Even as Andhra Pradesh Director General of Police (DGP), N Sambasiva Rao, recently claimed that the Communist Party of India-Maoist (CPI-Maoist) numbers have dwindled specially after the major encounter at Ramaguda in Bejjangi area in Odisha in October 2016, the CPI-Maoist is reportedly planning to set up a 'Janatana Sarkar' (People’s Government) in the Andhra-Odisha Border (AOB), reports The Times of India on January 10. Despite losing ground in places like Palnadu and the South Andhra Districts like Krishna and West Godavari in the last two decades, Maoists have till date managed to retain their hold in the AOB Districts like East Godavari and Visakhapatnam. According to sources, members of the division committee and red guerrillas have been continuously conducting meetings in the AOB villages. They are now telling people to send their wards to schools to be set up by them shortly and also bring the patients to hospitals set up by them, they added. With the Maoists regrouping, Security Forces (SFs) are on a high alert. "There are reports that new cadre has landed in the AOB. Maoists had already deployed some of the senior cadre from the Dandakaranya region in Chhattisgarh to AOB to recuperate from the losses of Ramaguda encounter," a senior Police officer told TOI. The sources said senior Maoist leader Jitender Reddy alias Krishna was recently seen in the Visakha agency. He may have been sent to the District to coordinate with the cadres and the public to rebuild the movement. Krishna was himself a former secretary of Galikonda Area Committee and has good knowledge of the agency areas. Along with him, Kakuri Pandanna, who was a former ‘commander’ of Ramakrishna alias RK's protection team, is also helping in regrouping in the area. The Maoists have already appointed senior cadre Ajay as secretary of the Srikakulam-Koraput Division Committee (SKDC) after the death of former secretary Chamala Krishnayya alias Daya in the Ramaguda encounter.

The Communist Party of India-Maoist (CPI-Maoist) cadres of the Andhra-Odisha Border Special Zonal Committee (AOBSZC) warned Andhra University Professor Jarra Appa Rao, former Naxalite [Left Wing Extremist (LWE)] Pilli Venkateswarlu alias Satyam and Telugu Desam Party (TDP) leader, SV Ramana, in Vishakhapatnam District on January 16, reports the News Nation. In a press release by the CPI-Maoist AOBSZC official spokesman Jagabandhu stated that these people were threatening local tribals and claiming that the banned outfit had permitted contractors to mine, following which they had set up crusher machines to extract granite and other reserves. Further, Jagabandhu stated, that Ramaguda encounter of October 24, 2016, in Odisha, was a pre-planned elimination of unarmed CPI-Maoist cadres by Andhra Pradesh and Odisha Government, reports Times of India.

According to data collated by the National Bomb Data Centre (NBDC) of the National Security Guard (NSG), the areas affected by Naxalism [Left Wing Extremism (LWE)] saw a 21 per cent increase in bomb blast incidents in 2016 as compared to 2015, reports The Indian Express, on February 13. Casualties in such incidents went up by almost 60 per cent, the NBDC said in its annual report. 65 per cent of all improvised explosive device (IED) blast casualties occurred in LWE-affected areas. According to the report, the figures available till December 15, 2016; 1,420 Naxals surrendered last year as compared to 570 in 2015. In Chhattisgarh, the IED incidents increased by 50 per cent and Andhra Pradesh saw a five-fold increase over 2015. Odisha witnessed an almost 100 per cent jump in IED incidents — from 15 blasts in 2015 to 29 blasts in 2016. Only Jharkhand and Bihar witnessed a decrease in IED incidents. Jharkhand witnessed nine IED explosions in 2016 as compared to 15 in 2015. In Bihar, it was 10 against 12 in 2015.

SFs suspect that Maoists, who are on a killing spree as an act of revenge for the Ramaguda encounter, may engage in violent activities to show their presence. A document released in the name of their ‘General Secretary’ Ganapati recently urged the cadres to use the occasions as a platform for recruitments and creating awareness among the people to wage war against the state.

Extending their support to Girijans in the area, Maoists told Vijay to mend his ways else threatened with dire consequences. The letter also alleged that Vijay & co is behind the illegal quarry digging in the region and even accused them of threatening the local media persons who go against them. The letter said to have come from Kailash, Maoist Party’s East Division Secretary. He demanded to immediately stop the diggings in Sarugudu and Rajapaka and threatened with severe consequences if they go ahead ignoring the ‘orders’.

