The Districts named are Adilabad, Karimnagar, Khammam, Medak, Mahbubnagar, Nalgonda, Warangal and Nizamabad. Only the two urban districts of Hyderabad and Ranga Reddy have been excluded from the list. Incidentally, among the 106 Districts declared as LWE-affected, eight districts of Andhra Pradesh also figure - Anantapur, East Godavari, Guntur, Kurnool, Prakasam, Srikakulam, Visakhapatnam and Vizianagaram. "By this reckoning, 16 of the 23 districts of erstwhile united Andhra Pradesh are hit by Naxalite violence. How could this be possible?" wondered a senior police official.

Fifty-three people were executed by the Communist Party of India-Maoist (CPI-Maoist) after ‘kangaroo courts’ found them ‘guilty’ in the five worst Naxal [Left Wing Extremism, LWE]-hit states of the country in the last three years, reports The Hindu on March 13. According to Union Ministry of Home Affairs (UMHA) statistics, 18 civilians were killed following the directives of ‘kangaroo courts’ or ‘Jan Adalats’ in 2015 for being alleged ‘Police informers’ or “for not believing in Maoist ideology“. During 2015, 41 ‘Jan Adalats’ were held by Naxal cadres in five LWE affected states, Andhra Pradesh (1), Bihar (6), Chhattisgarh (14), Jharkhand (14) and Odisha (6). Altogether 15 civilians were executed in 2014 following orders of 54 ‘Jan Adalats’ and 20 civilians were killed in 2013 under the directives of 63 ‘Jan Adalats’“To create terror among civilians in the LWE affected areas, the Maoist cadres, in their ‘Kangaroo Courts’, also called ‘Jan Adalat’, or ‘Praja Courts’, execute sentence against the civilians, who do not subscribe to their ideology in the areas under their domain or labeling them as ‘police informers’,” a Ministry of Home Affairs (MHA) official said. In 2016, till February 15, two ‘Jan Adalats’ have been held in Chhattisgarh. While nearly one lakh paramilitary personnel continued to be deployed in LWE-affected areas, the 10 Naxal-hit states; Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana, West Bengal and Uttar Pradesh, saw 226 deaths in 1,088 incidents of violence perpetrated by Maoists in 2015. In 2015, of the 226 deaths, 168 were civilians and 58 were Security Force (SF) personnel. As many as 89 Maoists were also killed and 1,668 were arrested and 570 cadres surrendered before authorities during the year.

Naxal-[Left-Wing Extremism (LWE)]activities continue to be a matter of concern with 35 Districts in seven states being badly-hit, according to the annual report of the Union Ministry of Home Affairs (UMHA) for 2015-16, reports PTI. "Left Wing Extremism (LWE) remains an area of concern for internal security of the country," the report submitted to Parliament said. While 106 Districts in 10 States are affected by Communist Party of India-Maoist (CPI-Maoist) activities in varying degrees, 35 Districts in seven states are the most affected. "CPI (Maoist) continues to be the most potent among the various LWE outfits in the country and accounts for more than 80 per cent of total LWE violence incidents and resultant deaths," the report said.

The Intelligence Bureau (IB) has raised concerns over growing incidents and recovery of huge number of Improvised Explosive Devices (IEDs) in Naxal-[Left-Wing Extremism (LWE)]-affected areas and has asked the Central Reserve Police Force (CRPF) to be extra vigilant and strictly follow the procedures while operating in the area, reports The Times of India on April 19. According to a report prepared by IB, a total of 1,702 IEDs weighing nearly 5908 kilograms were recovered from 10 LWE-affected States in 2015, prompting security agencies to tell their ground forces to be extra vigilant. During 2014, 523 IEDs were recovered and were half the weight of the bombs seized in 2015. 2015 also accounted for the recovery of the highest number of detonators--20,871--used to trigger these IEDs. In 2014, the numbers were 6,643. A senior official working in the anti-LWE operations domain said that in the first three-and-a-half months this year (2016), there was again a spurt in IED related casualties and injuries. "While nine personnel lost their lives, 13 have been injured and two had to undergo amputation during this time period. About 250 such improvised bombs have been recovered this year," he said. "Gun battles are reducing between security forces and Naxals. It has been analysed that Maoist cadres are low on weapons and obviously no match with the security forces when it comes to fire power. Hence, IED attacks of the deadly variety are increasing," the official added.

a Maoist diktat in several blocks of Gumla District has prompted the administration to bar students of two residential schools from visiting their parents during summer vacation, reports The Times of India on May 3. A source in the District Administration office said Maoists had asked villagers to send "at least one child from each family for induction". The rebel outfit recruits children in its bal dasta (child squad). The District Police had earlier saved 24 children, including 14 girls, in March from the clutches of Maoists after their parents sought protection. Gumla District Collector Shrawan Sai said on May 2, 84 children in the two residential schools in Bishunpur and Ghaghra blocks would stay in hostels. The schools are run by the Welfare Department. Most of the students are from villages in Bishunpur, Ghaghra and Nirasi blocks, which are tribal-dominated. Sai said 200-odd children, 50 percent of whom are girls, from Maoist-affected villages have enrolled and all of them would be shifted to the two newly constructed buildings. The District Collector made it clear that only those children "staying in the two hostels" would not be permitted to go home for summer holidays.

