Ruling out any redrawing of its boundaries, India said it was open to 'cooperative and consultative mechanisms' on Jammu and Kashmir involving the two parts of the State that were actively encouraged by New Delhi and Islamabad, reports PTI. Such cooperative mechanisms can multiply the gains of cooperation in solving the problems of social and economic development of the region, according to the Defence Ministry's annual report placed in Parliament on March 20. Emphasising that India wanted good neighbourly relations with Pakistan, for which it had taken several initiatives, the Defence Ministry said Prime Minister Manmohan Singh had already declared a readiness to find a ‘pragmatic solution’ to the Kashmir problem. Singh has envisaged a situation ‘where the two parts of Jammu and Kashmir can, with active encouragement of the governments of India and Pakistan, work out cooperative, consultative mechanisms so as to maximise the gains of cooperation’. In an effort to build cordial relations with Pakistan, India has taken several policy initiatives and proposed confidence-building measures to enlarge the areas of convergence and to build trust, the report said. However, India continues to have security concerns with Pakistan on cross-border terrorism, the Ministry noted in the report which provides a yearly update on defence-related issues.

Pakistan-based terrorist groups, particularly the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), are increasingly depending on "surrogate bases" in Bangladesh, Nepal and the Middle East for movement of trained cadres and finances for their operations, indicated the Union Home Ministry, Kashmir Times reported. A home ministry document, based on intelligence inputs, said the Bangladesh-based Harkat-ul-Jihad-al-Islami (HuJI), linked to the JeM and LeT, is recruiting Indian youths, sending them to Pakistan for training and re-inducting them via Bangladesh to carry out terrorist attacks. "This is evident from the Mumbai local train serial bomb blasts in which 11 Pakistanis infiltrated through the Indo-Nepal border in Bihar, Indo-Bangladesh border in West Bengal and Indo-Pakistan border in Gujarat," the report said. Noting that cross-border terrorism was no longer Jammu and Kashmir-centric, the document said it has spread its tentacles to the hinterland. "The terrorist outfits are well-organised, inter-linked and have the latest hardware and work under the directions of Pakistan's ISI," it said. The report said terrorist groups carry out their activities in the hinterland beyond the known theatres of violence to make "greater impact" and get wider publicity. The essential components of the strategy of jehadi groups include well-calibrated violence against soft targets to create terror, undermining the economic and scientific prowess of the country, subverting Indian Muslim youths and provoking communal tensions with the help of local elements. Supplying hardware through land and sea routes and maintaining a continuous flow of finances to sustain the jehadi network are some other components. Sleeper cells and modules exist in certain parts of the country and were activated when required, the report said. During 2004-06, as many as 669 terrorist modules were neutralized and plans to target vital installations like the Bhabha Atomic Research Centre and IT companies were foiled, the report said.

According to authenticated reports, 80 militants infiltrated into Indian territory from across the Line of Control (LoC) in April 2007 after snow started melting by first week of the month. In May 2007 (so far), 40 militants have intruded successfully taking the total number of infiltrators from April 1 to till date to 120. Nearly 130 militants have been killed by security forces in Jammu and Kashmir so far in 2007. The number of infiltrators was nearly at par with the militants eliminated this year, sources said, adding this was part of the strategy of Pakistan’s Inter-Services Intelligence (ISI) to push an equal number of militants as killed by the security forces in different encounters into Jammu and Kashmir. As far as arms dumps were concerned, militants were reported to have sufficient number of arms, ammunition and explosives with them especially in the Kashmir valley besides Doda, Rajouri and Poonch districts of Jammu region. Recently, some arms dumps had reportedly been unearthed in Kupwara by security agencies.

The European Parliament has overwhelmingly approved the report on Kashmir authored by Baroness Emma Nicholson which ruled out plebiscite in Jammu and Kashmir and highlighted shortcomings in the Pakistan occupied Kashmir, according to Times of India. The report included amendments on the latest situation in Pakistan connected with the suspension of Chief Justice Iftikhar Muhammed Chaudhry. In the voting held on May 24-evening, 522 Members of the European Parliament voted in favour of the report, while there were only nine votes against it. There were 19 abstentions.

He informed that there were 214 incidents of infiltration in the State till May 31, 2007. It included surrender of 49 infiltrations. Among the incidents of infiltration, 194 occurred in Kashmir and 20 in Jammu. 141 incidents of infiltration had occurred from January 1 to May 31, 2006. Those included 105 in Kashmir and 36 in Jammu. According to the spokesperson, 168 militants were killed till June 4, 2007. 221 militants were killed during the corresponding period in 2006. He said that militants are avoiding direct contact with the security forces and mostly using grenade attacks. He added that the number of active militants has increased.

