Sadbhawana Party (SP) Chairperson Rajendra Mahato speaking at a press meet organized by Press Forum in Siraha District on January 1 warned all to beware of secessionist forces that would rise in the country if the statute amendments move and federalism failed, reports The Himalayan Times. “As constitution amendment is a must to address the concerns of Madhesi communities, it must happen at any cost for the welfare of the large community,” said Mahato. He also warned of launching a campaign against the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) in the plains if disruption of House proceedings continued. He called on the main opposition to sit for dialogue instead of prolonging the obstruction.

Task Force formed by the Government to study the report prepared by the Local Bodies Restructuring Commission (LBRC) on February 16 suggested increasing the number of local bodies in Province 2, reports The Himalayan Times. In the Task Force report, which was submitted to Prime Minister Pushpa Kamal Dahal, the panel said it would be better to increase the number of local bodies in Province 2 to address grievances of the agitating Madhesi forces. The Task Force also suggested that the Government should implement the suggestions made by the District Technical Assistance Committees headed by local development officers in case their suggestions were changed by the LBRC.

MoHA officials said they are especially wary about potential threats to poll security in around half a dozen Districts of the central and western plains which have been rocked by a series of violent incidents since 2015. The Districts include Saptari, Mohottari, Prasa, Rautahat, Rupandehi and Kailali. Besides being the support base of the agitating parties including RJPN, these Districts are also home to numerous armed outfits and secessionist forces including one led by Jaya Krishna Goit and CK Raut. Based on reports gathered from security agencies and local administrations, the Government had initially divided the polling zones into three categories: normal, sensitive, extremely sensitive. A Cabinet meeting decided to defer the polls in Province 2 and change the election calendar in the three other provinces. “Elections in Province 2 will now take place on September 18 and the polling in the remaining provinces (1, 5 and 7) will be conducted as scheduled although the poll-related calendar has been revised without impacting the polling date,” said Minister for Labor and Employment Farmullah Mansoor after the meeting. This is the fourth poll deferral. Initially, the Government had fixed May 14 as the poll date across the country. Just ahead of nominations day, the Government decided to conduct the elections in two phases. Three provinces of the hill region went to polls in the first phase and June 28 was set as the poll date for the second phase. Provinces 1, 2, 5 and 7, which largely lie in the southern plains, would vote in the second phase.

Prime Minister Sher Bahadur Deuba addressing the press in Jankapur city of Dhanusa District on September 13 reaffirmed his pledge to amend the constitution and promised to do it under his party's leadership, reports Republica. Deuba also projected his party Nepali Congress (NC) as true friend of Madhesi people and claimed that the party fully supports the Madhesi cause. He also lambasted the main opposition Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and its chairman KP Oli for conspiring to bring conflict between Madhesi and hill communities. "I had personally visited Oli's residence and requested him to respect the feelings of the Madhesi people and vote in favor of constitution amendment. But it is unfortunate that he did not listen,” said Prime Minister Dueba.

Prime Minister Sher Bahadur Deuba addressing an election assembly of the Nepali Congress (NC) organized in Birgunj on September 15 said that the NC would leave no stone unturned to empower the Madhesi people with rights by amending constitution, reports The Himalayan Times. Deuba urged people to make the NC victorious in the election in Province 2 on September 18 as the local level election is related with rights of Madhesi people. He also expressed commitment for overall development of Birgunj as Birgunj, the economic town of Province 2, was the main entrance of the country. Similarly, NC General Secretary Shashank Koirala stressed that the NC should emerge victorious in the election to ensure rights of Madhesi people by amending constitution and to make a prosperous country.

The Election Commission (EC) on September 18 said the third phase of local level elections was held peacefully, with 73 per cent voter turnout in the eight Districts of Province 2, reports The Himalayan Times. Addressing media persons at the EC’s media centre, after voting was over, Chief Election Commissioner (CEC) Ayodhee Prasad Yadav said “Voter turnout percentage can rise, as we have assessed only the preliminary data.” The EC said 38 fake voters, who tried to cast ballots in someone else’s name were arrested. The Police also arrested 10 people for taking the law into their own hands.

Separately, Chief District Officer of Saptari District Bhagirath Pandey on November 30 said security agencies had taken the Netra Bikram Chand-led Communist Party of Nepal (CPN) as the biggest threat to security in the run-up to the second phase of provincial and parliamentary elections scheduled for December 7, reports The Himalayan Times. Pandey said although there was no security threat in the recently held local level elections and no clashes were reported, security agencies were, however, alert to ensure security in the face of the CPN’s increased armed activities.
