In a separate incident, unidentified terrorists killed a civilian in Shalimar, near Srinagar. Meanwhile, unidentified terrorists fired rockets at the Rajouri residence of a former State Minister and leader of the ruling National Conference (NC), Talib Hussain. Hussain was not present at his residence at the time of the attack. This was the second attack on his residence. Earlier, on December 24, 2001, unidentified terrorists snatched eight rifles from SF personnel guarding the leader’s residence.

In two massacres by unidentified terrorists in Doda district on the night of January 6, seven people were killed. In the first massacre, unidentified terrorists first lobbed grenades into the residence of a Village Defence Committee (VDC) member at Luddu. As the residents rushed out in panic, the terrorists opened fire killing three family members. Consequently, other VDC members engaged the terrorists until security force (SF) reinforcements reached. A civilian was killed and four people, including a Special Police Officer (SPO), were injured in the encounter. The terrorists managed to escape without suffering any casualties. In the nearby Ramsu village, another group of unidentified terrorists attacked the residence of a VDC member. Three brothers, two of who were VDC members, were killed and 12 others injured in the attack. The terrorists also took away the weapons of the slain VDC members and burnt down five residences before escaping. Quoting eyewitness accounts news reports said the terrorists were suspected to be Kashmiris and members of either the Jaish-e-Mohammed (JeM) or the Lashkar-e-Toiba (LeT).

A security force (SF) personnel and a civilian were killed, while four SF personnel were injured, in an encounter in Baramulla town which began on March 4 and carried on into the next day. The structure inside which the terrorists were fortified was destroyed during the encounter and the body of a foreign mercenary was recovered. The bodies of more terrorists are expected to be recovered after the debris is searched completely. While some sources claimed that there were two terrorists inside the structure, other reports said there were four Hizb-ul-Mujahideen (HM) terrorists, including a ‘battalion commander’ of the outfit.

Seven persons, including three children and two women were killed in an attack by a group of approximately 20 Hizbul Mujahideen (HM) terrorists at Dandli Dansal, about 22 kms from Arnas in Mahore tehsil of Udhampur on April 8. Six others were also injured in the incident. The terrorists reportedly first set 21 houses on fire after the Village Defence Committee (VDC) members resisted the terrorists’ massacre attempt for eight hours. The killings occurred after the VDC members ran short of ammunition and the terrorist realising this, lobbed grenades and opened fire simultaneously on the houses of the victims. Media reports also said some former VDC members were also involved in the attack, who had quit the Committee earlier to join the terrorists’ outfit. The security force personnel had already reached the site on information and engaged the terrorists in encounter, which was still going on when the report last came in. However, there are no reports of any casualties, thus far. The Chief Minister Dr Farooq Abdullah has strongly condemned the Dandli massacre.

In retaliatory firing by SFs, one of the terrorists named Zakir, a resident of Gandoh was killed. His associate, however, managed to escape. Polling in the Town Hall station remained suspended for 40 minutes, Presiding Officer Mohammed Amin Mir was quoted as saying. Official sources also said that both the terrorists had planned to enter the polling station and kill polling staff, electorate and SF. J&K Governor Girish Chandra Saxena administered the oath of office and secrecy and eight other Ministers of his cabinet. The swearing in ceremony was held at Sher-i-Kashmir International Convention Complex (SKICC), Srinagar. Mangat Ram Sharma from the Jammu region has been appointed Deputy Chief Minister. A few hours ahead of the swearing-in, a grenade attack was launched on Sayyed’s Nowgam residence, on the outskirts of the State capital Srinagar. Two grenades were fired from a rocket launcher at the house, injuring a security force officer and causing some damage to the house. Sayyed was present in the house at the time of the attack. A hitherto unknown terrorist outfit Al Nasreen claimed responsibility for the attack.

At least 13 persons were killed and 45 others injured when two Lashkar-e-Toiba (LeT) fidayeen (suicide squads) simultaneously attacked and subsequently forced their entry into two shrines - Raghunath and Panjbakhtar temples - in Jammu City on November 24. The two fidayeen, who stormed the Raghunath temple were killed by security forces (SFs) after a three-hour operation while their associate who had stormed the Panjbakhtar temple, also known as Shivalaya and Paison Wala Mandir, was killed on November 25, today. Among those killed were two SF personnel, a woman and a child, while the injured included some devotees. Police and local residents of the Raghunath temple area rescued at least 75 devotees, including women and children, while several others fled to safety on their own, after the attack. This is the second attack on the Raghunath temple in less than eight months. Earlier, on March 30, two fidayeen had killed seven persons, including three SF personnel. Director General of Police (DGP) A K Suri said the LeT was responsible for the attack. He said a telephone call was received at his residence on November 24-night in which a Pakistani LeT terrorist said, "We have done it and now it’s your turn". Preliminary information gathered by SFs indicated that the terrorists appeared on Residency road and one of them lobbed two grenades outside a shop and later forced his entry inside the Panjbakhtar temple, where he commenced indiscriminate firing. Even as the grenade explosions and firing attracted the SF’s attention, another fidayeen stormed into the Raghunath temple. After intruding inside the Raghunath temple, the terrorist first lobbed four grenades and then commenced indiscriminate firing with an AK rifle.

Minutes after the attack, an unidentified caller, who described himself as an Al Badr spokesperson, told a local news agency over telephone that the rocket attack had been carried out by members of his group.