A purported al Qaeda compact disc (CD) is reported to have referred to Kashmir as "gateway of Jihad against India," according to Daily Excelsior. The Government of India has reportedly ordered an investigation to judge the authenticity of the CD that carried a recorded statement of an Urdu speaking masked gunman. Personnel of the Srinagar-based Kashmir News Service told Daily Excelsior that an unidentified man delivered a CD besides a five-page statement in Urdu, purportedly from chief of "Al-Qaeda Fil Hind", Abu Abdul Rehman Ansari. The statement, read out in Urdu in the CD by a masked gunman, Abu Ibrahim Al-Aasim, criticized all factions of the All Parties Hurriyat Conference (APHC) and the Muzaffarabad-based alliance of militant outfits, Muttahida Jihad Council (MJC) for "misleading the Kashmiris into the quagmire of UN resolutions and politics of shutdowns and demonstrations." Calling Kashmir as "gateway of Jihad against India", the statement observed that the political and militant leadership had pushed the Kashmiris into a serious confusion about the goal to be achieved in their struggle. It says that the Islamist movements in Iraq, Afghanistan, Chechnya, Somalia, Philippines and Algiers were clearly focussed on "change in system, erasing the borders and installation of Caliphate." "The ongoing armed struggle in Jammu and Kashmir has been transformed into a territorial dispute between India and Pakistan and war of the State interests by the countries under an organised international plot. Some black sheep are also beating the drum of dialogue with the heretic elements and their lackeys. Same people, who, until the other day only, used to euologise the Mujahideen for fighting the occupational forces, have now no hesitation in saying that the role of the gun was over and it is the turn of the dialogue process," it said. Statesman quoting intelligence agencies reports that finding it difficult to intrude into India through the Kashmir, Punjab and Rajasthan borders, militant outfits have now changed their intrusion route to the 2.9 million-square kilometer Indian coast, where it is easy to dodge the scarcely deployed coastal guards. Kashmir-based militant groups have earmarked certain soft routes in the western coastal areas to intrude into India. “At least half a dozen such incidents have recently been reported, where terrorists entered into India either by bribing those guarding the coastal areas or by dodging their eyes,” revealed an unidentified officer of a central intelligence agency. The officer also said that “Most of the arms and ammunition smuggled into India either for terrorists, Naxalites or other organised criminals, are coming through the coastal regions.” Interrogation of militants who were arrested by security agencies in Kashmir and wireless intercepts of terrorist conversations have also revealed the intrusion plans of the terrorists into the country. The Union Ministry of Defence has reportedly submitted a $700 million plan to buy military equipment for the coast guard to replace the obsolete technology of coastal patrolling.

About 100 Pakistanis are being trained exclusively as Fidayeen (suicide squad) in three training camps of the LeT in Pakistan, according to disclosures made by two Pakistani militants recently arrested on the Line of Control. They are reportedly being trained to target the political leadership in Jammu and Kashmir, the militants have said during their questioning. The disclosures were made by Pakistani militants identified as Mohammed Yaseen Jat, a resident of Sialkot in the Punjab province, and Akhter-ul-Islam, who were arrested by Army at Lilum Vilgam in the Handwara area of Kupwara district. According to sources, the militants have disclosed that the Fidayeen were being given special training at Akas training camp at Muzaffarabad; LeT’s base camp at Kotli and Lashkar Point, a new training camp created for Fidayeen.

According to Tribune, hundreds of thousands of pounds are allegedly being sent to Kashmir to fund militancy through counterfeiting and mortgage fraud. This information was revealed in a report appearing in Scotland on December 23. “A Scottish gang is bankrolling murderous terrorist attacks in Kashmir, raising hundreds of thousands of pounds each year through counterfeiting and mortgage fraud,” the report said. The report quoting MI 5 sources revealed, “Around 50 Scots Asians - most of them in Glasgow - are raising funds for Jaish-e-Mohammed (JeM), a Kashmiri separatist group responsible for hundreds of deaths and reportedly involved in the kidnap and murder of American journalist Daniel Pearl.” It said that much of the cash raised in Scotland is sent first to Dubai, where it is laundered, and then passed on to JeM terrorists operating in Kashmir. The report revealed that up to £50,000 a month is raised in Scotland. As well as money from mortgage fraud, around £15,000 of this total is raised by selling counterfeit DVDs, CDs and clothing at market stalls and in pubs and clubs across Scotland. MI5 estimates that there are about 50 hardcore JeM sympathisers living in Scotland, responsible for shipping half a million pounds abroad every year to fund the militants' activities halfway across the world.
