Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) Chairman Pushpa Kamal Dahal at an interaction organized by the Bandarmudhe Support Committee in Chitwan District on April 13 said that the Bandarmudhe incident was the greatest mistake during the decade-long ‘people’s war’, reports The Himalayan Times. Dahal said that he now held the moral, political responsibility to work for the relief of the survivors. Dahal said that the three-point agreement he signed with the survivors during the recent election campaign will soon be brought into effect. “The now-stable government will make way for implementation of the past agreements reached with the survivors,” he further added. The former Prime Minister also assured the survivors that they would be assisted with relief programmes.

Speaking at a function organized in Kathmandu on June 18 Commission of Investigation on Enforced Disappeared Persons (CIEDP) chief Lokendra Mallik said ruling leaders are responsible for delaying justice to conflict victims, reportsRepublica. Lokendra Mallik said, “We have not been able to work as efficiently as we had thought due to the negligence on the part of the government in providing necessary vehicles, funds and human resources, and in making necessary laws. Some of the cases are in their final stage but there are no laws that say how to prosecute the guilty.” At the same function, member of the National Human Rights Commission (NHRC) Mohana Ansari said that the insurgency period cannot be said to be over until justice is served to the victims.

Nepal Communist Party (NCP) at a secretariat meeting of the party held at the Prime Minister’s residence in Baluwatar, Kathmandu, on July 11 endorsed the regulations of the party, reports Republica. A task force comprising leaders Bamdev Gautam, Ram Bahadur Thapa and Bishnu Poudel who prepared the final draft of the regulations based on the feedback given by the Standing Committee meeting, had submitted its report to the party leadership. The NCP was formed following the unification between the then Communist Party of Nepal-Unified Marxist-Leninist (CPN-UML) and the Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) on May 17. It may be noted here that the NCP had announced that it will complete the merger of the two parties' provincial committees, the district committees, Nepali migrants' organizations abroad and the people's class organizations within three months of the party unification.

Minister for Foreign Affairs Pradeep Kumar Gyawali speaking at a talk programme ‘Nepal and United Nations: Partners for Peace and Development’ organized by United Nations (UN) Association of Nepal in Kathmandu on July 12 said that Nepal had an abiding faith in the principles and purposes of the UN Charter and the country’s constitution recognized them as guiding elements of its foreign policy, reports The Himalayan Times. He said, “Nepal’s partnership with the United Nations permeates to all three pillars of the organization — development, peace and security, and human rights. Some of the UN specialized agencies that are there in the governance of international public goods and cross-border regulation of communications and air transportation has been partner in their respective fields ever since we became the member of these agencies.” Gyawali reiterated that Nepal’s commitment to the protection and promotion of human rights is total and unflinching. True to our commitment, we have regularly submitted our periodic reports to the treaty bodies and faithfully implemented the outcomes after the consideration of the reports. This year alone three of our periodic reports is being considered by different human rights treaty bodies, he said.

Prime Minister KP Sharma Oli during his meeting with Rastriya Janata Party-Nepal (RJP-N) leaders at Baluwatar, Kathmandu on July 19 proposed developing a holistic programme for the development of Tarai-Madhes, reports The Himalayan Times. Proposing a holistic programme for Tarai development, Chure conservation, embankments, and setting up of industries, Oli said: “We also need to change our mindsets for Tarai development.” RJP-N leaders also submitted a memorandum to Prime Minister KP Sharma Oli to amend the constitution as demanded by the party and ensure that its lawmaker Resham Lal Chaudhary gets his election victory certificate and he is administered the oath of office and secrecy.
