The banned terror outfit Lashkar-e-Toiba (LeT) is training and assisting Khalistani terrorists in Pakistan, Jagtar Singh Tara who was arrested in a joint operation of Punjab Police and the Royal Thai Police in January, said during his interrogation, reports The Times of India on May 20. Tara, who headed the Khalistan Tiger Force (KTF), is an accused in the killing of former Punjab Chief Minister Beant Singh in 1995. The revelations have led the investigation agencies to look into the role of LeT in the October 12, 2011 Ambala (Haryana) RDX haul inside an Indica car that was intercepted by Delhi Police while on its way from Jammu. The RDX was meant to carry out a major blast in the national capital (New Delhi) on Diwali that year (2011) and KTF had openly claimed responsibility. According to the interrogation report, Tara had held three meetings with LeT terrorist Asdullah Maulvi between 2012 and 2014 to deliver consignments of arms and RDX into Punjab. Maulvi is currently in Sialkot, Pakistan and is directly controlled by Inter-Services Intelligence (ISI), sources said. The report also said that Tara had told LeT that he did not have enough foot soldiers in Punjab to carry out attacks. LeT had then offered to send both 'hardware' as well as fidayeen attackers. According to Tara as many as six LeT men were backing KTF. "We are trying to ascertain the links between Khalistanis and Kashmiri militant groups. These disclosures are important for us to prove the togetherness of evil forces," said a senior officer.

In what constitutes undeniable evidence of Pakistan's involvement in the terror attack at Dinanagar in Gurdaspur District of Punjab on July 27, the intelligence agencies have found that the Global Positioning System (GPS) sets recovered from the slain terrorists were first fed with data on July 21 at Sargodha in the Punjab Province of Pakistan, reports The Times of India. The examination of GPS sets also shows that the three terrorists were sent with instructions to kill the District Magistrate (DM) and the Superintendent of Police (SP) of Gurdaspur, attack the Dinanagar Police station and inflict mass casualties by blowing up passenger trains. Top Government sources described the data retrieved from the GPS sets as "incontrovertible technical evidence of Pakistan's complicity", and expressed confidence that investigators would soon be able to determine the identity of the three attackers. The report said the GPS data shows that the masterminds had set three targets for the terrorists. The first was the Dinanagar-Pathankot rail track on which five bombs were found strapped. Dinanagar Police station, where the encounter took place resulting in the terrorists being killed, was the second on the hit list. The terrorists were expected to eventually proceed to the high profile targets of bungalows of the DM and the SP in the Civil Lines area of the town for what could have been a deadly climax. Lashkar-e-Toiba (LeT) has emerged as the prime suspect behind July 27 terror attack in Gurdaspur in Punjab, adds The Times of India. The modus operandi was reminiscent of the storming of police stations in Jammu and Kashmir (J&K), particularly the March attack carried out by LeT in Samba, while the equipment found on the three fidayeen such as GPS device, AK-47s and Chinese grenades, as well as a conscious effort on their part to conceal their identity bore the unmistakable stamp of a Lashkar operation. The Union Ministry of Home Affairs (UMHA)'s initial assessment is that the terrorists may have infiltrated from across Pakistan into Kathua, which borders Dinanagar, the site of the attack. "It is likely that they were headed for a fidayeen operation in Jammu region, but given the tight security there in the wake of intelligence inputs on LeT's plans to push in two groups of infiltrators into Kathua, they may have found it easier to target an adjoining location in Punjab," a senior Home Ministry official said. "The modus operandi - terrorists dressed in military fatigues, early morning strike, car-jacking, indiscriminate firing and storming of a police station followed by engaging security forces in an encounter - had all the elements associated with a typical LeT attack," the official added. UMHA on July 28 claimed that the attack led by three terrorists at Dinanagar Police station in Gurdaspur was a desperate bid by Pakistan's intelligence agency, Inter-Services Intelligence (ISI) to revive militancy in Punjab, reports Mumbai Mirror. Last week Punjab Director General of Police (DGP) and Chief Secretary were called for a meeting to apprise them of intelligence reports that ISI is making all possible efforts to regroup separatist forces within the state. "The Khalistan movement is all but over. Our reports suggested that ISI was making all possible efforts to cajole few remnant separatists but found no support. Their request for logistic support for their men was also not heard. Which is why we believe they sent three fidayeen," a senior MHA official said.

