The probe carried out by National Investigation Agency (NIA) into the January 2, 2016 Pathankot attack finds out that Jaish-e-Mohammad (JeM) had plans to attack a local police station too, dnaindia.com reports on January 4. An intermittent delay in reaching the Pathankot Air Force in Punjab had almost prompted JeM to change their plans and attack a local Police Station instead of the air force base. The information is part of several other conversations, accessed by NIA, which took place between the JeM attackers and their handlers based in Pakistan. The conversations also include chats which took place during and after the attack between JeM handlers and other individuals based in Pakistan.According to the probe conducted by NIA, four attackers, who belonged to Pakistan based JeM, grew weary due to a delay and had spoken about their concern to Kashif Jan, a senior JeM member through a telephonic conversation. The attackers, all of whom were Pakistani nationals, had made calls to their handler to update him about their movement once they had crossed the border. At around 3.31 am on January 1, 2016 the handler, identified as Kashif, referred as Ustadji by the attackers, made a call on a phone which the attackers had snatched from Ikagar Singh, a taxi driver who was killed by the Pakistani nationals.According to the charge sheet the NIA had sent two letter rogatories or judicial requests seeking the arrest and interrogation of the accused that included JeM's ‘chief’ Maulana Masood Azhar along with other accused including Azhar's brother Mufti Abdul Rouf, Shahid Latif and Kashif Jan.The NIA submitted that in their judicial requests, it had asked for voice DNA samples of the accused, their addresses, relevant documents related to their debit and credit cards IP address used by them as well as their hard drives. The probe agency said reply to the request is awaited even though the last request sent to Pakistan authorities was in May last year.The charge sheet stated that the four Pakistani nationals identified as Nasir Hussain, Hafiz Abu Bakar, Umar Farooq and Abdul Qayum were residents of Vehari (Punjab), Gujranwala (Punjab), Sanghar (Sindh) and Sukkur (Sindh) of Pakistan respectively were responsible for the attack that claimed lives of seven security personnel during an 80-hour long stand-off inside the Indian Air Force station located in Punjab's Pathankot area. According to the probe the attackers were using AK-47 assault rifles with under barrel grenade launcher and muzzle attachment rifle grenade launchers which were made in the erstwhile USSR. Furthermore the pistols used in the attack were of Chinese make and the AK-47 ammunition recovered was from China, Russia and Yugoslavia. The clothes and medicines recovered were from Pakistan.

The Union Ministry of Home Affairs (UMHA) on January 9 reviewed the security situation in poll-bound Punjab and alerted the State Police on possible attempts by Pakistan’s Inter Services Intelligence (ISI) to foment trouble, reports India Today. UMHA asked the State Police to be on alert for communal incidents triggered by desecration of religious books, as had happened in 2015. The role of Pakistan was suspected in the incident. The Border Security Force (BSF) has been asked to step up vigil and keep a close tab on the activities along the border with Pakistan. The meeting at UMHA was attended by Punjab DGP Suresh Arora. Punjab will also see the largest deployment of Security Forces out of the 85000 Central Armed Police Forces (CAPF) personnel sanctioned by the UMHA for Assembly polls in five states. “We expect violence only in Punjab and Manipur and are taking adequate measures,” said a senior UMHA officialadds Indian Express.

A day after three people died in a car explosion in Bathinda District of Punjab, three more succumbed to their injuries on February 1, reports dnaindia.com. Three persons who were standing near the car, namely Harpal Singh Pali, a Congress worker, Ashok Kumar and his daughter Barkha, died on the spot. More than 12 persons were rushed to the nearest hospital with serious injuries and three of them Jaskarn Singh Jappi, Rattandip Singh and Subhash Singla succumbed to injuries while undergoing treatment in the local hospital. Eight people injured in the incident are still undergoing treatment in different hospitals in the city. A FIR was registered under Section 302, 307, 436, 427 of Indian Penal Code (IPC).Oneindia.com adds that the blast was a targeted terror strike, investigators have prima facie concluded. The presence of Improvised Explosive Devices (IED) and the strategic manner in which it was placed has led the Police to believe that the blast was a targeted terror strike. Investigators have, however, refused to name any one organisation responsible for the blast. From the blast site, the Police have recovered IEDs and also a pressure cooker in which the bomb had been placed. Officers inspect the vehicle in which the blast took place. The Police say that once the forensic report is out, there would be more clarity. "We have sent the material collected from the spot for forensic analysis.