Ramakrishna, who heads the Andhra-Odisha Border Special Zonal Committee (AOBSZC) of the Maoists, is believed to be injured in a gunfight with a joint team of Odisha and Andhra Pradesh Police in Malkangiri on October 24, 2016. "He may try to move out of his hideout, taking advantage of rains. This is the chance to catch him," Koraput Sub-Divisional Police Officer (SDPO), Jagannath Rao said. In Odisha, Koraput and Malkangiri Districts have been the main theatres of his activities. "He is cunning as a fox and a master strategist. If we take him out, it will be a body blow to the Maoist movement," said a Police officer. Ramakrishna's grip over the Maoists active in Odisha became firmer following the arrest of top Odia Maoist leader Sabyasachi Panda from Berhampur in July 2014.

Coming down heavily on Naxals [Left-Wing Extremism (LWEs)] across the country, the Union Ministry of Home Affairs (UMHA) has issued directives to all the Paramilitary Forces and Security establishments to be more "vigilant" and go "combative" while dealing with Naxals, reports DNA India on July 24. The Centre Government has also asked the Security Force (SFs) not to shun the multi-prone approach like initiating development works in the Naxal-affected areas and facilitating surrender of the Naxals.As per the UMHA, till June 30 this year, 424 Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before various laws enforcement agencies across the country. This year, in Chhattisgarh, 298 Naxals surrendered, followed by Jharkhand with 38 surrenders and Andhra Pradesh 35. In West Bengal, 11 surrendered, in Telangana and Bihar 2 each, in Odisha 27 and Maharashtra 7.According to the ministry report, Chhattisgarh and Jharkhand together accounted for 68.5 per cent of the violent incidents and 69 per cent of deaths. Bihar followed by Odisha and Maharashtra accounted for 12.3 per cent, 8.2 per cent 6.9 per cent incidents.

The battalion is the first central force allotted to the State capital. Chhattisgarh Police would be using night vision Monocular for tracking the Communist Party of India-Maoist (CPI-Maoist) cadres in the Naxal [Left Wing Extremism (LWE)] affected areas of Chhattisgarh, reports The Pioneer on September 18. The Union Home Ministry (UHM) has already heightened the use of unmanned aerial vehicles (UAVs) and Closed-Circuit Television (CCTV) surveillance in insurgency pockets of Chhattisgarh. There is also enhanced co-ordination with the State Police and undertaking intelligence based joint operations. It is important to note that a total 259 battalions of Central Armed Police Forces (CAPFs) were deployed in the Naxal affected region of the State. The deployment in other States is as follows- Andhra Pradesh (16), Telangana (12), Bihar (57), Jharkhand (144), Madhya Pradesh (8), Maharashtra (34), Odisha (102), Uttar Pradesh (6), and West Bengal (53). Srinu went to Korukonda tribal market, where he ran a small business, on October 15th morning. While returning home late in evening, a group of Maoists, believed to be members of the Korukonda Area Committee, abducted and later killed him, Police said. "The Maoists killed Srinu in Vizag agency. Our team identified the body and found bullets near the body," Visakhapatnam Rural Superintendent of Police (SP) Rahul Dev Sharma said, adding that Chintapalli Police have registered a case. The Union Ministry of Home Affairs (UMHA) has decided to use the Central Armed Police Forces (CAPFs) and more than 500 of their camps, located in areas affected by Naxal [Left Wing Extremism (LWE)] violence in different States, as the focal point for delivering Government-run schemes and programmes among villagers and tribals, reports Indian Express on November 28.The UHMA believes this is also one way to counter the perception about Government as propagated by the Naxals and promote the development to villages abutting these camps. The Ministry has termed is as ‘camp village development (CVD)’. According to the report, UMHA sent a letter to Principal Secretaries (Home) of the Governments affects by the Naxal violence - Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, Odisha and Telangana on November 20. The District administration should also coordinate and make best use of CAPFs for delivery of centrally sponsored or State sponsored schemes in the villages nearby the camps. There are 118 battalions of CAPFs deployed in these seven States. Besides, States have raised Indian Reserve Battalion (IRBs) and special IRBs, and 10 CoBRA (Commando Battalion for Resolute Action) of the Central Reserve Police Force (CRPF) battalions have been deployed to handle Naxal violence.

A case was registered against him by the Vizag Police for carrying out weapons and explosives. He was in Visakhapatnam jail since April 4, 2017. There are eight cases against him and he was sentenced to eight years in various jails. All his cases are related to CPI-Maoist activities.
