In a path-breaking measure, the Union Government has decided to involve missionary groups of various hues in taking its programmes to the people in areas affected by Naxalite [Left-Wing Extremism (LWE)] activities, reports The Hindu. Apart from giving the green signal to engage Ramakrishna Mission Ashram in Narainpur District in Chhattisgarh, which the Communist Party of India-Maoist (CPI-Maoist) claims to be a liberated zone, Union Minister of Rural Development Jairam Ramesh has decided to engage the services of Catholic bishops to spearhead development activities among the tribals of Odisha, Jharkhand and Chhattisgarh, three States affected by LWE activities. In a letter to Chhattisgarh Chief Minister Raman Singh, Ramesh has given his clearance for an INR 230 million proposal of the ashram to undertake various activities in the Maoist-affected District. According to Ramesh, the ashram is the only group working in Narainpur District since its inception in 1985 while the Government has been unable to make its presence felt.

Stepping up the deployment of Security Forces (SFs) in the Naxal [Left Wing Extremism (LWE)]-belt, the Union Ministry for Home Affairs (MHA) has given its nod for additional deployment of 7,000 personnel in the inter-State border areas of Chhattisgarh, Jharkhand, Odisha and Maharashtra, reports Deccan Chronicle. The additional personnel will be deployed from the Central Reserve Police Force (CRPF) and Border Security Force (BSF). The MHA held a high-level meeting with top officials of the four States on January 20 and gave the sanction for deployment of additional forces.

The Central Government on January 30 admitted that execution of road projects in Naxal [Left Wing Extremism (LWE)]-hit States has been delayed and only 730 kilometres of the proposed 5,477 kilometres highways network could be completed so far, reports IBN Live. "So far, work in 730 kilometres length has been completed. There has been poor response from contractors for works in Chhattisgarh, Jharkhand, Maharashtra and Odisha," an official statement by the Road Transport and Highways Ministry said. The Government had approved a programme for development of 5,477 kilometres roads in 34 LWE affected District in eight States at an estimated cost of INR 73 billion, the statement said. The completion period of the projects vary from one to three years. However, it added that it has relaxed the eligibility criteria for the contractors to encourage larger participation and at present work is underway on 140 projects entailing an investment of INR 44.28 billion in affected States.

Sources said the Government is also in the final stages of approving three significantly large military stations or training centres in the Maoist affected areas. First is the proposal to set up a National School for Counter Insurgency at Saraipali in Mahasamund District of Chhattisgarh. The second proposal is for a fully fledged military station at Chakarbhata near Raipur. Sources said the Government is starting land acquisition for the station. Earlier reports had speculated that the Army wanted to shift its Special Forces Training School from Nahan, Himachal Pradesh to Chakarbhata. The third is the decision to ensure a regular military presence in the Narainpur Maneuver Range in Chhattisgarh. An official said the effort is to ensure that a brigade size Army training group is present at any point of time in the range. Army troops have in the past practiced in the range.

The prospects for the release of the abducted Sukma District Collector Alex Paul Menon brightened, when the Chhattisgarh Government and interlocutors for the Communist Party of India-Maoist (CPI-Maoist) in the night of April 30 hammered out an agreement to constitute a high-power official committee to examine the cases of all prisoners (with a focus on tribals) in the State and to expedite their release, reports The Hindu. Appealing for the release of the Collector at a press conference in Raipur, the interlocutors - B.D. Sharma and G. Haragopal - said the committee would become operational within an hour of Menon being freed. The panel will be headed by retired Indian Administrative Service (IAS) officer Nirmala Buch and the members will be Chief Secretary Sunil Kumar, Home Secretary N. K. Aswal, and DG Anil M. Navaney.

