A civilian was killed and two others were injured in the firing over the protesters by the Central Industrial Security Force (CISF) personnel, who were guarding NHPC installation at Boniyar in Baramulla District, reports Daily Excelsior. The dead has been identified as 25 year old Altaf Ahmad Sood of Berneth, and injured as 70-year-old Abdul Majid Khan and 25-year-old Parvaiz Ahmad Khan of Bimyar village. Replying to question on reasons behind the people's protest, Principal Secretary Home, B R Sharma said the preliminary reports have revealed that the people wanted power supply to the area directly from the NHPC manned power station. He added, "As the people were protesting against the NHPC, it was appropriate for the NHPC authorities to seek assistance of local law and order machinery rather than dealing with the situation on their own.'' He further said that the CISF was not a part of the Counter Insurgency (CI) Grid operating in the State as they have been deployed by the NHPC exclusively for the security of their installations across the State. He also said that all paramilitary forces and State Police have once again been reminded of the SOP devised by the Home Department in consultations with the Union Home Ministry and asked to strictly adhere to it to avoid civilian casualties during the protests. The SOP was devised after 2010 summer unrest in Kashmir. Under the SOP, the protests would be quelled by ensuring that there were no or minimum injuries. The SOP was put in place in early 2011.

Security Forces (SFs) on January 19 shot dead Lashkar-e-Toiba (LeT) ‘commander’, Abrar Khan alias Abu Mavia alias Abu Wasim alias Mistry, hailing from Pakistan, in an encounter at Khaneti Mohalla in Salwa area of Mendhar in Poonch District, reports Daily Excelsior. Police sources said an operation was launched in Salwa area on specific information about the presence of Mistry in the forests. A contact with the militant was established at about 6am. His dead body was recovered later in the afternoon. Recoveries made from his possession included one AK-47 rifle with four magazines, one Under Barrel Grenade Launcher (UBGL), four UBGL shells, 107 AK rounds and one pouch. Mistry, an 'A’ category militants, was operating in twin border Districts of Rajouri and Poonch for past quite some time and had developed good network in Mendhar and adjoining areas.

A Pakistani intruder was shot dead by the troops along Indo-Pakistan international border in Pargwal island of Akhnoor Sector of Jammu on January 26, reports Daily Excelsior. "The troops of 86th battalion BSF [Border Security Force] this morning observed some suspicious movement near the forward post of Chak Mallar in Pargwal Sector. The troops asked him to stop when he sneaked into the Indian Territory. The intruder did not respond to the warnings and tried to escape following which the BSF men opened fire,’’ an official said. The intruder was later shot dead. No incriminating material or any other object was recovered from him, he added.

Two Policemen were shot dead in twin attacks at busy market places in two towns of Pulwama (Pulwama District) and Yaripora (Kulgam District) in the afternoon of July 3, reports Daily Excelsior. Militants fired at and killed Constable, Dalbir Singh, who was regulating traffic in Pulwama Chowk. In another incident, militants opened indiscriminate fire on Constable Mukhtar Ahmad Bhat at Yaripora market. Eyewitnesses said that the militants were travelling in a car and fired at the constable indiscriminately. Militants also snatched his service AK-Rifle. A civilian, Samir Ahmad Tak, suffered minor injuries in the attack.