The Central Reserve Police Force (CRPF) is set to deploy over 560 women ‘commandos’ for undertaking anti-Communist Party of India-Maoist (CPI-Maoist) operations in select Maoist-affected States, reports The Times of India on May 9. The ambitious plan to deploy such a large number of women in the most challenging combat theatres in the country's internal security domain got moving, with a batch of 567 women passing out from the force's training centre in Ajmer last week. K. Durga Prasad, CRPF Director General (DG), said the batch will now be deployed in phases in LWE areas in the 'company formation' style, which means about 100 personnel at one time. "These women have been trained keeping in mind the LWE tasks rendered by us. We thought to give them the toughest assignment in the initial years of their service itself," Prasad said.

Despite Odisha State Government's claim of improvement in Left-Wing Extremism (LWE) situation in the State, it is still a challenge in a number of Districts, reports The Times of Indiaon May 11. The situation is grim in parts of Malkangiri, Koraput, Nuapada, Rayagada, Kandhamal, Kalahandi, Balangir, Nayagarh, Rourkela and Bargarh Police districts, said the White Paper released by the State Government in the State Assembly. There is, however, improvement in the situation in districts like Jajpur, Dhenkanal, Keonjhar, Mayurbhanj, Gajapati, Ganjam, Nabarangpur, Sambalpur, Deogarh and Sundargarh. The report said in 2015, total 72 LWE-related incidents were reported in the State involving death of 26 civilians, four security personnel and nine hardcore LWE cadres. During the period, total 53 LWE cadres were arrested and 255 weapons, 168 Improvised Explosive Devices (IEDs) and large quantities of explosives recovered. Total 64 LWE cadres/militias surrendered in the State in 2015. The robust security response resulted in total marginalization of Odisha Maobadi Party of Sabyasachi Panda and significant containment of activities of Chasi Mulia Adivasi Sangha, a frontal organization of the CPI-Maoist, in Narayanpatna and Bandhugaon blocks in Koraput district, the report said. Due to a well-calibrated counter-LWE response of the State Government, 1,039 Maoist sympathizers, including many active members of revolutionary people's committees and village committee members, of Kalimela and Podia of Malkangiri District withdrew their support to the extremists. Apart from State Police, the Centre has deployed 17 battalions of Central Armed Police Forces - eight battalions each of Central Reserve Police Force (CRPF) and Border Security Force (BSF) and one battalion of Commando Battalion for Resolute Action (CoBRA), a specialized unit of the CRPF - in the state. The Central Forces are largely deployed in Koraput, Rayagada, Malkangiri, Kalahandi, Keonjhar, Mayurbhanj, Nuapada and Kandhamal Districts.The State Government is continuously monitoring construction work of 910-metre-long Gurupriya Bridge in Malkangiri that would provide direct connectivity to 151 villages of the cut-off area in Malkangiri District with the mainland. To strengthen road connectivity in the Maoist-infested districts, the government also urged the Centre to sanction 24 new road projects under Road Requirement Plan.

This comes days after the Maoists warned security personnel of retaliation alleging police excesses in the cut-off area. The programme comprised rural sports and games, entertainment, folk dance, awareness drive and medical camp with a message against the Maoists apart from addressing the grievances of the villagers. Over 5,000 tribals from 20 nearby villages attended the programme. "The villagers were made aware of the anti-tribal and anti-development attitude of the rebels and urged to join hands with administration for their all-round development," said Deputy Inspector General of Police (DIG) (South-West Range) S. Shyni, who interacted with the villagers at the programme. The villagers complained about lack of irrigation facilities, drinking water, education and road network, said Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra.

The Guntur Police arrested a woman Maoist leader identified as Bhutam Annapurna alias Aruna, who came to the capital region on the pretext of taking treatment last month (April). Through some organisations, which are fighting against the government for allegedly destroying greenery along Krishna river bund and in getting suitable compensation to the land losers, Maoists are trying to meet some farmers and those who are feeling distressed. A top Police officer said there are no underground activities in the capital region but there was information on movement of Maoists in Krishna and Guntur Districts. Instructions have been given to the VIPs not to move in villages without giving prior information to the Police, he said. “We have information about the Maoists working with some frontal organisations and some like-minded people in Krishna and Guntur districts. The CPI-Maoist was first banned along with its affiliates in Chhattisgarh in April 2006 under section 3 of Chhattisgarh Special Public Security Act-2005, and since then the State Government has been extending the ban every year. The six frontal organisations of the Maoists that have also been banned are -- Dandakaranya Adivasi Kisan Mazdoor Sangh, Krantikari Adivasi Mahila Sangh, Krantikari Adivasi Balak Sangh, Krantikari Kisan Committee, Mahila Mukti Manch and Jantana Sarkar. The ban will be effective from April 12, 2016, for the next one year, the official added.

