The Nizamabad ‘district commander’ of the People’s War Group (PWG), the left-wing extremist, Naxalite organisation, Ilanna, was killed in an encounter in the forest adjoining Basheerabad village, under the Kammarpalli police station limits, late in the night on January 8, media reports said. The slain Naxal and his colleague, who had escaped from the scene, were moving on a bicycle, when the police spotted them, reports claimed and added that the Naxal leader was carrying a reward of Rs. 3 lakhs on his head. Some communication equipment, a grenade and a revolver were recovered from the scene of the encounter, district police chief Dr. Ravi Shankar Ayyanar told the media, on January 9.

An unidentified woman left-wing extremist, Naxalite of the outlawed People’s War Group (PWG), was killed in an encounter near Govena village, under the Lingapur police station limits, Adilabad district, on March 6. According to the district police chief, the incident took place when a special police party, combing the Mangi forest area adjoining Govena village, was fired at by the Naxalites. The police returned the fire and in the ensuing encounter, which lasted for 30 minutes, the Naxalite was killed. The police also recovered some arms, ammunition, Naxal literature, medicines and tents from the encounter-site.

Six left-wing extremists, Naxalites, including two women, all belonging to a protection platoon of the People’s War Group (PWG), and police sub-inspector were killed in an encounter near Tupakulapalli village, Warangal district on March 11. According to police sources, the incident took place when a special police team on a combing operation spotted the Naxalites and asked them to surrender. The Naxalites instead opened fire on the police. The encounter was still going on when reports last came in, with police rushing reinforcements from Warangal and Karimnagar to assist police and the elite Greyhounds units engaging the Naxalites. The police recovered 10 weapons, including a light machine gun, three self-loading rifles (SLRs), a .9 mm carbine, a .303 rifle and four double-bore guns. The identities of the slain Naxalites were yet to be established. Based on the weapons recovered from the encounter site, the police suspect that a few senior leaders of the PWG, including a central committee member, may have been killed in the encounter.

Local reports said the incident took place when five Naxalites under the leadership of Metapalli area’s Godavari Local Guerrilla Squad (LGS) secretary Mekala went to the engineering college and took away the attendant and four others who were sleeping in the building to some distance. Four Naxalites went inside the building, set up detonators in four rooms and the verandah and blasted them. Furniture, 80 computers and an AC room were completely damaged. Cracks were found throughout the building. Later, the Naxalites tried to blast a culvert on the highway near the college but escaped when they spotted vehicular traffic. The police unearthed detonators under the culvert. The Naxalites also reportedly left a letter at the place which said they resorted to the blast to protest the March 11-Eturunagaram encounter in Warangal district and against the Prevention of Terrorism Ordinance (POTO).

In a major operation, police unearthed huge ammunition dumps and seized sophisticated weapons belonging to Naxalites and other extremist organisations in Warangal, Nizamabad and Karimnagar districts on March 26. Giving this information to the media on March 27, State police chief P Ramulu said Warangal district police seized among other things eight DBBL guns, one .303 rifle, 200 rounds of AK 47 ammunition in the forest area near Dubbagudem hidden by the Communist Party of United States of India (CPUSI). The arms and ammunition were meant to be used against the government, he added. In Nizamabad district, police recovered 586 grenades stored in three huge drums and 194 grenade bases belonging to the People's War Group (PWG) Naxalites. Stating that the Naxals had acquired them from Bihar, Ramulu said Bihar police were being alerted. Another huge dump containing 110 AK 47 rounds, 506 .303 rounds, two DBBL guns and PWG literatures was unearthed by police from Singampally forest area in Karimnagar district, he added. The seizure of some double barrel guns in Karimnagar had the markings of ''Khalsa''. This has strengthened suspicions that the PWG could have opened a gun running channel with Punjab terrorists. ''We will alert the Intelligence Bureau about this for further enquiry,'' said Ramulu. Reports also the arms seized in Karimnagar district could have come from a factory in Jammu and Kashmir. Separately, Ramulu said those supporting and abetting Naxals would come under the purview of the newly passed Prevention of Terrorism Bill. He said more stringent laws were needed to crush the Naxalites. The police chief added that 106 Naxalites had surrendered in 2002 due to various reasons, which included disillusionment with the movement, while 169 extremists were arrested. There might be 650 to 700 underground armed Naxals active in the state, he added.