Analysis of data from two GPS (Global Positioning System) sets recovered from the Punjab attackers has actually thrown up two routes that the terrorists were supposed to take to reach Dinanagar in Gurdaspur District of Punjab, The Times of India reports on July 30. While both originate from Pakistan, they indicate different points of entry into India through the Punjab border. Both the routes, however, merge a few kilometres before Dinanagar. Sources said the two GPS sets were fed with two different routes on July 21 at Sargodha near Faisalabad in Punjab Province of Pakistan. One of the GPS sets shows a route originating from Mastgarh in Pakistan's Gujrat near Jammu border and then crossing the Jammu-Punjab-Pakistan tri-junction to enter Pathankot after crossing a rivulet merging into Ravi river. It then moves southwards to Dinanagar. Another route shows Malowal in Pakistan's Gujrat as the starting point and then shows Dorangla, 170 kilometre south of Malowal, in India's Punjab. The next marked place is the same as the first GPS set. Going by this route, agencies believe that entry could have been made through Narowal in Pakistan. Here too the terrorists are suspected to have crossed a tributary of Ravi to enter India. Curiously, the two entry points mentioned in the two sets are 40 km apart. It is important to ascertain the gap exploited by the terrorists so that a pattern of infiltration is established and the gaps plugged accordingly. Agencies are now scanning call intercepts and satellite imagery to reach a conclusion on the route the three terrorists may have actually taken to reach Dinanagar.Gujrat Narowal

A technical analysis of GPS [Global Positioning System] device used by the Gurdaspur attackers has thrown up coordinates in Sargodha, Pakistan, on July 21, with the same location also appearing as an undated entry, The Times of India reports on August 26. Experts have stumbled upon origins of the GPS sets in Taiwan or US, indicating that this is where they may have been picked up, and found that they were possibly located in the UK at some point of time. According to a dossier prepared by India, one of the GPS sets has coordinates of 12 places fed on it on July 21, indicating the route taken by the attackers from Ravi river to the place where they planted the Improvised Explosive Devices [IED] on the railway track and further to Dinanagar Police Station in Gurdaspur District. "It is possible that certain locations could have been observed by the terrorists on the display screen without getting recorded in the equipment menu," the technical experts who analysed the GPS device have reported. As for the second GPS set, experts confirmed that it shows "presence inside Pakistan". As per the analysis, coordinates (32.161639 N, 72:42E) on July 21 were observed near Sargodha near Canal Road, next to main Shahpur-Sahiwal road.

Gujarat tops the list of five Indian states that are considered the "safest" for circulating Fake Indian Currency Notes (FICN) allegedly pushed in by Pakistan's Inter-Services Intelligence (ISI) according to the latest data released by the National Crime Records Bureau (NCRB), The Statesman reports on September 6. Of the 30,354,604 FICN seized across the country, 87,47,820 were recovered from Gujarat in 2014. Chhattisgarh followed close on the heels with the seizure of 7,386,900 fake notes, while Andhra Pradesh, Punjab and Haryana saw recoveries of 5,437,600, 3,249,000 and 1,696,850 counterfeit notes. Police officers monitoring the circulation of FICN suspect that the ISI is pushing such notes in India which have a greater resemblance to India's high denomination INR 1,000 and INR 500 notes. The officers said that they have been noticing for the past few months that differences between genuine and counterfeit notes were reducing and that around five such differences have actually disappeared. "The paper being used to make the fake notes is now more similar. The stiffness is almost the same. "All the border areas in India have been facing the problem with the circulation of fake notes trade and the drug trade," said the officer. Apart from the road and railway routes, the air route via Bangladesh, Nepal, Sri Lanka, Malaysia, Singapore, Thailand and the United Arab Emirates (UAE), as also China and Holland, are being used for smuggling in fake notes.

According to the report, a letter sent by a senior Punjab Police officer to all District officers, citing inputs from Intelligence Bureau's Amritsar unit and advising them to take necessary steps. The letter, dated October 1 talked about an attempt by the ISI to send a group of terrorists trained in Sikh manners and customs to create trouble in the state. The letter said a group of 15-20 militants from Pakistan - who had undergone arms training under 26/11 Mumbai attack mastermind Hafiz Sayeed - had been trained in "Sikh traditions and Gurmukhi script at Pakistan's Gurudwara Sahib for about two months". Their trainer was Ranjeet Singh, the Chief of Khalistan Zindabad Force (KZF), it added. However, despite the advance information, protests seared Punjab over the acts of desecration, plunging the Akali-BJP Government into the worst crisis of its nine-year rule.

