The local Taliban on May 7 imposed a ban on the sale of CDs and cassettes and music in buses and passenger coaches in North Waziristan, according to Dawn. The Shoora (executive council) of the Taliban also ordered owners of music and video shops in Miranshah, headquarters of North Waziristan, to close their businesses immediately. Armed volunteers reportedly raided music centres and CD shops in the town and asked the shopkeepers to stop playing music. Eyewitnesses said the militants stopped passenger vehicles on the Miranshah-Mirali road and removed cassette and CD players. Locals said that the Taliban militants, who virtually control the region, also asked people not to play or listen to music at public places, including Miranshah Bazaar. Their announcement said that anybody violating the order would have to face ‘consequences’.

A militant commander in the Khyber Agency of the Federally Administered Tribal Areas (FATA) on May 21 reportedly directed his associates to kill a senior tribal journalist following a news report about an attack on a vehicle belonging to the security forces. "Mangal Bagh, commander of extremist group Lashkar-i-Islam in the Khyber tribal region, ordered his followers through FM radio to kill me wherever I am found," Nasrullah Afridi, who works with Mashriq and The News dailies, told Daily Times on May 22. Afridi filed a story in Mashriq on May 21, 2007, concerning an attack on a vehicle carrying security force personnel at Bara in Khyber Agency, in which one paramilitary soldier was injured. The authorities suspected the Lashkar-i-Islam was behind the attack. In his ‘order’, Mangal Bagh also ordered a ban on the sale of Mashriq in Bara, Afridi added.

Militants in the Bajaur Agency of the Federally Administered Tribal Areas (FATA) warned clerics on July 2 that if they do not take back the fatwa (edict) against suicide bombing, they should prepare to face the consequences, Daily Times reported. The warning was delivered in a pamphlet in Pushto pasted outside shops in Khar, regional headquarters of Bajaur Agency. "Anyone who says Islam does not allow suicide bombing should take back their words or action may be taken against them," said the pamphlet issued by ‘Mujahideen of Bajaur Agency’. The militants also disputed the clerics’ decree that Islam "does not allow intimidation," saying this opinion should also be withdrawn. "Those who are working against the interests of Mujahideen or defaming us should stop doing so," the pamphlet warned.

According to The News, the Taliban in the Bajaur Agency of Federally Administered Tribal Areas (FATA) on July 9 declared to avenge the blood of students killed in Lal Masjid standoff and asked the federal government to immediately stop the operation. People of Bajaur reportedly staged a large protest demonstration at Siddiqabad on July 9 on an appeal of the local Taliban leader, Maulana Faqir Muhammad. AFP reported that around 20, 000 tribesmen took part in the protest. Addressing the demonstrators, the leaders strongly condemned the operation at Lal Masjid and Jamia Hafsa and opined that it was an attempt by President Pervez Musharraf to prolong his rule and get the US support. They also vowed to continue ‘Jihad’ against infidels, who continued their atrocities in Kashmir, Afghanistan and Iraq. Maulana Faqir Muhammad warned the government to change its policies, otherwise, it should get ready for strong retaliation. He also warned the government employees to quit their jobs, failing which they would be liable to be put to death. "We beg Allah to destroy Musharraf and we will seek revenge for the atrocities perpetrated on the Lal Masjid," Faqir Muhammad told the gathering. The tribesmen shouted slogans including "Death to Musharraf," "Death to America" and "Those who are friends of America are traitors."

Meanwhile, the political administration have reportedly suspended payment of incentives and salaries of the residents of Darpakhel, Borakhel and Miranshah villages under the collective and territorial responsibility clauses of the Frontier Crimes Regulation. An official told Dawn that the incentives were suspended after security forces had come under attacks in the areas. The administration has also warned officials and Khasadar (tribal security force) personnel to immediately report for duty or face termination. Many government employees and Khasadar personnel have not reported for duty after militants warned them against working for the armed forces. After scrapping the peace deal with the government, local militants distributed pamphlets asking Khasadar and Levies personnel not to report for work. The continuing tension in the region has also reportedly affected business in the Miranshah bazaar which has remained closed for six days.