The Communist Party of India-Maoist (CPI-Maoist) has claimed that hi-tech preparations were being made by the Governments and the Army in tribal Bastar region in Chhattisgarh to supress the revolutionary movement, reports The Times of India. In a 17-page detailed paper, highlighting various issues pertaining to the "Peoples' movement" in Dandakaranya region in general and tribal Bastar region in particular, the Maoists said unmanned aerial vehicles (UAV) or drones manufactured in US and Israel are also being used on a vast scale in the region. Alleging that the UAVs were being used for suppression of the peoples' movement, the CPI-Maoist has condemned its usage continuing its tirade against presence of Army in tribal Bastar region in Chhattisgarh. It also accused the Bharatiya Janata Party (BJP) for extending its support to the UPA government at the centre and favouring deployment of Army. "The UAVs take real time images, find out about the guerrillas' movements and their camps on the ground and send the data to the control room and in turn they are sent immediately to the forces participating in operations through modern devices", the paper said adding that small UAVs named 'Netra' that run on rechargeable batteries are carried and used by the forces during the operations. It claimed that 1800 new mobile towers were being built in the Maoist movement areas. A Regional Navigation Satellite System is being established under the direction of Indian Space Research Organization (ISRO). Claiming that all these resemble war preparations, the Maoists' paper explained in detail their point of view regarding the presence of Army in tribal Bastar region. The rebels described the government claims a facade. The paper further pointed out that the troops' presence in Bastar was not just for training, alleging that it was an excuse to cover up preparations for war against revolutionaries.

The Judicial commission report into the June 28, 2012, killings at Sarkeguda in Bijapur District of Chhattisgarh says there is no evidence that the 17 persons killed were cadres of Communist Party of India-Maoist (CPI-Maoist), and it has detected “manipulation in probe” after the killings, reports The Times of India on December 2, 2019. A joint team of Central Reserve Police Force (CRPF) and Chhattisgarh Police had gunned down 17 persons at Sarkeguda in the night of June 28. Security Forces (SFs) had claimed they had launched an operation on the basis of inputs about the presence of Maoists in Sarkeguda and killed 17 Maoists. However, locals insisted those killed were not Maoists but innocent villagers, who had assembled for a village meeting. Later, on July 11, 2012, a one-member judicial commission, headed by Justice V K Agrawal, a retired judge of Madhya Pradesh, High Court, was formed which submitted its report to the State Government in November 2019. The Justice Agrawal report doesn’t use the words ‘fake encounter’, but indicates that those killed were not rebels. The five men with Maoist records had cases registered against them under the Arms Act besides some other sections of Criminal Procedure Code, according to information received from Chhattisgarh Police. Marakkam Suresh, Madavi Aayutu, Marakkam Nagesh, Korsa Bije and Marakkam Soma are said to have Police records. All except Soma, who is injured, were killed in the encounter. Marakkam Suresh was also accused in the famous 2007 jailbreak incident at Dantewada, in which nearly 300 prisoners had escaped, according to police records.

Bastar Inspector General of Police TJ Longkumer said on August 24, “Security forces have been put on high alert in view of the Central investigative agencies inputs. Andhra Pradesh-based top Maoists are now sneaking into Bijapur district with a purpose to carry out attacks on police and paramilitary forces.” Bijapur District Superintendent of Police Prashant Agrawal said, “Maoists are now playing a psychological game against security forces. To curb movement, they are planting internal areas of the District, especially roads, often with fake improvised explosive devices (IEDs) filled with soil, just to test the nerves of security forces fighting against them.”

Intelligence officials on October 20 sounded an alert that Communist Party of India-Maoist (CPI-Maoist) were working on a strategy to open a new corridor between the states of Chhattisgarh and Jharkhand in the coming winter by taking advantage of freezing cold and foggy situation in the forested border region, reports Deccan Chronicle. A Senior Police officer requesting anonymity said, “We have received intelligence reports that the Maoists are planning to regain their ground in north Chhattisgarh regions bordering Jharkhand to open a new corridor between the two states. Security forces usually do not venture into the area in winter due to hostile climate”. According to him, after a long hibernation of almost half-a-decade since they were decimated in north Chhattisgarh, CPI-Maoists have again launched a move to enter the region. Reports reaching from several parts in the region said that the Maoists were trying to befriend with local tribals with various allurements. The locals have, however, so far spurned their overtures and even tipped the forces about their movements in the area.
