According to the Annual Report of the Chhattisgarh Police, at least 78 persons, including 31 police personnel, were killed in 103 encounters in the State in Naxalite-related violence during year 2003. "A total of 103 encounters took place between Naxalites and police in the year 2003, in which 31 security men, three government employees and 35 civilians were killed,'' police sources said. The People's War Group (PWG) and the Maoist Communist Center (MCC) were active in 96 police stations areas of the State spread over about seven districts and there was an increase in Naxalite activities in 2003 compared to the previous year, the report added.

According to the Newindpress, the proscribed People's War Group (PWG) may soon change its name to All India Maoist Communist Centre (AIMCC) by merging with the Maoist Communist Centre (MCC) which has a sizable presence in Bihar and Jharkhand. The understanding between two outfits was reportedly reached after the recent mediation of another north-based Marxist-Leninist (ML) outfit, the Revolutionary Internationalist Movement (RIM). The MCC, which is currently holding talks with PWG and a few other left-wing organisations in India and Nepal, is ready to work together with other parties, the report added.

The Pioneer on June 24 has reported that due to frequent police operations in the Raichur and Gulbarga districts of north Karnataka, bordering Andhra Pradesh, left-wing extremists (also known as Naxalites) belonging to the People’s War Group (PWG) have shifted their base to the dense forests of the Western Ghats in southern Karnataka. The report also said that the Karnataka 'State Committee Secretary' of the PWG, Prem, has demanded that the Government should immediately stop eviction of tribals from the Kudremukha National Park in Chikmagalur district and put an end to combing operations and ‘encounters’ by the police.

The Hindu has reported that left-wing extremists (also known as Naxalites) belonging to the outlawed People’s War Group (PWG) distributed some private land at Adigoppula village in the Guntur district of Andhra Pradesh. The PWG also conducted gram sabhas (village meeting) at several places in the Palnadu area during the past two to three days. The report also said that while the PWG organised the sabha at Gollapeta in Bellamkonda mandal (revenue division) on July 16, asking villagers to come to them to get their disputes resolved, the Communist Party of India -Marxist Leninist (CPI-ML) Janashakti activists organised a gram sabha at Kesanipalli in Dachepalli mandal on July 17 in the same district.

Quoting an intelligence report, the Telegraph indicated on October 7 that left-wing extremists (also known as Naxalites) of the banned People’s War Group (PWG) and Maoist Communist Center (MCC), active in the jungles of West Midnapore district, are planning to carry out attacks in the State. The report said Naxalites might engineer bomb blasts and killings after the forthcoming Durga Puja festival. According to district police chief Vineet Goyal, "We have information there are large amounts of explosives tucked away in the jungles. We also have reports that the PWG-MCC is drawing up a hit list." Intelligence sources said the number of Naxalites in the district is increasing with many coming from the States of Andhra Pradesh and Orissa. "While a year ago, the number of PWG-MCC activists was about 40 in the district, now there are about 90 of them. A large number of them are in the jungles of Lalgarh and Salboni," said the report.

According to The Telegraph, two left-wing extremist (also known as Naxalites) outfits, the People’s War Group (PWG) and Maoist Communist Centre (MCC), have signalled the formation of a "new unified party" which will be known as Communist Party of India (Maoist). A formal announcement to this effect is expected on October 14, today, by Ganapati, the ‘general secretary’ of the PWG, the report added. The report says that armed squads of the two outfits have merged and sources claimed that the "action" at Mahuadanr in the Palamu district of Jharkhand this week was carried out by the ‘unified command’. The report quotes a pamphlet stating that the merger follows ironing of their political differences.

The Naxalites put forth four demands — withdrawal of criminal cases against participants in people's struggles, release of political prisoners, scrapping of rewards on the heads of revolutionaries and a check on the activities of anti-social elements and armed mafia gangs. This came as a surprise to the Government side, led by the Home Minister, K. Jana Reddy, which expected the naxalites to abide by their resolve to take up "people's agenda." After eight-hour long negotiations, Mr. Jana Reddy stated that the issues raised by Naxalites would be referred to the Government and the final decision made known before conclusion of the current round of negotiations.
