Indian officials are meeting UK Foreign Office representatives and MI5 officials in New Delhi, on January 22, to discuss the matter and demand that Britain should take stringent action to prevent recruitment and fundraising. In Britain, most of the brainwashing and subsequent recruitment and collection of funds is done in mosques, bookshops selling Islamic literature and community gatherings.

News reports on February 12 citing "informed sources" said that terrorist outfits operating in the State were using the ongoing unilateral cease-fire being observed by security forces in the State for regrouping and consolidating their strength and preparing for a fresh onslaught. The reports added that outfits controlled by Pakistan’s Inter-Services Intelligence (ISI) such as the Lashker-e-Toiba (LeT), Harkat-ul-Mujahideen (HuM) and Al-Badr, are changing the frequency of their communication equipment besides earmarking some "soft spots" in the Valley to dump ammunition. This information was gathered through interrogation of arrested terrorists and intercepts of wireless communications between different units of terrorists groups.

In a document submitted to the Jammu and Kashmir State Assembly, the Minister (in-charge) for Home Affairs said that since 1996 the State government has recruited 12,307 Special Police Officers (SPOs), including 885 surrendered terrorists. Of the latter, 14 are reported to have absconded with weapons supplied to them and rejoined various terrorist outfits. The document added that this recruitment was made out of a sanctioned strength of 21,000 and an estimated Rs. 810 million has been spent on honorarium payment and equipment during this period. Of the 12,307 SPOs recruited, 3763 were discharged for various reasons.

The two are reported to have informed SFs about the presence of terrorists at a mosque in the locality on July 30. As reported earlier, SF units subsequently launched an operation in which a top Hizb-ul-Mujahideen (HM) terrorist, Mustafa Khan and two associates were killed. The news report added that a funeral was organised for the slain Hizb terrorist at Goigam, on July 31. The funeral was led by a senior leader of the All Party Hurriyat Conference (APHC), Syed Ali Shah Geelani. Several terrorists, brandishing weapons reportedly participated in the funeral.

Union Minister, Prof Chaman Lal Gupta, who visited the massacre site on August 4 announced that four Village Defence Committees (VDCs) will be constituted in the area and 1000 SPOs will be recruited in Doda district to check terrorist violence. On the other hand, 1,632 similar incidents were recorded during the corresponding period in 2000. In July 2001, there were 404 incidents as compared to 237 in July 2000. The number of terrorist incidents involving Improvised Explosive Device during these two periods was 487 and 276 respectively. The report added that 527 civilians were killed in the first seven months of 2001 as compared to 398 during the corresponding period in 2000. The 354 casualties suffered by security forces (SFs) included 76 personnel of the J&K Police, 232 members of military and para military forces and 46 Special Police Officers. While 1059 terrorists were killed in operations by SFs, four terrorists were killed in internecine conflicts between the various terrorist outfits operating in the State. Among civilian casualties, 594 persons, including five Village Defence Committee (VDC) members, were killed in terrorist attacks, 99 were killed after being trapped in the cross-fire during various encounters and two were trapped in cross-fire during internecine conflicts between terrorists. Arms, ammunition, explosives and related equipment seized by SFs during various operations during the January- August 15, 2001 period, include 880 AK series rifles with over 100 thousand rounds of ammunition and 2377 magazines; 219 pistols/revolvers with 197 magazines and 2416 rounds; nine Universal Machine Guns with six magazines and 2274 rounds; three Light Machine Guns (LMG) /Self Loading Rifles (SLR); two 3.3 rifles with ammunition; eight sniper rifles with 2402 rounds and 108 Rocket Propelled Grenades (RPG). Besides these, 227 rockets, 24 rocket launchers, 198 rocket boosters, 2517 grenades/hand grenades, 1535 Kgs RDX, 651 Kgs of other explosive material, 250 Improvised Explosive Devices (IED), 91 anti-personnel mines, six anti-tank mines, 1346 detonators, 351 electric detonators and 170 metres of cordex wire. As reported earlier, a new outfit, the Lashkar-e-Jabbar has announced that it would use violence to implement its directive that all Muslim women adopt an ‘Islamic dress codes’. The intelligence reports have reportedly observed that when implemented, it will be easier for the terrorists to launch attacks wearing the ‘burqas’. The intelligence reports have reportedly added that Lashkar-e-Jabbar was also receiving overt and covert support from the Pakistan-based Haqqania Madrassa, which in turn was funded by wealthy Pakistanis and other Muslims living in West Asian countries. The Haqqania Madrassa is also reported to have secured support from the Saudi terrorist, Osama bin Laden, currently based in Afghanistan. Laden is also suspected to be aiding the Lashkar-e-Jabbar.

