The Communist Party of India-Maoist (CPI-Maoist) now has developed the expertise to clone sophisticated weapons, including assault rifles of AK series, according to Times of India. Security agencies came across the Maoists’ innovative skills when a Central Reserve Police Force (CRPF) team neutralized an arms manufacturing unit in the forests close to Gobardaha village in the Chatra District of Jharkhand and recovered a number of ‘duplicate’ AK-47 and AK-57 rifles of “high standard”. The CRPF also seized as many as 59 different types of instruments, which were used to manufacture and assemble these rifles and various types of pistols. An unnamed official said, “Though Security Forces have busted other arms manufacturing units of the Maoists in Chhattisgarh, Maharashtra, Madhya Pradesh and Andhra Pradesh in the past, they have for the first time come across such sophisticated weapons of high standard, manufactured by the ultras.” The first big arms manufacturing unit of the Maoists was neutralized by Andhra Pradesh Police in 2006 when they recovered a huge stock of rocket shells and launchers in the State. Probe later revealed that the Maoist’s ‘technical wing’ designed the launchers and initially made them at a foundry in Chennai.

As per the Annual Report 2009-10 of the Union Ministry of Home Affairs (MHA), Left Wing Extremist (LWE) violence in Chhattisgarh and Andhra Pradesh have seen a drop in 2009 as compared to the situation in 2008, reported DNA on March 30. There were only 529 incidents of LWE violence in 2009 in Chhattisgarh as against the 620 in 2008. Similarly, in Andhra Pradesh, as against the 92 such incidents in 2008, there were only 66 in 2009, according to the Annual Report 2009-10 of the MHA. Interestingly, 2009 has seen an overall increase in incidents of LWE violence from 1,591 in 2008 to 2,258 in 2009. West Bengal has seen a seven time increase in LWE violence with the State reporting 255 such incidents in 2009 as against a mere 35 in 2008. In Orissa, the incidents have more than doubled as compared to 2008. While there were 103 such incidents in the State in 2008, there were 266 in 2009. Other LWE infested States like Jharkhand, Maharashtra, Bihar and even Uttar Pradesh have seen an increase in LWE violence. Overall, 908 lives were lost to such violence in 2009 as against 721 in 2008.

Combined forces battling the Communist Party of India-Maoist (CPI-Maoist) in seven States are not having much success, Union Home Ministry statistics for 2008, 2009 and the first six months of 2010 show. Combined forces men are running anti-Maoist operations in Orissa, Chhattisgarh, Maharashtra, Andhra Pradesh, Bihar, Jharkhand and West Bengal. Compared to previous years, the performance of the combined forces has slipped in 2010. In the first six months alone, 209 Security personnel have been felled by Maoists. In 2009, a total of 317 soldiers were killed and 231 were killed in 2008. However, fewer Maoists died at the hands of Security Forces (SFs). Between January and June, just 97 ultras were killed in encounters. A total of 217 Maoists died in 2009 and 199 in 2008. The high number of civilians killed by Maoists in these three years also goes to show how badly the combined forces have done. During the first six months of 2010, the number of civilians killed by ultra-reds stand at 325, whereas 591 and 490 were killed during the whole of 2008 and 2009. Very few Maoists surrendered this year too, which is another cause for worry. In 2008, 400 Maoists gave up arms and expressed their wish to join the mainstream. This number fell to just 150 in 2009 and to 134 between January and June 2010. The only silver lining was that the paramilitary were successful in destroying many Maoist training camps, the home ministry report shows. In 2008, there were 199 training camps. In 2009, Maoists set up 18 more camps, but the forces destroyed many and today, only 97 camps are known to exist.

