Three persons including two Levies personnel were killed and eight civilians were injured when a powerful car bomb exploded in Landi Kotal Bazaar of Khyber Agency in Federally Administered Tribal Aras (FATA) on January 3, reports Dawn. Officials said that explosives fitted in a car were detonated with a remote controlled device when a number of Levies and Khasadar personnel and civilians were present in Bacha Khan Chowk at around mid-day. The killed were identified as Gulzar and Roza Khan, both Levies personnel, and Mohammad Ikram a cloth merchant. Local militant outfit Abdullah Azzam Brigade claimed responsibility for the blast and said that their target was the Khasadar and Levies personnel posted at the square. The group threatened to carry out more attacks against Security Forces.

Hundreds of militants who surrendered in Federally Administered Tribal Areas (FATA) areas are facing threats from active Tehreek-e-Taliban Pakistan (TTP) militants who are pressuring them to rejoin or face reprisals, Central Asia online quoting officials and former militants reported. “At least 3,000 militants have laid down arms and expressed repentance over their association with Taliban in Bajaur Agency,” Haji Shafqat Gul, a member of the Bajaur peace committee, told Central Asia Online. “A majority of them are now receiving warnings from the Taliban leaders to join their ranks again.” Militants are trying to recruit former members because the militancy has run out of steam, Gul, who has participated in surrender ceremonies over the past three years, said. In other agencies, like Khyber, Orakzai, North and South Waziristan, individual figures are not available, but an unnamed spokesman of Inter-Services Public Relations (ISPR) said a total of 9,000 former insurgents have surrendered.

Tehreek-e-Taliban Pakistan (TTP) on January 21 released a video showing them killing 15 Frontier Constabulary (FC) personnel who were abducted in a raid on December 23 in Federally Administered Tribal Areas (FATA), reports Dawn. 15 soldiers stood blindfolded, handcuffed to each other on a barren hilltop as one of their bearded TTP captors held an AK-47 rifle and spoke with fury about revenge. TTP militants on January 5 killed 15 FC personnel in Mir Ali area of North Waziristan Agency in FATA. 15 personnel guarding the boundary between the FATA and Khyber Pakhtunkhwa had been taken hostage on December 23, 2011 in a pre-dawn attack by TTP militants on their post in Mullazai area of Tank District (Khyber Pakhtunkhwa). Now they have released a video as a warning to the Army. “Twelve of our comrades were besieged and mercilessly martyred in the Khyber Agency (area),” said the militant. “Our pious women were also targeted. To avenge those comrades, we will kill these men. We warn the government of Pakistan that if the killing of our friends is not halted, this will be the fate of you all.”

According to the pamphlet distributed by the militants in the Mehsud territory of South Waziristan, it appealed to all residents of the Agency to vacate the Agency owing to the war in FATA. A general amnesty was also extended to all persons leaving the area. It added that no Non-Governmental Organisation (NGO) or any NGO contractors were allowed to operate in the area. Rather it termed them as legitimate targets. Included in this list were employees associated with educational activities, health, and members of the Khasadar force (Tribal Police force). The handout said that these people, if caught working will be treated as criminals. The militant group also warned that house owners, and others who had helped members of the Mehsud tribe live in or settle in Waziristan, had committed a crime. The notice also carried a warning for those operating transportation enterprises. The handout said these people were committing an “unpardonable crime”.

The Federal Government on June 20 asked the Khyber Pakhtunkhwa Governor Syed Masood Kausar to try to enter into dialogue with the Tehreek-e-Taliban Pakistan (TTP) in North Waziristan Agency of Federally Administered Tribal Areas (FATA) to pave the way for vaccination of children, reports Dawn. A letter sent to Khyber Pakhtunkhwa Governor Syed Masood Kausar by Shahnaz Wazir Ali, focal person for polio at the Prime Minister’s Polio Eradication Cell Secretariat requested the Governor to start talks with the TTP through the political agent of North Waziristan. A militant outfit headed by Hafiz Gul Bahadar had announced ban on polio vaccination on June 16, 2012, in reaction to the drone attacks. The letter titled “Ban on polio campaign in North Waziristan” expressed serious concern over reports regarding TTP’s ban on polio campaign in North Waziristan and asked the Governor to hold dialogue with militant leader Hafiz Gul Bahadar to save children from becoming handicapped. “All the available means must be utilised to ensure that the polio campaigns in the area are not disrupted for the sake of the future of 161,000 children there,” a one-page letter said. It said that the Government was extremely concerned about eradicating polio from the country in general and FATA in particular.

