In a joint operation, the Jammu and Kashmir Police and Army have killed three militants of the Jaish-e-Mohammed (JeM) outfit in Kupwara district on February 21. Deputy Inspector General of Police (North Kashmir), B. Srinivas, informed Daily Excelsior that Police had received specific information regarding the presence of a seven-member group of JeM militants in the dense forest area of Batnar Kooligam in the snowbound Lolab valley. In the encounter that ensued after a cordon-and-search operation, three militants were killed while four others, including two injured militants, managed to escape. Srinivas said that identity of the slain militants was being ascertained with the help of informants and residents of Khurhama area, though some of them insisted that the Jaish ‘commander’ Pasha was among those killed.

On February 29, security forces (SFs) killed four militants of the Hizb-ul-Mujahideen (HM) in an encounter at Saidpora in the Shopian district. Sources told Daily Excelsior that SFs launched a cordon-and-search operation in an open orchard area at Saidpora over specific information that four HM militants were hiding at the house of one Mohammad Shaban Sheikh. In the ensuing encounter, the militants, identified as Sayyar Ahmed Thokar and Riyaz Ahmed Thokar alias Abu Jihad, Sayyar Ahmed Bhat and Mohammad Iqbal, were killed. Additional Superintendent of Police, Abdul Qayoom, said that three AK-47 rifles and a Sniper rifle were recovered from their possession.

The police are reported to have unearthed a Hawala racket supplying money to the Lashkar-e-Toiba (LeT) operatives in the Kandi and Buddal areas of Rajouri district on March 7. According to Daily Excelsior, the Police conducted series of raids in the Kandi area and arrested Zulfikar, brother of a slain Hizb-ul-Mujahideen (HM) militant Abdul Qayoom, who died in July 2007, and Muhammad Qadir of Larkuti, while they were purchasing shoes and other food items for militants operating in the area. “The police team also recovered Rs 1.5 lakh of hawala money from the possession of the arrested persons. The money was to be handed over to LeT commander Saqib (operating in Kandi and Buddal areas)”, sources said.

A Lashkar-e-Toiba (LeT) militant was arrested along with electronic gadgets, including a laptop, the police said on March 15, reports The Hindu. The police raided the house of Shabir Ahmed alias Pappu in the Sabra village on March 14-night and recovered a laptop and pen drive from his possession, they said. The laptop recovered from Pappu originally belonged to slain LeT ‘divisional commander’ Abu Umar, the police said, adding Umar was involved in the killing of Deputy Superintendent of Police Shelly Singh. During interrogation, Pappu has revealed that the laptop was given to him by LeT ‘divisional commander’ Abu Kasha, the sources said. The police suspect that important information about the militant outfit could be stored in the laptop.

On sighting the Police, a heavily armed militant reportedly lobbed a hand grenade and opened bursts of AK-47 gunfire, injuring Constable Abdul Majeed. In the subsequent encounter, Police shot dead the militant and arrested the Pharmacist. The Superintendent of Police (Sopore), Imtiyaz Hussain Mir, confirmed that the slain Pakistani militant was HuM chief Sajjad Afghani. With the security forces killing eight more militants in the Machhil sector of Kupwara district on August 23, the death toll of the militants in the two-day long operation in the area has risen to 13, Daily Excelsior reported. A Defence spokesman said that during the search and cordon operation in the forest areas of Machhil, the troops were fired upon by some militants in the early hours of August 23. The troops retaliated and in the ensuing encounter, eight militants were killed. As reported earlier, the troops killed five militants in the Machhil sector while four Army personnel, including Commanding Officer Colonel J. J. Joseph, also died in the gun-battle on August 22. This was the first major encounter with militants in the hinterland, the spokesman said, adding reports have suggested a steep increase in infiltration attempts by militants and Line of Control (LoC) violations by the Pakistan troops. Colonel Joseph, Commanding Officer of the 45 Rashtriya Rifles, is the highest ranking Army official to have been killed in counter-insurgency operations in the last one year, the spokesman said.

A self-styled ‘district commander’ of the Hizb-ul-Mujahideen (HM) outfit, identified as Abdul Rashid alias ‘Majid’, was killed in an encounter with the security forces (SFs) at Nayan-Batpora village in the Pulwama district on October 29-afternoon, reports Daily Excelsior. According to the sources, “The encounter broke out at around 7 am when a police party assisted by troops of Rashtriya Rifles (RR) raided a house adjacent to a school in the village following specific information about presence of the top HM militant there. The security forces asked the hiding militant to surrender but he opened fire and in the ensuing encounter, the self-styled district commander was killed.”

