The West Bengal Chief Minister, Buddhadeb Bhattacherjee, on February 8, replying to a written question from an MLA, admitted that the activities of Pakistan’s Inter Services Intelligence (ISI) in the State have risen significantly in recent times. He also added that some ISI activities had been engineered through Bangladeshi nationals. Earlier, a Union home ministry report had expressed concern at growing ISI activities along the Indo-Nepal border. Aware of the threat, the State government has decided to set up a special police force to guard the border.

The Chief Secretary of West Bengal said, on February 13, police investigations revealed Pakistan’s Inter Services Intelligence (ISI) hand in the February 10-attempt on the life of Gorkha National Liberation Front (GNLF) chief Subhash Ghising. One of the assailants killed in the shootout was identified as R.B. Singh, an activist of the ISI-backed National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), which is believed to have some understanding with rival Gorkhaland Liberation Organisation (GLO) leader, ChhatraSubha in a joint effort against the GNLF.

The Gorkha National Liberation Front (GNLF) member in the West Bengal Legislative Assembly, Shanta Chhetri, on February 20, said her party was of the view that a section of the administration could be involved in the attack on Darjeeling Gorkha Hill Council (DGHC) chairman Subhas Ghising on February 10. She demanded a Central Bureau of Investigation (CBI) inquiry into the incident. She also reiterated Ghising's demand for a separate combat force for Darjeeling hill areas and said the district's police department should be brought under the Darjeeling Gorkha Hill Council.

He said, "SIMI has no faith in any Indian political party, as all of them are out to restrict religious freedom provided in the constitution." Speaking in the West Bengal State Legislative Assembly on July 19, Chief Minister (CM) Buddhadev Bhattacharjee said North Bengal and the Indo-Bangladesh border are two major areas of concern for his government. He said the Kamtapuri Liberation Organisation (KLO) was receiving arms training from the United Liberation Front of Asom (ULFA), and if they joined with the Maoists in Nepal, it could become a deadly situation. He went on to say that the porous borders with Nepal and Bangladesh were being used by Pakistan’s Inter Services Intelligence (ISI), which has been trying to destabilise the peaceful environment through activities such as supporting separatist and anti-national forces, circulating fake currency and resorting to subversive activities. Other problem areas included, the CM said, the activities of the Naxalite groups –– the People's War Group (PWG) and the Maoist Communist Centre(MCC) –– in Midnapore, Bankura and Purulia.

West Bengal Chief Minister Buddhadev Bhattacharjee, speaking to the media in Kolkata, on September 24, said 17 persons having links with Pakistan’s Inter Services Intelligence (ISI) were arrested from various parts of the State. He said some persons were arrested in Burdwan district, on September 3, and explosives, narcotics and some documents were seized from them. "The documents indicated that the arrested persons had links with ISI operatives in Dhaka and were planning to carry out subversive activities in the state," he said. The Chief Minister said the interrogation of the arrested persons yielded some leads, following which some more were arrested from Murshidabad, Barasat in North 24-Parganas district and Chandipur in Midnapore district.

"The CISF has undergone special training for airport aviation security. I urge CISF officials and jawans to keep in mind that they their job will be to ensure safety for the passengers and installations," the Hussein said. Also speaking on the occasion, Commissioner for civil aviation security Veeranna Aivalli said the September 11 incidents drastically altered the parameters of aviation security forever. The Border Security Force (BSF), on November 30, expressed concern at the increase in fundamentalist activities across the Indo-Bangla border by some Pakistan-based terrorist outfits, including the Lashkar-e-Toiba (LeT). Speaking on the BSF raising day in Kolkata, a senior BSF official said, "The fundamentalist activities across the Indo-Bangla border have increased and that could cause a fallout". He said the situation had become more acute with the exodus of a large number of minority Hindu community from Bangladesh following attacks by fundamentalist groups after the Bangladesh National Party (BNP) led government took over. He said that to contain the situation, the BSF had stepped up vigil on Indo-Bangladesh border through border fencing, improved border roads and acquiring modern gadgets for personnel. He added that the BSF had also provided several definite clues regarding the operation of Pakistan’s Inter Services Intelligence (ISI) to the West Bengal government which arrested a number of ISI agents from the districts of Burdwan and Murshidabad.

West Bengal Chief Minister Buddhadev Bhattacharjee, speaking on a resolution in State Legislative Assembly condemning the terrorist attack on Parliament, said that Pakistan’s Inter Services Intelligence (ISI) was behind all subversive activities in the State. He said the ISI was sponsoring camps in Bhutan and Bangladesh for the terrorists of the Kamtapur Liberation Organisation (KLO) and the United Liberation Front of Asom (ULFA) and assisting them in their subversive activities in North Bengal. The Chief Minister added that the ISI was behind the recent incidents of abduction in the State and funding its operations from ransom and the narcotics trade. Pointing out that the left-wing extremists, Naxalites of the People’s War Group (PWG) and the Maoist Communist Centre (MCC) had become active in Midnapore and Bankura, Bhattacharjee said this phenomenon was not isolated and was part of an international conspiracy to destablise India from within.

He said, "The Army intelligence along with other State and Central government agencies are keeping a strict vigil over the situation and we are ready to extend all help to authorities whenever required". The Army commander said, while North Bengal and Sikkim were strategically important to the Army, the border area was turning out to be a cause of particular concern because of Maoist activities and reports of ISI bases in Nepal.
