In Guntur district, four officials proceeding to an interior area to take part in the Janmabhoomi programme were held hostage by Naxalites of the PWG for about six hours on January 2. The incident took place between Bodhanam and Chityala. Those taken hostage were: Bellamkonda Mandal Revenue Officer John Samadhanam, MPDO Balu Nayak, veterinarian B Srinivasa Nayak and his assistant Mariyadas. Before setting the hostages free, the Naxals demanded that the government stop the Janmabhoomi programme and the ongoing combing operations in villages in the district.

The Sub-Inspector was abducted from Sidhapuram village, Kurnool district along with another police personnel, a Circle Inspector and a mandal (local body) president. While, the Naxalites set free three persons a police Sub-Inspector continues to be in captivity. According to media reports, the PWG has made a number of demands in return for the release of the abducted police personnel. The demands include unconditional release of the 18 residents of Vadlaramapuram village who were arrested for supporting the famine raids by the PWG. The PWG also demanded that the police stop combing operations in Atmakur region and put an end to the ‘reign of terror’ unleashed by the department in village.

Left-wing extremists—Naxalites—of the People’s War Group (PWG) abducted a Circle Inspector, a Sub-Inspector and a mandal (local body) president near Siddapuram village, Atmakur mandal, Kurnool district, on January 29. The mandal president was let off after being told to inform officials about the abduction. The Circle Inspector also managed to escape. The Sub-Inspector, however, is still in the custody of the Naxalites, when reports last came in. Senior police officials have reached the spot to take stock of the situation.

Left-wing extremists—Naxalites—of the People’s War Group (PWG) abducted four police personnel from Peddaraveedu, in Nallamala forests, Prakasam district, on April 2. The abducted persons included Peddaraveedu sub-inspector P Anjaneyulu, assistant sub-inspector Maddela Subba Rao, constable S Brahmaiah and home guard D Baburao. According to media reports, approximately 20 armed-Naxalites entered a stationary Andhra Pradesh State Road Transport Corporation (APSRTC) bus in which police personnel were seated and abducted them. The police personnel were returning to the headquarters after providing security at a local annual fair. The Naxalites also snatched a 9mm revolver and a wireless set from the assistant sub-inspector. A search operation is on to track down the Naxalites. Meanwhile, Prakasam district police chief Charu Sinha said the Naxalites have not put forward any demand so far to release the abducted police personnel. However, unconfirmed media reports said the Naxals have demanded tee release of pro-Naxal littérateur arrested recently under the Prevention of Terrorism Act (POTA), 2002.

A silent procession was organized in Markapur town, Prakasam district on April 3 to urge the Naxalites to release the police personnel without harming them. As hundreds of police personnel led the rally, the family members of the abducted police personnel participated in the procession. Addressing the rally, Andhra Pradesh Civil Liberties Committee (APCLC) Prakasam district secretary G Venkatrao appealed to the Naxalites to release the police persons without further delay. He condemned the abduction and said the incident had caused agony to the families of the kidnapped police personnel.

Left-wing extremists—Naxalites—of the People’s War Group (PWG) demanded the release of 15 tribals arrested in Nalgonda district recently in exchange for police personnel abducted by them from Peddaraveedu, Nallamala forests, Prakasam district, on April 2. Police sources said the Naxalites pasted posters in Chandampet mandal (administrative unit), Nalgonda district, in which they demanded the release of the tribals and distribution of rice among tribal families in exchange for police personnel taken hostage. The PWG Naxalites, along with tribals, conducted a famine raid on a rice mill in Chandampet mandal recently and looted 170 bags of rice. Police arrested 15 tribals following the raid. Meanwhile, combing operations in the Nallamala forests to locate the abducted police personnel have been put on hold, following an appeal by the hostages.

According to media reports, Chief Minister Chandrababu Naidu is expected to take a decision today, April 7, on setting free seven jailed left-wing extremists—Naxalites—of the PWG to ensure the release of four police personnel abducted by the PWG in Prakasam district on April 2. In this connection, the Government is reportedly examining the procedure adopted by Karnataka for releasing life convicts to secure the safe release of hostages held by forest brigand Veerappan on different occasions. Home Minister T Devender Goud, while speaking to the media in Vijayawada, on April 6 appealed to the PWG to release the four abducted police personnel on humanitarian grounds. He said, "We will discuss the matter with the Chief Minister before taking a final decision on the issue". Separately, the Warangal and Adilabad District Police Officers’ Associations on April 6 urged the PWG to immediately release the abducted police personnel. The Warangal association in a resolution asked the PWG to consider the plight of the families of the abducted police constables and release them on humanitarian grounds. Association president T Vibhishan Reddy said the Naxalites, who always claimed they were fighting for the poor, should release the constables as they have also joined the service for the sake of livelihood.