The slain Naxalites were identified as Karminagar district committee secretary and North Telangana Special Zone (NTSZ) committee member Padmakka alias N Rajitha, her personal security guard Manasa, Karimnagar district Action Team commander Sagar and People's Guerrilla Army (PGA) platoon member Vikram. 32 year-old Padmakka, is also the wife of PW Central Committee member Sande Rajamouli alias Prasad, and carried a reward of Rs 5 lakh on her head. Sagar carried Rs 2 lakh reward on his head. Police sources said there was information about the movements of 9th platoon of PGA in Nerella, Kalleda, Rayakal, Rachepalli and Habsipur villages and that they were collecting "donations" from contractors and businessman. To check the movements of the Naxalites, a police team was sent to Nerella village. During the course of a Gramsabha (village assembly), police were informed about the presence of the Naxalites atop a hillock abutting the village. The police reached the spot and caught the PW squad unawares leading to exchange of fire for over 30 minutes. After the firing stopped, police searched the place and found the bodies of the four Naxalites. Approximately, five to six Naxalites were suspected to have fled the scene. The police also seized an AK-47 rifle, an SLR and two 303 rifles from the encounter site. Speaking to the media, a senior police official said the PWG Naxalites were collecting donations from contractors and businessmen ever since the talks began. During the last one and half months, this particular squad alone collected funds to the tune of Rs 2 crore, he claimed. The encounter has cast a shadow on the possibility of direct talks between the PWG and the government, as it took place just a day after the PWG announced that it might "reconsider its stand on talks if the government failed to create conducive atmosphere".

The police got the tip-off about the PWG plenary when they arrested Appana Srinivas of Nimmagudem, Karimnagar district, on September 12, while he was transporting essential commodities for the Naxal meeting in a bullock-cart. Subsequently, a special police party of Karimnagar and Warangal districts started combing operations in the forest areas. The police ran into two Naxalites who opened fire on them. While one Naxalite escaped the other was was arrested. Some arms and ammunition, including a tapancha (country-made rifle) and a grenade, were recovered from the arrested Naxalite. However, a major encounter was averted as the Naxalites got wind of police movements in the forests and called-off their conclave.

There were, however, no reports of casualties on either side. Police recovered some arms and ammunition from the encounter-site. According to the district police chief, the encounter took place when a special police party combing the area came across an eight-member Naxal group, including top leaders of the military platoon. An exchange of fire ensued between the two groups. After indulging in a gun battle for about half-an-hour, the Naxals slipped into Orissa, he said.

Seven left wing extremists---Naxalites of the Communist Party of India--- Marxist Leninist (CPI-ML) Janashakti (Veeranna) faction––were killed during an encounter with police in the dense forests adjoining Lenkalagadda village, in Mahadevpur mandal (administrative unit), of Andhra Pradesh’s (AP) Karimnagar district, on November 11. According to police sources, the Karimnagar-Warangal forest divisional committee secretary of the outfit, Suryam, is also believed to have died in the encounter. Sources said a special party police of Karimnagar district police spotted a 15-member Naxal dalam (squad) that was armed with sophisticated weapons near the village. In the encounter that ensued, seven Naxalites, including two women cadres, were killed. However, eight Naxals managed to escape. Police recovered an AK-47 rifle, a .43 US made carbine, two 8mm pistols, a DBBL gun, ammunition of different weapons, detonators, fuse wire and 15 kitbags, among other things, from the encounter-site. According to district police chief P. S. R. Anjaneyulu, police were tipped-off about the movement of a group of Naxalites in the nearby forest. The Naxalites attacked the police party that had gone in its search. In the retaliatory firing by police three Naxalites were killed. However, some more managed to escape. Two of the slain Naxalites were later identified as Eswar alias Madhav and Gayam Adi Reddy. While the former was ‘commander’ of the Central Palnadu Zone Local Guerrilla Squad, the latter was ‘Deputy Commander’ of Bellamkonda dalam (squad). According to district police chief Mahesh Muralidhar Bhagwat, police were on a look out for arms hidden by the People's Guerrilla Army (PGA), the military wing of left wing extremists––Naxalites––of the People’s War Group (PWG). The search was on ever since three encounters occurred with them on a single day, in June 2002. Police had earlier been tipped-off about the Naxals’ military training programmes in the Morripeta forests. 13 weapons were recovered, including a Self Loading Rifle (SLR) and a .410 musket, eight DBBL guns, an SBBL, a .45 short weapon and a tapancha (country made revolver) and three grenades. Besides, seven kit bags, empty cartridges and some .22 live bullets were also recovered. Spare parts of weapons, possibly to repair the firearms, were also recovered. These included strikers, springs, locking piece, washer, wooden handles, punch, drill, grenade liver, grenade igniter and set base plugs. Police also found a grenade discharger cup that helps in using a .303 rifle as a grenade launcher.