Official sources said that troops of Rashtriya Rifles and Bandipora Police launched a cordon-and-search operation immediately after receiving specific information regarding the presence of a heavily armed group of Pakistani militants at Gujjar Patti Shogbaba Sahib. During the search operation, an encounter occurred between the holed up militants and SFs that lasted for 15 hours. Sources said that five militants were killed when troops destroyed their hideouts in two residential houses of Lateef Khan and Bashir Khan besides two cowsheds. According to Police, all the five were Pakistani cadres of the LeT. They added that five AK-47 rifles, 13 magazines, cellular phones and a GPS set were recovered from the possession of slain militants. In another incident, troops of the Rashtriya Rifles and Awantipore Police targeted a militant hideout at Punzgam in the Pulwama district and shot dead two LeT militants who were hiding at a house in the neighbourhood. Officials identified one of the duo as Rayees Ahmed Wagay of Punzgam and said his associate was a Pakistani national.

Two top Hizb-ul-Mujahideen (HM) militants, including ‘commander’ Rayees Kachroo who had escaped from Police custody at Pulwama District court in November 2008, were killed in an encounter with Security Forces (SFs) in Shopian District on December 17, Daily Excelsior reported. Kachroo and another militant, Abdul Rashid Ganaie alias Ishfaq, were killed in a joint operation by Police and Army at Mailura village in Zainapora area, a Police spokesman said. He said acting on specific information, Police and Rashtriya Rifles personnel cordoned off village Mailura and started conducting searches. During search operations, the militants opened indiscriminate fire on the SF personnel and in the ensuing encounter, the duo was shot dead. Kachroo, an IED expert, was arrested in 2007 along with a huge cache of arms and ammunition. Police sources said Kachroo was involved in more than 40 killings.

Two more top Lashkar-e-Toiba (LeT) militants, including a ‘tehsil commander’, were killed by the Security Forces (SFs) in an encounter at village Kairni in the Bharat area of Doda District on the morning of December 19, Daily Excelsior reported. With this, the death toll in two operations during the last two days has increased to five, including four LeT commanders and an Army soldier. A Special Police Officer, Rakesh Kumar, was wounded in the operation on December 19. Senior Superintendent of Police (Doda), Prabhat Singh, said SFs, who had launched a search operation at Kairni on December 18 and shot dead a ‘deputy divisional commander’ of the LeT, Mohammed Iqbal Malik alias Abu Umair, resumed the search the next morning. The militants, who had slipped into Kairni forests, were pursued in the morning and finally engaged in a gun-battle by a joint team of police, Rashtriya Rifles and Central Reserve Police Force. In the over two hour long encounter, the two remaining militants were killed, Prabhat Singh said. The duo was identified as Mohammed Ashraf, a ‘tehsil commander’, and Nawaz Ahmed Mir alias Abu Murshid. A trooper of Territorial Army was also killed in one of the incidents. Senior Superintendent of Police (Doda), Prabhat Singh, said a Police team cordoned off village Amritgarh under the jurisdiction of Krara police post after receiving information that Saifullah Qari along with his two bodyguards had sneaked into the area. In the ensuing encounter that lasted for more than two hours, Saifullah Qari, an ‘assistant divisional commander’, was killed. However, two bodyguards of Qari, who was involved in a series of subversive activities across Doda and Kishtwar Districts during last several years, managed to escape during the encounter. One AK-47 rifle, three magazines, two diaries, one mobile telephone and a radio set were recovered from the incident site.

A large quantity of arms and ammunition was recovered from their possession at Neel Top in Banihal. They were identified as Bashir Ahmed Lohar alias Bilal alias Rafiq and Ashiq Hussain alias Shameem. Both militants were planning to carry out a terror strike in Udhampur town, said the Deputy Inspector General of Udhampur Range Alok Puri, adding that the terror plot was foiled. He said Bashir Ahmed was an ‘area commander’ of the HM outfit and was trained in Pakistan and Afghanistan from 1991 to 1993. He was an improvised explosive device (IED) expert. His brother, Ghulam Hassan, was also a Pakistan trained militant and was later killed by Security Forces. Ashiq Hussain, a local militant, was reportedly a close associate of Bashir Lohar.
