Rastriya Prajatantra Party-Nepal (RPP-N) Chairman Kamal Thapa has said that there is no alternative except the adoption of two-thirds majority to promulgate the new constitution, reports ekantipur.com. He was speaking at a programme organised by Federation of Nepali Journalists (FNJ), Saptari chapter, Rajbiraj in Saptari District on March 16. “As long as RPP-N remains in the Constituent Assembly (CA), political parties cannot draft the constitution through any measures other than the two-thirds majority,” Chairman Thapa said, adding, “It is because our party cannot accept secularism, federalism and republican order. Therefore, the decision should be made through voting.” Likewise, leader Thapa stressed on the need for a strong alternative force for the welfare of the nation and its people. “The country needs such a leadership that is patriotic, democratic and who believes in traditional culture and religion,” he said. “We have been approaching other political parties who have the similar beliefs for unity and cooperation.”

Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Senior leader Madhav Kumar Nepal claimed that he tried hard to make Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal aka Prachanda agree to take ahead the constitution drafting process, reports Ekantipur.com. Speaking at a programme to lay the foundation stone for the construction of a community building at Gangapipara in Rautahat District on July 8, Nepal said the people would not forgive if the constitution could not be drafted this time around. “I convinced him [Dahal] by telling that his party is not in power now. People will support his party if he agreed to support the constitution writing process,” said Nepal at the programme. He claimed that the new constitution would be in favour of the people of mountain, hill, and Tarai. He said the new constitution should not encourage religious conversion and end the Hindu identity and that the constitution should not hurt the sentiment any caste or religion.

Separately, four major parties, Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Unified Communist Party of Nepal-Maoist (UCPN-M) and Madhesi Janadhikar Forum-Loktantrik (MJF-L), on August 25, reviewed recent violent incidents in several Districts, mainly in Kailali, Rautahat and Sarlahi, and said they would try to address the concerns of agitating people by holding talks with their representatives, reports The Himalayan Times. They, however, said that they would continue the Constitution-drafting process. “We reviewed the situation and concluded that we should deal with the issues raised by protesters politically. We will hold talks with agitating sides and continue the ongoing constitution-drafting process,” said NC leader Ramchandra Paudel after the meeting of the four parties held at the residence of Prime Minister Sushil Koirala. The parties, however, have not made any concrete plan or set a timeline for talks with agitating sides. The leaders expressed firm commitment to seek solution through talks and not to stop the constitution-drafting process, according to Paudel.

Bijaya Kishor Jha, Chairperson of Elderly Citizens Association chairperson in Rautahat, bemoaned the tug of war between the government and agitators, as well as its effects on the common public. “While the agitators are adamant on their demand for their rights and have brought life to a standstill by imposing indefinite strike, the state has been negligent about the scenario and seems to have left the people here to fend for themselves,” said Jha. He said the government should do the needful so that the prolonged agitation came to an end. “Educational institutions, banks, industries, factories and transportation have been shut for days. It’s high time that the government facilitates the end to the current crisis,” Jha added.

Issuing a statement on behalf of the front, Information and Communication Committee Coordinator Amarnath Mandal said the front would stage a torch rally in Rajbiraj in the District on September 19, hoist black flags in various places and people would tie black bands on their arms in symbolic protest on September 20, and hold a mass gathering in Rajbiraj with the slogan: “Let’s go to Rajbiraj and defy the new constitution by burning it as the statute is against the welfare of the Madhesi people, on September 21.” The statement also claimed that the Tarai Madhes national Campaign would join the protest expressing solidarity with them. The front has urged all the people to extend continued support and join the decisive protest aimed at establishing the rights and opportunities for the Madhes and its people.

Tarai Madhesh Democratic Party (TMDP) Chairman Mahanth Thakur speaking to media persons at a function organized by the front in Gaur town of Rautahat District on October 30 said that there was no point in holding dialogue with the Government until the latter came up with concrete agendas to address their demands, reports The Himalayan Times. He said “The dialogue turned into a farce as the government invited the front for talks without necessary preparation. Therefore, we are prepared to take a concrete decision in the upcoming negotiations.” Thakur stressed that the main opposition Nepali Congress (NC) should also be included in the talks as the Parliament would require two-thirds majority to amend the constitution.

Stating that various rounds of talks were held between the government and the disgruntled Madhesh-centric political parties since a month which yielded no conclusion, Yadav argued that the dialogue would lose its significance if the impending talks on November 1 also fail to come to a conclusion. He stated that upcoming November 1 talks with the government were the final one. If the talks failed to garner a consensus, he said, their agitation would be furthered in sterner manner.