After the encounter in December 2015 with the Security Force (SF) personnel, the members of the SambalpurDeogarhSundargarh (SDS) Division of the CPIMaoist had deserted the sanctuary and fled towards Nayagarh District. If sources are to be believed, the sanctuary is virtually turning into a den of the Maoists with armed cadres, between 40 and 100, reportedly camping in the forest. According to sources, their movements have been noticed particularly at Majhipara, Tarava, Kataranga, Bankadhara and Gillinda. They mingle with locals and try to garner their support by taking advantage of the latter’s resentment against forest authorities following certain restrictions in sanctuary areas. Sources said the Maoists were earlier using Bipradiha border area of the sanctuary as their transit route to Kalahandi and Jharkhand. Later, they intruded deep into the sanctuary and made it one of their hideouts.

In an indication of improvement in the LeftWing Extremism (LWE) situation in Odisha, 170 cadres of the Communist Party of IndiaMaoist (CPIMaoist) have surrendered in past two years, said the Odisha Government on May 16, reports The Hindu. Furnishing a reply in the State Assembly, Chief Minister Naveen Patnaik said highest 65 LWEs had laid down their arms in Koraput while 42 surrendered in Malkangiri District during 201415 and 201516. As many as 42 LWEs returned to mainstream in Sundargarh District during the period. According to the Chief Minister, the State Government had come out with first surrender policy in June 2006 and the same had been made attractive in 2014.

The suspects said they were also trying to obtain arms and ammunition with the help of Maoists.One of the arrested suspects, Mohammad Azhar, told the investigators that he made two failed attempts to contact Maoists in 2015. A native of Bhopal, Azhar was arrested by the National Investigation Agency (NIA) in February, 2016. He is suspected to be part of JunoodalKhalifaeHind, set up by Syriabased Shafi Armar, who has pledged allegiance to IS 'chief' AbuBakral Baghdadi.According to NIA, Azhar was pursuing 'Alim' course at Deobandi fountainhead, Darul Uloom madrasa (Islamic Seminary) since 2009, after his father expressed desire that one of his sons become a 'maulana'. Azhar first instructed Mehtaab and Amjad in August 2015 to go to Maoist areas to get information about the activities of the Leftwing extremists and the place where they could take shelter after violent activities in India, officials said. The probe revealed Mehtaab took admission at a madrasa at Bijapur in Chhattisgarh but failed to establish any links with Maoists. The group, as per investigators, was inspired by the strategies of Maoists and tried to locate a jungle or an isolated place as its hideout.

Official sources said that the sophisticated weapons are sourced from Nagaland and get transported to Maoists in Jharkhand by arm syndicates. The NIA is now in talks with Anti-Terrorism Squad (ATS) and Special Task Force (STF) of Nagaland, Punjab, Uttar Pradesh, Bihar and Jharkhand to chalk out a strategy from stopping the highly-sophisticated weaponry from reaching the Maoists in Jharkhand. According to official sources, NIA sleuths have managed to identify individuals allegedly involved in the smuggling of M-16 rifle.Official sources also said that Munger in Bihar is somewhat becoming an important transit point owing to its existing illegal arms markets. Munger is also home to several freelancers known for servicing and repair of sophisticated weapons such as M-16. Agency is also looking at the possibility of the M-16 in non-working condition being sent to Munger for servicing followed by its distribution in pockets where Maoists continue to operate.

The Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) Government at the Centre is set to reduce the number of Communist Party of India-Maoist (CPI-Maoist) affected Districts in the country by about a fifth, reports The Hindu on July 24. A senior Union Ministry of Home Affairs (UMHA) official has said that approximately 20 of the 106 Districts which have been described as being Maoist-affected and are part of the ‘Red Corridor’ may soon no longer be part of the list. This exercise, under way now for two years, is being done for the first time since 2006, when the Maoist-affected Districts were identified and graded on the basis of their violence profile. The names of the Districts and the reasons for being considered to be taken off the list have been communicated to the States and a response is awaited. Of these, 44 Districts are said to be the worst-affected. India has a total of 683 districts.Meanwhile, the Expenditure Finance Committee (EFC) has already given the go-ahead for an ambitious road project in the 44 worst-affected Districts. Under this project, the Government proposes to construct 5412 km road length and 126 bridges and it would cost INR 11.725 trillion.