National Investigation Agency (NIA) special court in Punjab on February 7, issued proclamation notices against Jaish-e-Mohammed (JeM) 'chief' Masood Azhar and three others in connection with the January 2016 Pathankot terror attack case, reports Indian Express. Apart from Azhar, the notices were issued against Abdul Rauf Asghar, Shahid Latif and Kashif Jan. According to the agency’s chargesheet, Azhar along with his brother Abdul Rauf, Latif and Jan masterminded the Pathankot attack.Latif and Jan were the key handlers of the four attackers and gave them directions all the way from their infiltration into India till the beginning of the attack. The proclamation notice, which has been issued under section 82 of Criminal Procedure Code, will have to be published in newspapers, including in Pakistan, NIA sources said. The agency had filed the chargesheet last December against Masood Azhar and the three others for plotting the terror strike that left seven Indian security personnel dead and 37 injured. The chargesheet is part of documents used by India for advocating its case for imposing UN sanctions against Azhar.

The Parliamentary Standing Committee on Home Affairs has wondered why Jaish-e-Mohammad (JeM) terrorists let go Punjab Police SP Salwinder Singh after waylaying his official vehicle and using it to reach the Pathankot airbase on January 2, 2016 to wreak havoc, The Times of India reports on February 14. The multi-party committee has also asked the Government to investigate the role of drug smugglers in facilitating the terrorists' entry into India. While the 70-page report directly attacks Punjab Police, it has asked many questions about the role of the National Investigation Agency (NIA)."The committee is unable to understand why the terrorists let the SP (Salwinder) and his friend (jeweller Rajesh Verma) off, which should be thoroughly examined by NIA. The committee understands that in this attack, the role of Punjab Police is also very questionable and suspicious as even after abduction of the Punjab Police SP, the Punjab Police took long time in arriving at the conclusion that their abduction was not just a criminal robbery but it was going to be serious national security threat," the report points out."Besides, the committee is of the view that the role of narco-syndicate active in border areas of Punjab should also be investigated as the terrorists might have taken help of channels or networks used by smugglers to infiltrate the border, shelter and carry out terror attack," the report adds.The reports also stated, "First of all, the committee is unable to understand that in spite of terror alert sounded well in advance, how terrorists managed to breach the high-security air base and subsequently attack (it)," the report reads. These fidayeen belong to Jamat-ud-Dawah (JuD) and erstwhile Jaish-e-Mohammed (JeM) and have been hand-picked and trained by Pakistan's Inter-Services Intelligence (ISI) in camps of Khyber Pakhtunkhwa province. According to the inputs received by agencies, there are at least 7-8 women in this group and half of them are believed to have crossed over in the last one or two months.Talha Sayeed, son of JuD 'chief' Hafiz Sayeed, is the 'commander' of this operation, say sources. Among possible targets are refineries, nuclear reactors, metro trains, artillery stores besides army and paramilitary base camps, religious places and embassies. Punjab Chief Minister (CM) Amarinder Singh on August 10 approved a proposal of the State Police to set up an elite specially trained Special Protection Group (SPG) to deal with any terror attack and other threats in the State which shares border with Pakistan, reports DNA India. "The contours of the proposed SPG, a small but effective 270-member young and dynamic team, were discussed at a meeting chaired by the chief minister," an official spokesperson said. The SPG will be set up, with a clear mandate to neutralise armed aggressors and to combat terrorism, besides infiltration, hijacking, hostage-taking and other sensitive threat situations. The CM had also suggested that a small core team from the SPG could be sent to Israel for the latest and state-of-the-art counter insurgency training.According to the proposal discussed during the meeting, the SPG would be headed by an Additional Director General of Police (ADGP) rank official with an IG and a Deputy Inspector General (DIG) rank officer to assist him. The SPG would be divided into three teams, headed by a Superintendent of Police (SP) rank officer who would be of less than 35 years of age. The Deputy Superintendent of Police (DSP) rank officers in the team would be younger than 30 years and Operatorswould be in the age group of 18-25 years, the spokesperson said. These teams would specialise in tackling different situations and would be trained both by the Army and the National Security Guard (NSG). Amarinder said the process to identify officers and personnel for the SPG, who would be drawn from various police departments should commence immediately.

