Mizoram Bru Displaced People’s Forum (MBDPF), the apex body of Bru refugees lodged in six relief camps in Tripura has recently submitted a memorandum to Indian Prime Minister and Union Home Minister on February 3, reports The Assam Tribune. The memorandum stated that refugees had not received cash assistance from the Government since 2017. The MBDPF also made several demands including allotment of minimum five acres to each family after repatriation to Mizoram and enhancement of rehabilitation and resettlement package.

Government of India’s Special Representative on Jammu and Kashmir, Dineshwar Sharma on February 6 visited border town of Poonch and met a large number of delegations from all sections of society including the people living on the Line of Control (LoC), which was tense for past several months in view of continued ceasefire violations by Pakistan, reports Daily Excelsior. Sharma received memorandums and inter-acted personally with the delegation members to know their problems and grievances and assured them that the Centre and State Governments were committed to resolve all issues including problems faced by the border dwellers. The border people raised the demands like construction of bunkers, increase in compensation for casualties and damages due to Pakistan shelling and firing and some other issues. A number of local organizations raised the issues of development in Poonch District, which, they said, has been neglected. On February 7 (today), Sharma will meet delegations in border district of Rajouri.

The Hmar Peoples Convention-Democratic (HPC-D) leaders on February 10 expressed optimism that political-level talks with the Mizoram government next month would yield a solution to the Hmar problem, reports Morung Express. The militant leaders, based in Manipur, said that they were yet to decide on the members of the delegation while confirming that the ‘working president’ of the insurgent group, Lalthalien Hmar, would be in the delegation and would continue to be the spokesperson. The first round of political level talks is scheduled for March 5 in Aizawl. The talks, initially proposed to be held before Christmas last year, got delayed as Mizoram Chief Minister Lal Thanhawala constituted a three-member committee of legislators to examine the draft legislation on the formation of Sinlung Hills Council. The talks held in August 2016 and September 2017 mainly revolved around giving more autonomy to the existing Sinlung Hills Development Council.

Government of India (GoI) have assured Naga groups, political parties and armed organisations that all options including re-elections in Nagaland are open, whenever an accord is finalized with Isak-Muivah faction of NSCN (NSCN-IM) and other Naga groups, reports Indian Express on February 12. Elections are expected to be held on February 27 in the state and results will be declared on March 3. Additionally, in recent discussions, with NSCN-IM, GoI has also reportedly assured that the militant cadres may be absorbed after arriving at a solution, reports Indian Express. According to an official, ‘There are a few options that we are looking at and we have sought an opinion from the rebel groups. One of them is to raise an All Naga Indian Reserve Battalion (IRBN) at the disposal of the state but the Centre can help fund and train them’.

Lalzirliana stated that first round of political level talks between Democratic faction of Hmar Peoples Convention (HPC-D) and state Government has been deferred to March 7, reports The Telegraph. The earlier scheduled date was March 5. R. Lalzirliana said the proposed peace talks, led by H. Zosangbera, was deferred to March 7 as some of the HPC-D and Government delegates were not ready for it owing to personal obligations. He said the talks will be held at the state guest house in Aizawl. Former labor minister Lalrinmawia Ralte, who was recently appointed political adviser to the Chief Minister, along with Mizoram Law Commission chairman and Member of Legislative Assembly (MLA) John Siamkunga, will head the state government delegation, while HPC-D delegation would be headed by HPC-D ‘working chairman’ Lalthanglien. The talks mainly revolved around strengthening the existing Sinlung Hills Development Council (SHDC). The name of the council has been proposed to be rechristened as Sinlung Hills Council (SHC), which will have 14 members, including two nominated members, preferably from minority communities. In the last official-level talks held on September 21 and 22, 2017 both the sides had approved in principle the draft of Memorandum of settlement (MoS) and SHC bill.

On March 8, Mizoram Government and Democratic faction of Hmar Peoples Convention (HPC-D) reached an agreement to put an end to more than a three-decade old stalemate on the Hmar political imbroglio, reports Assam Tribune. The agreement was reached between the two sides during the “political level talks” held in Aizawl. The Political Adviser to Chief Minister of Mizoram who headed the 10 member government delegation stated that both sides have unanimously agreed to sign the Memorandum of Settlement (MoS) based on the framework of agreement made earlier. He also said the peace accord between the two sides will be inked very soon. Additionally, HPC-D ‘spokesperson’ Lalthalie stated that an agreement will be finally signed after two decades of arm struggle. Telegraph adds that Political Adviser to Chief Minister of Mizoram stated that ‘We have discussed a wide range of issues concerning the Hmar political problems. We have unanimously agreed on all terms’. The government delegation included nine Home Department officials, including Mizoram Law Commission chairman and Member of Legislative Assembly (MLA) John Siamkunga. The ten member HPC-D delegation included four members from Manipur and six from Mizoram.

UNC was represented by Kamei, general secretary S. Milan, president of All Naga Students' Association, Manipur Seth Shatsang, and president of Naga Women's Association Asha Wungnam.The last round of talks was held on November 10 2017 where the UNC gave the government three months to work out a proposal relating to its demand. The state Government on March 23 assured to finalise its stand by April 10. Seven new Districts were created in November 2016 bifurcating seven districts, two in the valley and five in the hills, which resulted in UNC imposing a blockade in the state. Manipur Government was represented by Agriculture Minister V. Hangkhanlian, Tribal affairs and Hills Minister N. Kayisii, education minister Th. Radheshyam, additional Chief Secretary Suresh Babu and secretary (revenue) T. Ranjit Singh while GoI was represented by Joint secretary (Northeast), home, Satyendra Garg.

An official stated that as the negotiations with ULFA-Pro Talk Faction (ULFA-PTF) reached its final stage, the government has stepped up efforts to involve Barua in the peace process in a bid to find a lasting solution to the decades-old insurgency problem. The official stated that ‘Already a direct channel has been opened with certain individuals having access to Barua, who is believed to be based somewhere along the China-Myanmar border, to persuade him to come forward for talks and a senior leader of the pro-talks faction is playing a key role in it. Though the process is still at a nascent stage, a couple of rounds of preliminary discussions with the potential go-betweens have been held in Myanmar and Europe’.

RN Ravi the Government Interlocutor stated that ‘Yes, we are pretty close to finalising the (Naga Peace) accord’. Talks between Ravi and Naga bodies, the Naga National Political Groups (NNPGs) — comprising the representatives of six influential Naga rebel groups — and NSCN-IM are currently taking place in Delhi. One issue still being negotiated is a “symbolic one”, wherein Naga groups are demanding a separate flag for the state. The Centre has, however, made it clear to the Naga groups that it will not be able to concede that demand in the peace accord.Besides Manipur, there will be an autonomous Naga territorial council in Naga-majority areas of Arunachal Pradesh but not for Assam. The accord also provides for a common cultural body for Nagas across states which will be statutory in nature. This body, which is envisaged as a socio-political platform, with “no political role”, will have representatives from all Naga tribes. The Centre and Manipur government are exploring ways to assure residents of Manipur Valley (which has 60 percent of state’s population with 10 percent of state’s land) that their land will be secure. As of now, while anyone can buy land in the Valley, the sale of land is restricted in the hills, an area dominated by Nagas. A law for Manipur restricting the sale of land in the Valley could be announced simultaneously with the signing of the accord.

NSCN-IM stated that ’Naga territories which have been kept apart arbitrarily and indiscriminately by the British in the first place and then further divided between Burma (now Myanmar) and India under Nehru without the knowledge and consent of the Naga people is totally unacceptable’.
