A Union Home Ministry report revealed that among the worst Naxal (left wing extremism)-infested states, maximum Naxalites were killed in Chhattisgarh, Director General of Police (DGP) Vishwa Ranjan said, according to Business Standard. Minimum Naxal incidents had taken place in the state in the last one year as well, he added. Ranjan said 217 encounters took place between the Security personnel and Naxalites in various parts of the state in 2009. During the encounters, 107 Naxalites were gunned down, the DGP said. The figure could be much more as the Police officially take down the number on the basis of bodies found. Since the rebels carry away the bodies, Police suspect that the number will be more. "Even the Naxal literatures underline heavy casualties in Chhattisgarh," Ranjan added. Referring to the operation against the Naxalites, Ranjan said the drive of Chhattisgarh Police was on while the joint operation with the central forces would be launched soon. "We are getting support from the villagers to the Centre in our operation against the Naxalites," he added. The central Government had provided adequate forces for the operation against the ultras while the assistance would continue in future as well, Ranjan said, adding that after the inhuman acts of the Naxalites, villagers in the interior areas of red zone are helping the Security personnel. The Police chief said the urban network of the Naxalites was under scanner and Police were keeping a close vigil as without an urban base, the Naxals cannot operate an underground movement in the forests

The booklet said 217 gun battles were fought in 2009 till December 15 and 107 Communist Party of India-Maoist (CPI-Maoist) cadres were killed. A total of 177 Maoists and 445 sangham members, followers of the CPI-Maoist, were arrested in the State in 2009.

The Communist Party of India-Maoist (CPI-Maoist) now has developed the expertise to clone sophisticated weapons, including assault rifles of AK series, according to Times of India. Security agencies came across the Maoists’ innovative skills when a Central Reserve Police Force (CRPF) team neutralized an arms manufacturing unit in the forests close to Gobardaha village in the Chatra District of Jharkhand and recovered a number of ‘duplicate’ AK-47 and AK-57 rifles of “high standard”. The CRPF also seized as many as 59 different types of instruments, which were used to manufacture and assemble these rifles and various types of pistols. An unnamed official said, “Though Security Forces have busted other arms manufacturing units of the Maoists in Chhattisgarh, Maharashtra, Madhya Pradesh and Andhra Pradesh in the past, they have for the first time come across such sophisticated weapons of high standard, manufactured by the ultras.” The first big arms manufacturing unit of the Maoists was neutralized by Andhra Pradesh Police in 2006 when they recovered a huge stock of rocket shells and launchers in the State. Probe later revealed that the Maoist’s ‘technical wing’ designed the launchers and initially made them at a foundry in Chennai.

As per the Annual Report 2009-10 of the Union Ministry of Home Affairs (MHA), Left Wing Extremist (LWE) violence in Chhattisgarh and Andhra Pradesh have seen a drop in 2009 as compared to the situation in 2008, reported DNA on March 30. There were only 529 incidents of LWE violence in 2009 in Chhattisgarh as against the 620 in 2008. Similarly, in Andhra Pradesh, as against the 92 such incidents in 2008, there were only 66 in 2009, according to the Annual Report 2009-10 of the MHA. Interestingly, 2009 has seen an overall increase in incidents of LWE violence from 1,591 in 2008 to 2,258 in 2009. West Bengal has seen a seven time increase in LWE violence with the State reporting 255 such incidents in 2009 as against a mere 35 in 2008. In Orissa, the incidents have more than doubled as compared to 2008. While there were 103 such incidents in the State in 2008, there were 266 in 2009. Other LWE infested States like Jharkhand, Maharashtra, Bihar and even Uttar Pradesh have seen an increase in LWE violence. Overall, 908 lives were lost to such violence in 2009 as against 721 in 2008.

DNA reported that according to a joint report by the Intelligence Bureau and West Bengal intelligence, CPI-Maoist has set up an eight-member special coordination committee to improve coordination between different units in Maoist affected States. Lalgarh in West Midnapore District would house the headquarters of this Maoist committee. According to the report, the eight representatives in the new committee are Papa Rao and Gopal from Dantewada-Bijapur (Chhattisgarh), Arjun and Bihari from Gurbandha, Sukhdev and Uday from Malkangiri-Koraput (Orissa) and Kanchan and Shahebda from Junglemahal. While Shahebda is a CPI-Maoist politburo member, Kanchan is a state secretary in West Bengal. The report added that all eight Maoists are currently hiding in the Belpahari region of West Midnapore District.