A 21-year old youth, identified as Hilal Ahmad Dar, son of Ghulam Mohammad Dar of Aloosa in Bandipora, was killed in Army firing in the night of July 24 in Bandipora District resulting in protests in which around 20 persons were injured, reports Daily Excelsior. Defence spokesman said that on information regarding movement of two to three militants in the Aloosa area of Halmatpura, surveillance cum ambush was launched in Ashtiung Nar. The spokesman said that the ambush party noticed suspicious movement in the area. "On being challenged, the ambush party of 27 Rashtriya Rifles was fired upon. A brief fire fight ensued. Later during the search of the area, one body and AK-47 along with ammunition were recovered. The body and the recovered arms and ammunition have been handed over to the Police", the spokesman added. Large number of people gathered in the village Gurdal and held a protest demonstration in the morning of July 25. They later marched towards the Bandipora town and reached upto Manzgam. Security Forces on August 6 shot dead two Hizb-ul-Mujahideen (HM) militants and arrested another alive in a three hours long encounter at Leddri forests in Dachchan area of Kishtwar District, reports Daily Excelsior. The slain militants were identified as Aamir Ali Kamaal alias Aamir alias Akram and Mohammad Shaffi Hajam code Saqib. The arrested has been identified as Sajjad Ahmed alias Rezwan. Two AK-47 rifles, three magazines, 15 rounds, one Chinese pistol and one magazine were recovered from the site of encounter. The Inspector General of Police (IGP, Jammu) Dilbagh Singh said with the killing of two militants and arrest of another, 27 militants were left in Jammu region. Of the three, only Aamir was an accused in September 7, 2011, blast at Delhi High Court. Aamir, a prime accused, carried a reward of INR 2 million on his head — 1 million each from the National Investigating Agency (NIA), which has been investigating Delhi High Court blast, and from the State Government. Aamir was the first accused of the blast who has been killed, while three others, Amir Abbas Dev, Wasim Akram Malik (Junaid's brother) and a minor, had been arrested earlier in Kishtwar and handed over to the NIA. Four accused were still at large, including Junaid Akram Malik and Shakir Hussain alias Chota Hafiz of Kishtwar, Abu Saifullah and Abu Billal, both Pakistanis. Aamir had helped the two Pakistanis execute the blast. Sources said three HM militants, operating in Kishtwar, who were wanted to NIA in Delhi High Court blast included Aamir Ali Kamaal (killed on August 6), Junaid and Chotta Haafiz. All three carried a reward of INR 2 million each on their head. The NIA had announced a reward of INR 1 million on each of the three militants. The State Government had also announced an equal amount making it INR 6 million for three NIA wanted militants. NIA has already charged Amir Abbas Dev, Wasim Akram Malik (Junaid's brother) and a minor for their alleged role in the bomb blast, while Kamal Hafiz, Junaid Malik and two Pakistani planters, whose real identity is unknown, have been mentioned as absconding accused in its chargesheet, adds The Times of India.

Security Forces (SFs) on November 24 shot dead a ‘divisional commander’ of Jaish-e-Mohammad (JeM) in Rafiabad area of Sopore in Baramulla District, reports Daily Excelsior. A joint operation was launched by Special Operations Group (SOG) of Jammu and Kashmir Police and Army’s Rashtriya Rifles (RR) after receiving a tip-off about the presence of Yasir Tunda at a hideout. Terming it a major achievement, the Police said that Yasir Tunda, a Pakistani national, was operating under the code names of Showkat, Shoaib and Shehzeb in Handwara area of Kupwara District and Rafiabad-Sopore areas of Baramulla District. Tunda had infiltrated into Kashmir valley in 2002. He became ‘divisional commander’ of the outfit in 2007 and was injured in an encounter in 2008. Tunda, according to Police, was involved in number of attacks on SFs and civilians including the killing of Peoples Democratic Party (PDP) leader Ghulam Mohammad Mir at Ladoora (Baramulla District) in 2008 and National Conference’s (NC) activist Ghulam Mohiuddin at village Chatloora (Baramulla District) in 2010. The Security Forces (SFs) shot dead six militants belonging to Lashkar-e-Toiba (LeT) outfit in village Saidapora of Sopore locality in Baramulla District on December 18, reports Daily Excelsior. The group, which consist one local militant, identified as Athar Naveed Dar, a resident of Bismilla Colony, Model town, Sopore, was being tracked by the SFs for more than a week now. The rest of the militants, reportedly, are of foreign origin. Superintendent of Police (SP) Sopore, Imtiaz Hussain said that Dar was involved in an attack on an Army patrol in South Kashmir township of Pampore (Pulwama District) in July this year. The operation is still going on and SFs believe that there is at least one more militant trapped inside the village. Two houses, in which the militants took shelter, and a cattle-shed were damaged in the encounter so far. It is worth mentioning here that this is the same area where SFs shot dead a ‘divisional commander’ of LeT and two other militants on December 13.
