Nine parties in opposition, including the Nepali Congress (NC) and Communist Party of Nepal - Unified Marxist Leninist (CPN-UML), on January 15, made public their 21-day protest programmes beginning from January 19, reports The Himalayan Times. The opposition parties blamed the Government for repeatedly violating law of the land, misusing state coffers, abusing power and blocking the process to form consensus Government. They said they would continue holding talks with the ruling alliance on the sidelines of their protests in a bid to form a consensus Government. The opposition parties, which had launched their protests against the Government two months ago, had put off their agitation programmes after President Yadav made a formal call to the parties to form a national consensus government under Article 38 (1). “If the government does not step down during our first phase of agitation, we will announce stronger protests,” said NC Vice-president Ramchandra Paudel.

Gauri Pradhan, Spokesperson of the National Human Rights Commission (NHRC), warned if Nepal failed to give justice to the conflict-era victims through the TRC and Commission on Inquiry of Disappearances (CID), international jurisdiction on human rights would become active and take its own course, reports The Himalayan Times. He added, “At that time, more and more perpetrators could be arrested in foreign countries like the arrest of Nepali Army’s serving Colonel Kumar Lama in the United Kingdom on January 3”. He made it clear that the arrest cannot be seen in the context of “interference in Nepal’s sovereignty” as the Government has been claiming. He went on to say Col Lama’s arrest was just a case of invoking of international law on human rights violations. Referring to past examples of similar cases in different countries, he said, “The best answer to stop such arrest and trial in foreign lands is to address all cases of conflict-era rights violation through forming a credible TRC and CID.”

He urged the opposition parties not to take political mileage and target the Maoist party, as the Government has started mulling necessary changes process regarding the same. Gajurel said, “The country has been stuck in the crisis due to the political dispute among the parties. We have come here after fighting peoples’ war so now we will not return to war again.” He said the incidents of the war period have not been probed in the past by parties who are now out of power, but they are attacking the Government now when it wants to solve the cases through the TRC. Democratic Madhesi Front (UDMF), a key ally of the Baburam Bhattarai Government, said on January 22 that the implementation of the four-point agreement - rectification of budget, seeking alternative option to State Restructuring Commission, resolve debate over national dress, and lastly democratization of Nepal Army – which was signed between UDMF and Unified Communist Party of Nepal-Maoist (UCPN-M) on September 25, 2011, has not been satisfactory and that they should now mount pressure on both the ruling UCPN-M and opposition parties to forge consensus. Sadbhawana Party (SP) Chairman Rajendra Mahato said the Madhesi forces were not satisfied with their achievement and if the trend continued, the relevance of UDMF being in the Government would end. Leaders of four major political parties have claimed that formal agreement on Chief Justice Khil Raj Regmi-led Election Government is around the corner, reports Nepal News. Emerging from a meeting of four parties in the evening of March 7, the leaders said they had resolved all sticking points except for the ranks to be given to the former Peoples Liberation Army (PLA) combatants to be integrated into the Nepal Army. In the meeting, the parties resolved the differences on formation of the Truth and Reconciliation Commission (TRC) and updating of voter list. As per the understanding, the TRC ordinance won't have provision for amnesty to those involved in serious human rights violations during the Maoist insurgency while the voter list used in the elections in 2008 will be updated. They said a package agreement is going to be signed between the four parties "in a day or two". The High Commissioner also noted with concern that many serious violations, such as torture and enforced disappearance, are not adequately criminalised in Nepali law. “As recommended by its own Supreme Court, Nepal should address these gaps in its criminal law, and underpin this by ratifying the Convention for the Protection of All Persons from Enforced Disappearance,” Pillay she added.