Reports indicate that Maoists are planning major strategies to increase their influence and strength. An important task the Maoists have set for themselves is to create a liberated zone, in Bihar, Jharkhand and Dandakaranya (Chhattisgarh). Towards this end, the party's strike force — People Liberation Guerrilla Army (PLGA) — is being developed. This was stated by Prasad, party's Andhra-Orissa Border State ‘committee member’ during an interview at a remote place on the Andhra-Orissa border. Prasad said the PLGA should be transformed into the people's liberation army for which a liberated zone was necessary. PLGA formations were being developed to achieve this target and it had also carried out “mobile” war by carrying out raids on targets at faraway places, by mobilising its armed cadre from different parts and taking assistance from the people along the way. “The creation of a liberated zone and beefing up PLGA for this purpose is in its early stages. The process is being commenced by forming village-level committees which will be expanded to mandal (taluk) and District levels. Already, the Janatana Sarcars, Revolutionary People's Councils (RPCs) have been formed in Dandakaranya,” Prasad said. The PLGA, which has grown to the strength of creating companies, is also planning battalions. “We have already reached this stage in Dandakaranya. We don't have a timeframe for other areas but the process will be completed early if the conditions suit us, that is until people take up armed struggle”, Prasad added.

According to Press Information Bureau, the Ministry of Home Affairs (MHA) in its Year-End Review MHA-2010, on December 16, said “The Naxal [Left Wing Extremism, LWE] violence continued unabated, but Security Forces (SFs) are engaging Naxalites in the areas dominated by them with a view to re-establishing the authority of the civilian Government. Reviewing the Communist Party of India-Maoist (CPI-Maoist) insurgency in the country, the MHA said: “Naxal violence continued to cause concern. In Dantewada, Chhattisgarh, 75 Central Reserve Police Force (CRPF) and 1 State Police personnel were killed by the Maoists in an ambush on April 6, 2010.” “Unified Commands have been created in the States of Chhattisgarh, Jharkhand, Odisha and West Bengal.” “The honorarium for Special Police Officers (SPOs) has been raised from INR 1, 500 to INR 3, 000 per month. The ratio of cost sharing per SPO between the Centre and the States has been fixed at 80:20. 12,000 additional SPOs have been sanctioned to Andhra Pradesh, Chhattisgarh, Jharkhand, Maharashtra and Odisha.” On July 14, 2010, the Prime Minister Manmohan Singh chaired a meeting the Governors/Chief Ministers of 7 LWE-affected States in New Delhi. “On the development front, Government has approved an ambitious Integrated Action Plan (IAP) for sixty Districts, affected by Left Wing Extremism. It is proposed to make a block grant of INR 250 million to each District for the remaining four months of 2010-11 and INR 300 million to each District for 2011-12,” said the Ministry.

The Hindu report that although Left Wing Extremism (LWE) in Andhra Pradesh was under effective check during the year, has again showed an upward trend this year with a slight increase in its level with the Communist Party of India-Maoist (CPI-Maoist) continued to remain active in Visakhapatnam and Khammam Districts bordering Chhattisgarh and Odisha. "Of the 54 Maoist-related incidents in 2010, the maximum were reported from Visakhapatnam and Khammam," according to the data released by Director General of Police (DGP) K Aravinda Rao at the Annual Press Conference of the State Police in Hyderabad city on December 30. Against 17 persons killed by Maoists last year, 2009, the deaths went up to 21 this year, 2010.

The number of Maoists killed in encounters with Police came down from 16 to 13. The Security Forces (SFs) achieved notable success in anti-Naxal operations by arresting 220 LWE, Rao said adding they were involved in 14 incidents of exchange of fire, resulting in death of 13 Maoists, adds PTI. The statement said the number of Maoist-related incidents went up from 50 to 54 and the number of encounters from 13 to 14. 117 LWE surrendered and the Police seized 81 weapons, while 21 civilians lost their lives in the Maoists violence. There were, however, no casualties on the Police side, Rao added. Notable among Maoist leaders killed this year were politburo members Cherukuri Rajkumar alias Azad, State committee members Shakamuri Apparao and Solipeta Kondal Reddy alias Tech Ramana. A particular tribal group, which has migrated to Visakhapatnam District in large numbers, was providing food and shelter to the Maoists on the AP-Odisha border, Rao said. The Police were keeping a close watch on the activities of Maoists which is trying to regroup in North Telangana Districts, Rao added.