Additional District Judge Pramod Malik also slapped a penalty of INR 20,000 on the convict. Happy’s name had figured in the questioning of the members of the previous terror modules also. The accused whose arrest was announced on November 7, Jimmy Singh of Jammu, Jagtar Singh Johal alias Jaggi and gangster Dharmendra alias Guggni, were being questioned for further leads. Police sources claimed that the questioning had revealed they operated with a new modus operandi in which sub-groups of the module worked on different aspects of the killings. The sources said unlike the usual functioning of the Pakistan’s Inter Services Intelligence (ISI), this terror module operated with one group arranging the weapons, another radicalising the youths, yet another finalising the targets and conducting recce, while the fourth carrying out the killings. The questioning has revealed that after the killings, the assailants quietly went about their life. “None of them had a criminal record. They were not known criminals or activists of a specific ideology,” said a Police official. Though the Police are tight-lipped about the ongoing investigations into the links and activities of the terror module, the sources said the assailants had revealed they were influenced into killing of Hindu leaders by tales of atrocities on Sikhs during 1984 anti-Sikh riots.

Khalistan Liberation Force (KLF) ‘chief’ Harminder Singh Mintoo, another militant Kashmir Singh and gangsters Vicky Gounder, Gurpreet Singh Sekhon, Neeta Deol and Amandeep Dhotian had escaped on the morning of November 27, 2016. The daring act, the kind of which was never seen even during the heydays of militancy in Punjab, had rocked the nation. Police later re-arrested KLF ‘chief’ Mintoo, gangsters Gurpreet Singh Sekhon, Neeta Deol, Amandeep Dhotian, but militant Kashmir Singh and gangster Gounder are still eluding the Police net. Apart from the six escapees and 15 attackers, there were 15 others who had helped or harboured the gangsters. Superintendent of Police (SP-detective) Harvinder Singh Virk said that a total of 28 accused have so far been arrested in the case, which include four escapees, 11 perpetrators and 14 others who helped the gangsters involved in the jailbreak. “Eight accused, including two escapees and four perpetrators, are still at large. The plan was to foment tension by killing key people and revive militancy. ISI turned to Khalistan Liberation Force (KLF) led by Harminder Singh Mintoo, lodged in Moga jail, and Harmeet Singh, said to be living in Pakistan under ISI cover. Details of the conspiracy were revealed during questioning of two hitmen — Ramandeep Singh alias Canadian and Hardeep Singh alias Shera — by the NIA in the case relating to the murder of Ravinder Gosain, an RSS pracharak, in Ludhiana in October 2017. The duo allegedly admitted to killing six other men — RSS state vice-president Jagdish Gagneja in August 2016, Shiv Sena leader Durga Prasad Gupta in April 2016, Hindu Takht leader Amit Sharma in January 2017, Dera Sacha Sauda follower Satpal Singh and his son in February 2017 and Christian pastor Sultan Masih in July 2017. They also attempted to kill a few others. Sources said other cases would soon be probed by the NIA and added that Ramandeep and Hardeep were recruited as contract killers online sometime in 2015. They were asked them to carry out executions in Punjab. The KLF used its network in the UK to reach the two men. Hardeep was arrested on November 10, 2017, from Fatehgarh Sahib District in Punjab and Ramandeep was arrested November 8, 2017.

Investigations by intelligence agencies have revealed that the ISI is using the annual pilgrimage to Nankana Saheb (birthplace of Guru Nana Dev) to scout the radicalised Sikh youth and facilitate meetings with Sikh terrorists in Pakistan. Out of six, four cases are registered in Ludhiana and two in Khanna (Punjab). So far, the Punjab Police was investigating the case but now-on the NIA teams will investigate the matter. The NIA team has already reached the location, Ludhiana and Khanna to take over the investigation, said the NIA statement.The modus operandi in all six cases is similar therefore, regarding the possibility of domestic and international ramifications of the conspiracy in the matter, the Punjab Government had decided to hand-over the investigation to the NIA. After the discussion with top officials of the Punjab Police, the decision of transfer of the cases to the NIA team led by its Director Y.C. Modi, earlier this month.

Along with Punjab Police, security personnel of various agencies and of the Border Security Force (BSF) have been alerted following the terror threat inputs. Reportedly, on July 27, 2015, few alleged Pakistani terrorists had attacked Dinanagar town in neighbouring Gurdaspur district (Punjab) and killed seven people, including a Punjab Police officer, three Home Guards and three civilians. After an 11-hour gun battle with security forces, all three terrorists were killed.