Three music shops were damaged in low-intensity explosions at Landi Kotal in the Khyber Agency of the Federally Administered Tribal Areas (FATA) on August 13-night, according to Dawn. Three other shops were also reportedly damaged. However, no loss of life or injuries was reported. The three explosions occurred inside the music shops in the Landi Kotal bazaar between 10:15pm and 11pm, said Rehan Khattak, the political administrator of Landi Kotal. He said four shop owners had been arrested because the explosives had been placed inside the shops. Officials said a letter was also found near one of the targeted shops which warned of further attacks against owners of music shop if they did not terminate their business. The letter was supposedly issued by a little-known religious organisation, "Amr Bil Maroof Wa Nahi Anil Munkir." Pro-Taliban militants beheaded one of 16 paramilitary soldiers abducted on August 9 in South Waziristan, and threatened to kill more unless 10 of their associates are freed, according to Daily Times. Residents found the body and severed head near a football ground in Jandola, 50 kilometres east of South Waziristan’s main town of Wana, on August 14, said Latifur Rehman, a senior government official. A note found near the body said others would meet a similar fate if the militants’ demands were not met. The militants, believed to be from the local Mehsud tribe, said they would swap the soldiers for their 10 detained colleagues, three of whom are held on charges of plotting bomb blasts and suicide attacks, AFP reported. An anonymous letter sent to the elders at Bajaur in the Federally Administered Tribal Areas (FATA) threatened unspecified "action" against them for attending the Jirga. "Your participation at the Jirga was not a good decision… Action will be taken against you," officials quoted the letter as saying. Intelligence agencies have warned against a spate of suicide attacks by terrorists based in the Federally Administered Tribal Areas (FATA) and Swat, targeting VVIPs, including President Pervez Musharraf, former Prime Minister Benazir Bhutto, the US and Indian embassies and sensitive national and military installations, sources told Daily Times on December 13. “The high value targets include the top government hierarchy, top politicians including former religious affairs minister Ejazul Haq, and the Attock Oil Refinery in Rawalpindi. Besides the US and Indian embassies, their consulates and several other religious and political personalities are also on the hit list,” said a confidential National Crisis Management Cell report. The report titled, “Threat to VVIPs, Politicians, Foreign Missions and Military Installations,” was forwarded on December 12 to all home secretaries and police chiefs of the four provinces, the federal capital, Azad Jammu and Kashmir and the Northern Areas. The report reveals that militants from the FATA and Swat are planning to carry out suicide attacks in collusion with al Qaeda. Sources said the terrorists could be guised as women, or be in military or police uniforms. “Furthermore, five suicide bombers have already entered the NWFP to move to their target areas,” the report suggested. “The emphasis needs to be on the security of foreign diplomats, foreigners living in Pakistan, and the Christian community who would attend Christmas prayers at different churches in Rawalpindi and Islamabad. It is apprehended that hardcore religious elements may try to disrupt the New Year celebrations,” the report stated.

The militants have named their movement as Tehrik Taliban-i-Pakistan and said the aim of the movement was to enforce Sharia (Islamic law) in their respective areas. The decision was taken at a meeting of 40 Taliban leaders, held in an undisclosed place in South Waziristan. "The sole objective of the Shura meeting was to unite the Taliban against NATO forces in Afghanistan and to wage a ‘defensive jihad’ against Pakistani forces here," Baitullah’s spokesman Maulana Omar said. He claimed that Pakistani forces were bombing seminaries and killing people and the Taliban wanted to avenge the forces’ action. The meeting asked the government to call off the military operation in Swat and North Waziristan and abolish all military checkpoints within 10 days. Otherwise, it warned, a suitable course of action would be chalked out in the next meeting of the militants. Taliban leaders from seven tribal agencies, six Frontier Regions of FATA and the NWFP districts of Swat, Kohistan, Buner, Dir, Malakand, Kulachi, Bannu, Lakki Marwat, Tank and D.I. Khan attended the meeting. They demanded release of Lal Masjid cleric Maulana Abdul Aziz and other Taliban jailed across the country. The meeting also formed a 40-member consultative committee (Shura) to be headed by Baitullah Mehsud. Maulana Umar has been chosen as spokesman for the committee.
