According to media reports, security forces and the Special Operations Group (SOG) of the Jammu and Kashmir Police killed at least 11 terrorists in five different operations on January 4. Reports indicated that the SFs have launched a co-ordinated campaign ahead of the Republic Day celebrations on January 26 to deny any opportunity of strike to terrorists in the Kashmir valley. Security forces and intelligence agencies, according to official sources, have been receiving continued inputs that terrorist groups could strike on January 25th and 26th in a major way.

Reports from north Kashmir indicated that, on specific information, security forces (SFs) launched a cordon-and-search operation at Wagoora in the Pattan locality, Baramulla district, on January 8. During the operation, even as the terrorists took shelter in the house of a civilian, three of them were killed. While some reports said the slain terrorists were Pakistani cadres of the Lashkar-e-Toiba (LeT) group, an unnamed official claimed they were affiliated to the Hizb-ul-Mujahideen (HM). Three AK-56 rifles and an unspecified quantity of assorted ammunition were recovered from the encounter-site.

However, the terrorists opened unprovoked indiscriminate firing on the SFs. Seven terrorists were killed in the ensuing prolonged encounter. There were no casualties on the SFs side. Two more terrorists were hiding in a nearby forest area near Ghani village and a search was on for them when reports last came in. Official sources said SF personnel launched a cordon and search operation at Hill Kaka village, Surankote, after securing information that a large group of terrorists was holding a joint meeting to devise future strategy in the area. These sources added that, the terrorists, including some ‘commanders’ of the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), were engaged in "crucial parleys" in the hills of Hill Kaka to intensify activities in the Pir Panjal range. Unconfirmed reports citing official sources have indicated that both the terrorists, who had launched a suicide attack on the previous day and later took shelter in the installation premises, were killed during the encounter. Seven SF personnel, including a Colonel, a Lieutenant Colonel and a Major, are reported to have sustained injuries during the operation. One personnel of the telecom installation is also reported to have died in the exchange of fire. Six civilians and seven SF personnel were rescued from the area before the operations. Meanwhile, George Santosh Marshal, General Manager of Bharat Sanchar Nigam Limited (BSNL), the company operating the installation, said that "We have suffered enormous loss. According to official sources, two unidentified terrorists were killed during an encounter with the security forces (SFs) at village Thanole in the Udhampur district on December 24. One SF personnel was injured in the gun-battle. However, at least two more terrorists of the group managed to escape from the incident site. Two AK rifles, their ammunition and a radio set were recovered from the slain terrorists. Separately, one Lashkar-e-Toiba (LeT) cadre was killed in an encounter that ensued after SF personnel raided a terrorist hideout in the Kokernag area of Anantnag district on the same day.

On December 31, in an encounter at Chhan Mohalla of Chewdara village near Beerwah, security forces (SFs) killed Hizb-ul-Mujahideen (HM) ‘commander’ Inayatullah Khan alias Bilal-e-Habshi hailing from Gujranwalla in Pakistan. During the encounter one of his associates ran away and disappeared in the densely populated Chewdara village. One AK-56 rifle, one pistol and a tape-recorder were recovered from the possession of the slain terrorist. Later on, SFs conducted a search operation in the village but failed to apprehend Habshi’s associate. Habshi was reportedly wanted in 18 First Information Reports (FIRs) at different Police Stations in the Budgam district as he was believed to be responsible for over 50 civilian killings in addition to at least 30 attacks on security forces.