The Tehreek-e-Taliban Pakistan (TTP) on August 20 warned the military that it had set up a “suicide bombers squad” to hit troops if an offensive is launched in North Waziristan Agency of Federally Administered Tribal Areas (FATA), reports Dawn. In an email message sent to media, TTP, an umbrella militant group, said it had received “an exclusive intelligence report” about the offensive in North Waziristan from its “sources” in Army headquarters. TTP ‘spokesman’ Ehsanullah Ehsan outlined details about the regiments and units and the possible commander for the campaign, said to be launched on August 26 for one month. “TTP has also prepared itself for resistance, we have set up a suicide bombers squad to welcome (the) army. We will defeat our enemy, whom is defending secular, unIslamic system of Pakistan by punching them back hard Insha Allah (God willing),” Ehsan said.

The leaders of different political parties have formed an alliance under the banner of FATA Qabail Ittehad to pressurise the Government for stopping military operations in parts of Federally Administered Tribal Areas (FATA), warning that in case their miseries are not ended they will collectively decide to migrate to Afghanistan, reports Dawn. In this regard a group of tribesmen addressed a joint press conference in Peshawar Press Club on September 5. Briefing media persons, Mohammad Iqbal Afridi said that that drone attacks had greatly disturbed the civilian population of Waziristan Agency and the people had already made their intentions clear to migrate to Afghanistan. He said that launch of an operation in North Waziristan would be a blunder on part of the Government. He said that the FATA Qabail Ittehad would soon convene a meeting of tribal elders to decide future line of action so that they could take steps with consultation.

The proscribed militant outfit Lashkar-e-Islam (LI) on November 26 asked residents of Bara tehsil of Khyber Agency in Federally Administered Tribal Areas (FATA) to dissociate themselves from pro-Government peace committees and threatened attacks against those ignoring the warning, reports Dawn. The LI men distributed threatening leaflets among people and pasted posters in the area over the past two days. Most of the areas where the pamphlets were distributed are under curfew for quite some time. The pamphlets have been distributed at a time when the local administration has announced reinstatement of 600 Khasadars who had resigned after they received similar warnings a week after the start of a military operation in the area in September 2009. In some places, the posters were hanged in trees, apparently to attract maximum attention. The pamphlets warned people of dire consequences if they were found ‘guilty’ of supporting, patronising and helping pro-Government Lashkars or peace committees. “All the so-called peace activists are on our target list and they will be attacked in due course of time,” the pamphlet warned, saying people of Bara should voluntarily sever contacts with peace committees.

Tehreek-e-Taliban Pakistan (TTP) released a one-minute-and-fifty-second-long video clip of abducted staffers of the FATA Development Authority (FDA) in which the abductees are shown imploring the Government and the FDA for their early release, reported Daily Times. The FDA employees were abducted on December 10, 2011. The TTP has threatened to kill all the captives if its demands are not met until December 6, 2012. The video shows the FDA engineer Khurshid pleading the FDA and Government authorities to help secure their release. He warned that the Taliban would kill them after the expiry of final deadline. The TTP has released three videos of the captives during the last 10 days. In the previous video, the abducted employees of Gomal Zam Dam were seen begging to the Government and Water and Power Development Authority (WAPDA) to accept the their demands before December 3, 2012.

Tehreek-e-Taliban Pakistan (TTP) faction leader Mullah Nazir of the Ahmedzai Wazir tribe has ordered all Mehsud tribesmen, including loyalists to the rival Tehreek-e-Taliban Pakistan (TTP) led by Hakimullah Mehsud, to leave Wana of South Waziristan in Federally Administered Tribal Areas (FATA), by December 5, reports Central Asia Online. Those who fail to leave, and any locals aiding them, will face action, he said. Officials reported that some Mehsud militants have already started vacating. Nazir was injured in a suicide bombing November 29 in Wana that killed at least eight others. The TTP is one rival faction that is suspected of being behind the attack. The TTP, though, said it had nothing to do with the attack, TTP spokesman Ehsanullah Ehsan said on December 4. He said the TTP and Mullah Nazir faction are ideologically on the same page. Shahid Ali Khan, the assistant political agent for South Waziristan, said officials will be taking care of the law-and-order situation and will protect the civilians in any emergency situation. He also said a peace jirga (tribal council) will be called upon to negotiate between the warring militant factions. Nazir’s warning went out on mosque loudspeakers after a grand jirga of the Nazir group, a 120-member peace committee formed in 2007 and representing the Ahmedzai Wazir clan and the elders of all nine Ahmedzai tribes and their sub-tribes. The jirga convened at the site of the bombing, Rustam Bazaar, December 1 to discuss the situation. The group warned all internally displaced Mehsud tribesmen who had taken refuge from fighting in the Mehsud area between Security Forces and militants to vacate their houses in the Ahmedzai Wazir area.
