such currency from Dubai, was arrested in Kaushambi district in this connection and currency worth Rs. 2.16 lakh was recovered from him.

According to official sources, the Uttar Pradesh government is reorganising its Special Task Force (STF) for deploying it at the Indo-Nepal border to check infiltration of agents of Pakistan’s Inter Services Intelligence (ISI). The Uttar Pradesh state Minister for Home, Rang Nath Mishra, while talking to newsmen in Maharajganj, on April 14, said that to check the growing ISI activities at the border, the Uttar Pradesh government has decided to modernise its special task force with sophisticated weapons. He said that to modernise the STF, the Union government had assured to provide the financial assistance of Rs 124 crore in the current financial year to the state. Out of this amount Rs 24 crore had already been released.

On May 14, the Uttar Pradesh government admitted that there was a rise in the activities of Pakistan's Inter Services Intelligence (ISI) in the State and said seven organisations, including the Hizbul Mujahideen (HM), Lashkar-e-Toiba (LeT) and Harkat-ul-Ansar, were primarily responsible for cross-border terrorism along the India-Nepal border. In reply to a question in the State Legislative Assembly, Parliamentary Affairs Minister, Hukum Singh said the modus operandi of these organisations was to create terror either by exploding bombs in crowded places or at military establishments or targeting VIPs. He said, so far, ISI agents had been found directly involved in seven cases in 1999 and 23 cases in 2000. He said the State government had taken adequate measures by increasing the number of police outposts in sensitive areas and had also sought the Union government’s help to fence the 800-km porous India-Nepal border to check terrorist activities.

He said, unlike the Maharashtra government, his government has not written to the Union government recommending a ban on the SIMI. Uttar Pradesh Chief Minister Rajnath Singh said in the State Assembly on May 21 that the government had taken several steps to counter the growing activities of Pakistan's Inter Services Intelligence (ISI) in 22 districts in the State. During question hour, he said, besides setting up a special police force for the UP-Nepal border, two border police zones in Gonda and Pilibhit borders were established in 1997 and 47 police outposts were set up to check anti-National activities on the border. The Uttar Pradesh State police chief, while addressing a press conference in Meerut on June 20, said that four battalions of the Special Services Bureau (SSB) have been deployed to guard the 560-km long Indo-Nepal border in Uttar Pradesh. Giving details of the steps taken by the police for ensuring an effective check on the activities of anti-national elements in these areas, he said 42 posts are in existence along the border. Each is manned by a sub-inspector, two head constables and one-and-a-half sections of the Provincial Armed Constabulary (PAC). He admitted that the Inter Services Intelligence (ISI) of Pakistan has been running anti-India activities from Kathmandu, which has been revealed with the arrest of many criminals in the State.

In a countrywide joint operation by Central and several State police forces on July 30-31, 23 terrorists have been arrested. The terrorists were arrested from Delhi, Hyderabad in Andhra Pradesh, Jalgaon in Maharashtra and Kanpur in Uttar Pradesh. Union Home Secretary Kamal Pande, told newsmen in Delhi on July 31, that the arrested belonged to the Hizbul Mujahideen (HM) and the Students for Islamic Movement in India (SIMI). He added that they were responsible for numerous terrorist activities spread over past several months which included planning the killing of political personalities, planting of explosive devises at high security zone in Delhi, firing a granade at Border Security Force (BSF) headquarters, explosions in Gomti Express and Sabarmati express last year and planning to carry out explosions in Hyderabad and Delhi and planning a suicide attack on the Sena Bhavan in New Delhi. The Union Home Secretary went on to say that the arrests " exposed the strategy of Hizbul Mujahideen to fan out in the hinterland and enlist support of fundamentalis cadres like those of the SIMI". He said that investigations were still on and some more arrests were likely to follow.

Security measures have been tightened in these districts. He said police have also started identifying small pockets of ISI activities within a town. The police were also watching the activities of religious fundamentalist organisations like the Students Islamic Movement of India (SIMI) and Deendar Anjuman and a special squad of outstanding police officials has been put on the job, the official said. This was an act of cowardice, Badra said, and added that Musharraf had succumbed to US pressure. He said it would not be proper to hold bin Laden responsible for the terrorist attacks in the US without a thorough inquiry. She also alleged that the POTO was introduced by the ruling Bharatiya Janata Party (BJP) to cover up its failures. She added that "the country did not required POTO to fight terrorism. What it need was a government with a strong will to deal with terrorism". Reiterating the opposition to POTO, a senior Congress functionary, Ambika Soni, said in Hoshiarpur, Punjab, that the party rejected any form of the POTO. Ambika Soni, General-secretary of the All India Congress Committee while speaking to journalists on December 1 added that POTO was not acceptable in any form and that no changes in it would satisfy the Congress as it was totally undemocratic and against the very principles of the Constitution.