Of these, 32 have been identified, which included 10 SF personnel, eight legislature employees, four other government employees, 12 civilians and four Pakistani mercenaries of the Jaish-e-Mohammed (JeM). The four suicide terrorists were reportedly identified as Wajahat Hussain alias Saifullah of Pakistan, Mohammad Irfan Zaman alias Omar of Karachi, Abdul Rouf Ehsan of Sehwal Punjab Pakistan and Tariq Ahmad alias Ayoubi of Sehwal Punjab Pakistan. A news report on November 7, citing a Jammu and Kashmir police spokesperson said that the 3882 incidents of terrorist violence, recorded in the State during the first ten months of 2001 translated into a 55 per cent increase when compared to the 2503 incidents during the corresponding period in 2000. Of the 3882 incidents, 931 were directed against security forces (SFs). Of the 3066 persons killed in terrorist violence related incidents during the period January-October 2001, 941 were civilians, 1610 were terrorists and 515 were security force personnel. Of these, four terrorists and two civilians were killed in eight incidents of internecine violence between terrorist outfits. The break-up of civilian casualties include, 512 killed in random firing by terrorists, 153 who were abducted and killed, 70 who were killed in explosions and 47 who were killed in grenade attacks. 1765 civilians and 1209 SF personnel sustained injuries during this period. 73 terrorists surrendered during this period. Among the SF casualties, 117 were personnel of the State police force, 53 were Special Police Officers (SPOs) and 11 were Village Defence Committee (VDC) members. The rest were personnel from the Army and paramilitary forces. The spokesperson added that 42 government buildings, 24 business establishments, five religious places, 302 civilian residences (275 of Muslims and 32 of Hindus and Sikhs) and 44 cow sheds have been burnt down by terrorists during this period. Seizures made by security forces during this period includes 22897 rifles of AK series with 46661 AK magazines and 30 lakhs rounds followed by 9018 pistols/revolvers with 8622 magazines and 1.86 lakh rounds, 985 UMGs with 1299 magazines and 1.20 lakh rounds, 75 LMG/SLRs with 31 magazines, 323 sniper rifles with 43000 rounds, 57 carbines with 16 magaziners, 142 303 rifles with 6029 rounds, 923 RPGs, 63 GPMGs and 32 magazines and 24 rounds of telescope rifle. Besides, 3965 rockets, 705 rocket launchers and 2110 rocket boosters have also been seized during the period. A huge quantity of explosives too were seized, which include 29 tones of explosive material including RDX, 4425 Improvised Explosive Devices (IEDs), 43978 grenades/hand grenades, 52660 detonators, 5166 anti-personal mines and 476 anti-tank mines. Other equipment seized includes 3313 wireless sets, 510 binoculars and 15759 metres of cordex.

The Lashkar-e-Toiba (LeT) has been the main outfit using this tactic and its squads accounted for 35 such attacks. The Al Badr has carried out three suicide attacks, while the Jaish-e-Mohammed (JeM), and Jamait-ul-Mujahideen (JuM) have carried out two such attacks. Providing a district wise break-up of these attacks, the report said that 10 attacks were carried out in Srinagar, eight in Kupwara, six in Poonch, four each in Doda and Baramulla, three in Budgam, two each in Anantnag and Pulwama and one in Jammu.
