Police sources said that four Naxalites opened fire on an eight-member police party searching for landmines in the area and in the ensuing encounter, a Naxalite was killed. The others managed to escape from the encounter site. The identity of the Naxalite was yet to be established.

Casualties have been reported. Police suspect that some Naxalites are injured as they have found blood marks at the encounter site. An unidentified woman left-wing extremist, Naxalite of the outlawed People’s War Group (PWG), was killed in an encounter near Govena village, under the Lingapur police station limits, Adilabad district, on March 6. According to the district police chief, the incident took place when a special police party, combing the Mangi forest area adjoining Govena village, was fired at by the Naxalites. The police returned the fire and in the ensuing encounter, which lasted for 30 minutes, the Naxalite was killed. The police also recovered some arms, ammunition, Naxal literature, medicines and tents from the encounter-site.

Six left-wing extremists, Naxalites, including two women, all belonging to a protection platoon of the People’s War Group (PWG), and police sub-inspector were killed in an encounter near Tupakulapalli village, Warangal district on March 11. According to police sources, the incident took place when a special police team on a combing operation spotted the Naxalites and asked them to surrender. The Naxalites instead opened fire on the police. The encounter was still going on when reports last came in, with police rushing reinforcements from Warangal and Karimnagar to assist police and the elite Greyhounds units engaging the Naxalites. The police recovered 10 weapons, including a light machine gun, three self-loading rifles (SLRs), a .9 mm carbine, a .303 rifle and four double-bore guns. The identities of the slain Naxalites were yet to be established. Based on the weapons recovered from the encounter site, the police suspect that a few senior leaders of the PWG, including a central committee member, may have been killed in the encounter.

A Deputy Superintendent of Police, two other police personnel and the driver of the vehicle in which they were travelling, were seriously injured in a landmine blast triggered by left-wing extremists, Naxalites of the People’s War Group (PWG), in Ghanasar village, Bhamini mandal (administrative unit), Srikakulam district, on March 15. Earlier, on March 13 night the PWG Naxalites had blasted the Bhamini Mandal Revenue Office. They planted landmines at a culvert on the road leading to the office, anticipating the visit of police officers the next morning. According to official sources, the incident took place when the police team was going to inspect the damaged building. As the vehicle reached Ghanasar village, the Naxalites set off the landmine with the help of a battery-operated remote control device. After the blast, two police parties conducting combing operations in the nearby areas rushed to the spot and an encounter ensued which lasted for several hours. The Naxalites managed to escape.

The Andhra Pradesh State government has put the police on high alert in left-wing extremist, Naxalite, affected areas as the People’s War Group (PWG) has called for a bandh (general strike) on March 21-22 to protest the March 11-encounter and the Prevention of Terrorism Ordinance (POTO). According to media reports, police have intensified combing operations in forests areas to check the movement of PWG dalams (squads) as intelligence sources reportedly indicated attacks on police stations and other government installations. They are also keeping a vigil on suspected hideouts of the PWG dalams.

The ‘Special Guerrilla Squad commander’ and Adilabad district ‘action team leader’ of left-wing extremist Naxalite group, the People’s War Group (PWG), was killed in an encounter in the forest area near Mandamarri town, Adilabad district on May 3. According to police in Mandamarri, on a tip-off that some Naxalites w ere moving in the locality, a police team began combing the forest area. When the police asked to reveal the identity of three persons moving under suspicious circumstances, they opened fire and the police retaliated killing the Naxal leader on the spot. The other two unidentified Naxalites managed to escaped into the jungles. A .39 revolver, 12 cartridges, Rs 10500 in cash, photos of some leaders and a pocket diary were recovered from the spot.