As the Central Government awaits a report from Punjab on the foreign linkages behind recent cases of desecration of Guru Granth Sahib, there are credible inputs with the intelligence agencies to suggest that Pakistan's Inter-Services Intelligence (ISI) may be plotting such incidents in its bid to revive the Khalistan insurgency in the State, reports The Times of India on October 23. The "foreign hand" theory gained ground after the Punjab Police, during their investigations, traced calls to Australia by two suspects arrested in the Faridkot sacrilege case, Jaswinder Singh and Rupinder Singh. The Police believe the funding for desecration incidents may have come from Australia and Dubai, which only confirms the agencies' long-held suspicion that ISI is working with pro-Khalistan elements in the Sikh diaspora to revive militancy in Punjab. In fact, intelligence inputs generated less than a month ago indicated ISI officials in Pakistan had met terrorists from jihadi outfits like Lashkar-e-Toiba (LeT) together with Sikh militants associated with Babbar Khalsa International (BKI) and Khalistan Zindabad Force (KZF) remnants, to plot strikes in Punjab, Jammu & Kashmir (J&K) and Delhi. Nearly 15-20 terrorists who were trained by ISI, which also issued funds for the anti-India strikes, were acquainted with Sikh traditions and Gurmukhi script at Kartarpur Sahib, a gurudwara in Pakistan, with the help of KZF's Ranjit Singh. They were also briefed on the topography of Punjab. Even the commemoration of Operation Blue Star anniversary earlier this year by hardline Sikh elements across the United Kingdom (UK), France, Canada, Germany, Pakistan and Malaysia, etc, was noted with concern by Indian agencies. More recently, ISI officials had reportedly visited a gurudwara in South Hall, London, to incite trouble ahead of Prime Minister Narendra Modi's recent visit there. A senior intelligence official claimed that ISI's mission to rekindle the embers of militancy in Punjab has been encouraged by the weakness of the state leadership and the churn in Punjab society.

Border Security Force (BSF) recently submitted a report to the Union Ministry of Home Affairs (UMHA) on the narco trafficking in Punjab from beyond the borders. The detailed report suggests an increase in drug smuggling across the border. In 2011, the BSF had seized heroin worth 67 kilogram, while in 2012; the seizure was elevated to 288 kilogram. These figures touched 313 kilogram and 324 kilogram in 2013 and 2014 respectively. It further stated that there are numerous couriers in the border regions of Punjab which are being paid INR 60,000 per kilogram, and well-network groups ensure the drug consignments are safely cleared and smuggled. Furthermore, to avoid the Police and Army surveillance, these well-established groups use sophisticated modus operandi to smuggle the drugs across the border. The modus operandi includes the use of Pakistani SIM cards by Indian drug smugglers and Indian SIM cards used by Pakistani drug lords to dodge the intelligence surveillance.

Pakistan’s intelligence agency, Inter-Service Intelligence (ISI), recently held a meeting with terrorist outfits, including Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM), Babbar Khalsa and Khalistan Zindabad Force (KZF), to revive the Khalistan movement in Punjab and execute more Gurdaspur-style terror attacks to destabilise peace in the state, New Indian Express reports on November 22. KZF 'chief', Ranjeet Singh alias Neeta, is said to be working closely with the ISI to carry out terror attacks in Punjab. According to intelligence inputs, Neeta has provided two-month-long language training to LeT’s Fidayeens (suicide bombers) near Gurudwara Kartarpur Sahib near Lahore, in Punjab (Pakistan). “The terrorists have been trained by Neeta in the Sikh tradition and Gurumukhi script. They are likely to be disguised as locals following infiltration. Local police departments and state law enforcement agencies have been put on high alert,” intelligence input based on intercepted communication revealed. ISI and terror groups sheltered by the Pakistani state authorities have been systematically trying to revive the militancy in Punjab with the help of Babbar Khalsa and outfits such as the KZF. The Pakistan-based outfits are also getting financial support from sympathisers in Germany and the UK.