Left-wing extremists—Naxalites—of the People’s War Group (PWG) released one of the abducted police personnel, D Babu Ram, from their confinement on April 8-night and set a 48-hour deadline to the Andhra Pradesh Government for fulfilling their demands to set free the remaining three police personnel. In a letter sent with the released police personnel, a Home Guard, the Naxalites made it clear that the Government would have to own responsibility for any eventuality, if their demands were not met within the deadline. There was, however, no change in their demands. They also sent an audio cassette addressing senior police officers in which voices of the three other abducted police personnel were recorded. In the recorded tape, they implored the Government and police authorities to act quickly on the demands of Naxalites in view of the threat to their lives. Meanwhile, Guntur range Inspector General (IG) of Police P. Chandrasekhar Reddy, who has been camping at Markapur since the abductions on April 2, told media persons that efforts were on to establish contact with the Naxalites through some villagers who ventured into the forest on April 8. Speaking to media persons the Prakasam district police chief said the Naxals released Babu Rao, a Home Guard, who reached Markapur past midnight. Three more continue to be held captive. As reported earlier, the PWG has set forth several conditions, among which they wanted the Government to release PWG cadres serving life sentences in jails. Earlier reports of April 8 said State Chief Minister N Chandrababu Naidu reviewed the situation with Home Minister T Devender Goud and State police chief P Ramulu, but no decision was taken on conceding to the demands of the PWG. Talking to media persons in Visakhapatnam, Naidu said the Government was taking steps to secure the release of the police personnel from the captivity of Naxalites. In Hyderabad, Ramulu said efforts were on to secure their release. "We are evaluating their [PWG’s] demands", he said.

Speaking to media persons at Markapur, Prakasam district, State police chief P Ramulu said the Government is making an all out effort to secure the release of the three police personnel abducted by left-wing extremists—Naxalites—of the People’s War Group (PWG) on April 2. He said a high-power committee headed by Chief Minister N Chadrababu Naidu is examining the PWG’s demands, and a positive response is likely to come. He also appealed to the Naxalites not to harm their captives, but release them safely. Meanwhile, the Human Rights Forum (HRF) on April 10, appealed to the PWG to unconditionally release the three abducted police personnel unharmed, as it was not proper to achieve their demands by holding the lives of their captors to ransom. In a statement, forum convenor S Jeevan Kumar and State committee member K Balagopal asked if the Government would have remained indifferent had the Naxalites abducted the kin of a Minister or a senior police official. Earlier, in an effort to make a strong appeal to the PWG, approximately 260 persons comprising sympathizers, relatives and family members of the hostages set out to the Nallamala forest. Two truckloads of people set out from Markapur to the forests and were joined by 70 more at Dornala and another 30 at Yerragondapalem. They held a rally at Dornala and meetings at villages on the route to Chilakacharla Chenchugudem tribal hamlet, 23km from Dornala. They urged the Naxalites not to harm the hostages, who were never involved in any anti-extremist operation.

District police chief Charu Sinha said the abducted police personnel––M Subba Rao, P Anjaneyulu and S Brahamaih–– reached Markapur police station at 6.30 am on April 11. The Naxalites had set a 48-hour deadline to concede to their demand after releasing a Home Guard, Babu Rao, on April 9. However, the State Government, which had withdrawn combing operation in Nallamalla forests, as demanded by the abductors, was not committal about their other demands, including the release of some Naxalites and the withdrawal of Prevention of Terrorism Act (POTA) cases against some of them. Meanwhile, expressing happiness over the safe release of the police personnel, State police chief P Ramulu thanked all those, including intellectuals, who extended cooperation to the police in dealing with the situation.

Police sources said a special police party, combing the area, came across a group of 12 Naxalites and in the ensuing encounter, the girl and a woman Naxalite were killed while the others escaped. The girl was reportedly a member of the Manthani Area committee squad of the PWG. She was abducted from her house when her marriage was fixed to a boy from the Warangal district. Following the abduction, the girl's parents approached various human rights organisations for assistance. Police recovered two DBBLs, one tapancha, and seven kitbags from the encounter site.

Police sources said eight Naxalites belonging to the Narsampet Area Committee raided the house of a local TDP leader Bitla Ramchander and took him to the village outskirts on September 2-night. On seeing the Naxalites abducting Ramchander, his relatives and other villagers chased the Naxalites and caught hold of one of them. The Naxals opened 12 to 15 rounds of fire into the air.