Speaking to the media at Kothagudem, district police chief Srinivasa Rao said, on a tip-off that the PWG Naxalites were harassing people for party funds in two villages, combing operations commenced in the area. The police retaliated immediately, resulting in the instant death of the two women who were standing as shields to the other dalam (squad) members. Andhra Pradesh police have lunched a massive manhunt in the State to locate the four police personnel abducted by left-wing extremists—Naxalites—of the People’s War Group (PWG) from the Anakapalli police station, Vishakhapatnam district, on August 23. Before abducting the police personnel, the Naxals also blasted in Anakapalli and Chodavaram police stations and the adjoining treasury office at the second place and decamped with at least 15 rifles from the police station and cash from the treasury. While State police chief P Ramulu held a review meeting to assess the latest situation on August 25, senior police and intelligence officials are camping in Visakhapatnam to monitor the situation in north Coastal Andhra. Media reports said, following instructions from Chief Minister N Chandrababu Naidu, Ramulu has ordered the formation of 20 special teams to conduct combing operations in the suspected areas. The police have also reportedly sought assistance from the bordering States––Orissa, Madhya Pradesh and Chhattisgarh––to carry out similar combing operations in border areas. The police are also consulting civil rights groups to seek their involvement in securing the release of the abducted police personnel. Official sources indicated, with peace talks between the State government and the PWG failing, cadres of the PWG’s Andhra-Orissa Special Border Zone stepped up action against police and suspected police informers. This was to establish ‘liberated and red zones’, as was dome in the adjoining Dandkaranya region, official sources added. With police in Visakhapatnam, Vizianagaram and Srikakulam districts concentrating their anti-Naxalite drive in agency areas, the Naxalites reportedly changed their strategy to strike terror in the plains for the first time, resulting in the August 23-incident.

The police got the tip-off about the PWG plenary when they arrested Appana Srinivas of Nimmagudem, Karimnagar district, on September 12, while he was transporting essential commodities for the Naxal meeting in a bullock-cart. Subsequently, a special police party of Karimnagar and Warangal districts started combing operations in the forest areas. The police ran into two Naxalites who opened fire on them. While one Naxalite escaped the other was was arrested. Some arms and ammunition, including a tapancha (country-made rifle) and a grenade, were recovered from the arrested Naxalite. However, a major encounter was averted as the Naxalites got wind of police movements in the forests and called-off their conclave.

According to district police chief P. S. R. Anjaneyulu, police were tipped-off about the movement of a group of Naxalites in the nearby forest. The Naxalites attacked the police party that had gone in its search. In the retaliatory firing by police three Naxalites were killed. However, some more managed to escape. Two of the slain Naxalites were later identified as Eswar alias Madhav and Gayam Adi Reddy. While the former was ‘commander’ of the Central Palnadu Zone Local Guerrilla Squad, the latter was ‘Deputy Commander’ of Bellamkonda dalam (squad). According to district police chief Mahesh Muralidhar Bhagwat, police were on a look out for arms hidden by the People's Guerrilla Army (PGA), the military wing of left wing extremists––Naxalites––of the People’s War Group (PWG). The search was on ever since three encounters occurred with them on a single day, in June 2002. Police had earlier been tipped-off about the Naxals’ military training programmes in the Morripeta forests. 13 weapons were recovered, including a Self Loading Rifle (SLR) and a .410 musket, eight DBBL guns, an SBBL, a .45 short weapon and a tapancha (country made revolver) and three grenades. Besides, seven kit bags, empty cartridges and some .22 live bullets were also recovered. Spare parts of weapons, possibly to repair the firearms, were also recovered. These included strikers, springs, locking piece, washer, wooden handles, punch, drill, grenade liver, grenade igniter and set base plugs. Police also found a grenade discharger cup that helps in using a .303 rifle as a grenade launcher.

According to the police sources, at least 10 more Naxalites managed to escape under the cover of thick forest. The encounter site, Eturu Nagaram is considered as a Naxalite base. The police search teams also seized a large quantity of weapons, including two Springfield rifles, a carbine, two .303 rifles, two revolvers, three shot guns and an air gun, apart from some ammunition and 15 kit bags from the encounter-scene.