A court of inquiry (CoI), set up by the Central Reserve Police (CRPF) to probe "specific acts of omission and commission" by an inspector general and three other officers in connection with the April 6 Dantewada Maoist attack, on June 30 submitted its report to the force headquarters in New Delhi. The inquiry was constituted in the aftermath of the recommendations of E. N. Rammohan Committee, which probed the Dantewada massacre, that "specific" responsibility of the four officers should be "fixed" and disciplinary proceedings, if needed, be initiated. 75 CRPF personnel and a Chhattisgarh Policeman were killed by Maoists in the attack.

According to Times of India, Indian Air Force (IAF) is contemplating deployment of additional helicopters in the ongoing anti-Naxal [Left Wing Extremist] operations, with its two Mi-17s and two Dhruvs already operating in Chhattisgarh armed with "sideward mounted machine guns'' to fire back in "self-defence'' if they come under attack from Communist Party of India-Maoist (CPI-Maoist) cadres. IAF feels it will be in a better position to deploy additional helicopters for logistical support in the coming months since its 19 choppers currently deployed in UN peace-keeping duties in Congo are slated to return to India soon. "Moreover, the first lot of the 80 advanced Mi-17 helicopters ordered from Russia, for around $1.2 billion, should begin arriving by October-November,'' said a source.

Combined forces battling the Communist Party of India-Maoist (CPI-Maoist) in seven States are not having much success, Union Home Ministry statistics for 2008, 2009 and the first six months of 2010 show. Combined forces men are running anti-Maoist operations in Orissa, Chhattisgarh, Maharashtra, Andhra Pradesh, Bihar, Jharkhand and West Bengal. Compared to previous years, the performance of the combined forces has slipped in 2010. In the first six months alone, 209 Security personnel have been felled by Maoists. In 2009, a total of 317 soldiers were killed and 231 were killed in 2008. However, fewer Maoists died at the hands of Security Forces (SFs). Between January and June, just 97 ultras were killed in encounters. A total of 217 Maoists died in 2009 and 199 in 2008. The high number of civilians killed by Maoists in these three years also goes to show how badly the combined forces have done. During the first six months of 2010, the number of civilians killed by ultra-reds stand at 325, whereas 591 and 490 were killed during the whole of 2008 and 2009. Very few Maoists surrendered this year too, which is another cause for worry. In 2008, 400 Maoists gave up arms and expressed their wish to join the mainstream. This number fell to just 150 in 2009 and to 134 between January and June 2010. The only silver lining was that the paramilitary were successful in destroying many Maoist training camps, the home ministry report shows. In 2008, there were 199 training camps. In 2009, Maoists set up 18 more camps, but the forces destroyed many and today, only 97 camps are known to exist.

Communist Party of India-Maoist (CPI-Maoist) called upon its cadres to repeat Dantewada like attack (in which 75 Central Reserve Police Force personnel were killed in Chhattisgarh in April 2010) as a counter offensive to the Operation Green Hunt taken up by the UPA Government to crush the Maoist movement in the Dandakaranya region. A report signed by spokesperson Abhay and released on October 4, said the Maoists had lost 1500 of their comrades after the formation of the party and 300 in the last one year. In all, 10,000 people died in the Naxal movement in the country, the report said. It stated that there was a qualitative change in counter-intelligence activities after UPA came to power for the second time. The party said the "War on People" in Andhra-Orissa, Telangana-Chattisgarh, Jharkhand-Orissa, Jharkhand-Bihar and Dandakaranya regions was influenced by the "War on Terror" unleashed by the US." The report also noted that though the movement had suffered some setbacks in Andhra Pradesh and north Chhattisgarh and north Orissa, it had many successes which compensated the loss and gave a boost to the self confidence of the cadres. According to the note, eight top most leaders, including Azad, were killed between May 2009 and June 2010 and another 10 state-level leaders were either killed or were put behind bars. The party listed the attacks of Singanamadugu, Tadimetla, Kongera (Chhattisgarh), Laheri (Maharashtra), Sankrail and Silda (Bengal), Gumla, Vishnupur, Latehar (Jharkhand) Tandwa Bazar (Bihar) as successful attacks and said all these incidents won the party the support of the revolutionary forces, intellectuals, democrats, progressive and patriotic forces.

According to sources, two operatives of the Pakistan-based terror outfit Lashkar-e-Toiba (LeT) attended a meeting of the Communist Party of India-Maoist (CPI-Maoist) near Bastar region of Chhattisgarh early 2010, Director General of Police (DGP) Vishwa Ranjan said on November 10, reports Times of India. "Two LeT operatives attended a CPI-Maoist central committee meeting as observers, held sometime in April-May this year. They met in a jungle inside Orissa, close to Bastar," said the DGP. "This information is based on a single source, and needs to be cross-checked," he added. The DGP, a former Additional Director of Intelligence Bureau (IB), took charge as the State's Police Chief in July 2007.
