West Bengal on January 8, was put on special alert following the arrest of some Pakistani Inter Services Intelligence (ISI) agents from Siliguri and its vicinity. Chief Minister Buddhadev Dasgupta, while speaking to the media in Kolkata, said, "These ISI arrests from Siliguri and its surrounding areas in the last two days had provided a lot of vital information about their spying network in North Bengal". These were important developments and fresh arrests followed in the region to bust the network, he said. Police sources said under the special alert in North Bengal, police posting had been made in vulnerable areas and more forces deployed in West Bengal’s border with neighbouring countries. Police has also been directed to step up extra vigil and keep watch on vital installations prior to the Republic day celebrations.

US President George W Bush has condemned the January 22 terrorist attack on the American Centre in Kolkata and said that all countries must "work together to fight off terrorists" to ensure people's safety. Bush indicated to press personnel during a trip to West Virginia that he was not sure if the attack - in which no Americans were killed or injured - was targeted at the US or provoked by a grievance against local police. "We're gathering more information about it, to find out exactly what the facts are. Terror is terror, however -- it doesn't matter whether it's an attack on US or an attack on other people. You have got to work together to fight off terrorists," he said.

According to media reports, officials of the US Federal Bureau of Investigation (FBI) met top officials of the West Bengal administration on January 23 to discuss the progress in the investigations in to the January 22 terrorist attack on the American Centre in Kolkata. American Consul-General Christopher Sandrolini and his team, including the FBI and embassy officials from New Delhi, discussed the investigation with Chief Secretary Sourin Roy and Home Secretary Amitkiran Deb. ‘‘The embassy as well as the FBI officers are examining the video footage of the close circuit cameras that were installed on the top of the USIS building. Bangladesh deputy high commissioner Mohammad Touhid Hossain after meeting the West Bengal home secretary in Kolkata on January 28 said that Bangladesh had never allowed its soil for carrying out terrorist activities and it had not harboured any terrorist outfits nor given support to any such organisation. He said that the purpose of his meeting with the State Home Secretary was to seek clarification on some reports appearing in local media about the alleged involvement of five arrested Bangladeshi citizens in the shoot-out at the American Centre on January 22. He reportedly told Home Secretary that if any Bangladeshi was arrested for the American Centre incident, they should be handed over to Bangladesh for thorough investigation and appropriate action against the offender.

West Bengal Chief Minister Buddhadeb Bhattacharyya on February 1 accused the Border Security Force (BSF) of being partially responsible for the unabated infiltration from across the border -from Bangladesh - into the eastern and north-eastern regions, posing a grave threat to the security and peace in the area. Speaking to media personnel at Guwahati on February 1, he said that there has been an increase in the terrorist activities in the eastern frontier. He however disagreed that the Bangladesh Government and the Royal Bhutan Government were solely responsible for terrorists in north-east operating from these countries. He also urged for diplomatic initiatives to be taken up by the Indian Government with its neighbours to check the terrorist activities on both sides of the border. He also favoured the repeal of the controversial Illegal Migrants’-Determination by Tribunal Act (IM-DT).

According to media reports, the Border Security Force (BSF) is planning to introduce on the Indo-Bangladesh border in south Bengal an ‘anti-intrusion’ device that is used in the US to check infiltration of people from Mexico. Speaking to the media in Kolkata on February 8, a senior BSF official said representatives of a US consultancy firm would be taken to the border area later in February 2002, where they would give a demonstration of the device. He said the device would set off an alarm if an attempt was made to make an illegal crossing by cutting the barbed wire fencing along the border. He added that after the growing activities of Pakistan’s Inter Services Intelligence (ISI) and Islamist extremist groups along the Indo-Bangladesh border, the BSF was now changing its orientation from an "anti-smuggling" force to an "anti- infiltration" force. He added that the ISI was taking advantage of infiltration through the border to send in their activists and the activities of the fundamentalist Jamaat-e-Islami (JeI) on the border had increased.

During the recently concluded meeting of the Directors General of Police of all the seven north-eastern states held in Gangtok from March 7-8, the West Bengal police who attended the meeting for the first time agreed to share intelligence with the Northeast States’ police and assured to extend full support in their fight against the terrorists. Meghalaya DGP L Sailo, speaking to the media, expressed serious concern at the presence of terrorist camps within Bangladesh and assured that, with the assistance of West Bengal police, the movement of terrorists, especially that of the United Liberation Front of Asom (ULFA) from Bhutan to Garo Hills through the North Bengal corridor, can be effectively controlled. Co-ordination among the police force and intelligence gathering figured high on the agenda at the meeting.
