Five explosions were reported from two theatres in Lahore in the night of January 9, according to The News. However, no casualty was reported. Four low-intensity bombs exploded in the main electricity supply control room of the Al-Falah Theatre at around 8:20 pm (PST) while a high-intensity bomb exploded at the Tamasil theatre at around 10:30 pm in Mozang Chungi. A suspect was arrested from the premises of Al-Falah, who was taken to the Civil Lines police station for interrogation. Police said nobody or group had claimed responsibility for the blasts. Various news agencies, however, reported that at least six people had been injured in as many explosions, Daily Times reported. CNN quoted Police as saying that the blasts at Al-Falah Theatre had been caused by grenades hurled by a would-be suicide bomber who later tried to blow himself up, but was arrested. Declining to name a group, the Deputy Inspector General of Police (Investigations), Mushtaq Sukhera, said people opposed to cultural activities carried out the attacks – “which can be considered part of a series starting from juice shops in Garhi Shahu and later targeting Alhamra Cultural Complex.” “The group believes that these places are centres of anti-Islamic activities and spread obscenity,” he said.

Police in Rawalpindi claimed to have arrested nine suspected terrorists and seized 100kg of explosives, detonators and other material during a raid on January 29, Dawn reported. According to City Police Officer (CPO) Rao Iqbal, the suspects belonged to a group formed by a Kenyan national who himself was killed during a terrorist attack. Addressing a press conference, he said the arrests were made when police and elite force personnel raided a house in the city’s Dhoke Lakhan area. They also seized four motorbikes, one car, detonators with wires, nut and bolts weighing 20 kg, one timer, four hand-grenades and eight pistols. One of the detained suspects is Dr Abdul Razzaq of the Cantonment Hospital who has been missing for some time and his case is in the Lahore High Court in Islamabad. The CPO said the terrorist gang had indirect links with the militant group of Baitullah Mehsud in Wana. He said they had confessed to having carried out a number of terrorist attacks, including the RA Bazaar bombing in which seven army personnel were killed, assassination of Lt-Gen Mushtaq Ahmed Baig, Melody suicide attack on police force, blast outside the Danish embassy and heinous attack on Italian restaurant. The terrorists, Rao Iqbal said, were planning a suicide attack during the March 23 Pakistan Day parade. The terrorists were identified as Mohammad Ilyas alias Qari Jamil, Mohammad Rizwan alias Shamasul Haq, Faisal Ahmed Khan, Zeeshan Jaleel, Mohammad Sarfraz, Mohammad Naeem Shakir, Mohammad Nadeem and Osama Bin Waheed, besides Dr Abul Razzaq.

The three persons hail from the Northern Areas and were arrested on information received from some terrorists arrested earlier. The three were allegedly involved in attacking NATO supply trucks and came to Lahore to create unrest in the city.

Governor of Punjab Salmaan Taseer termed the incident a planned attack and said it seemed to have followed the Mumbai attacks pattern, adding the attackers were not ordinary people, but highly trained. Capital City Police Officer Haji Habibur Rehman said the identity of the suspects was yet to be ascertained and an investigation had been launched to track them. Police also claimed they had detained a rickshaw driver from the Cantonment area whose three-wheeler had been used by two gunmen to escape from the scene. A senior police officer said they had detained five people for questioning, according to Daily Times.

Eight Police recruits and a civilian were killed when a group of 10 terrorists attacked the Police Training Centre in Manawan near Lahore with guns and grenades on March 30, Daily Times reported. Security Forces regained control of the facility in an operation that lasted for more than eight hours. About 93 cadets and civilians were injured. One of the attackers was arrested, another was able to flee after being hit by a bullet and three blew themselves up to avoid arrest, Punjab Police Inspector General Khawaja Khalid Farooq said. He believed the other attackers might have fled unhurt in the densely populated neighbourhood. The attackers, some of who were dressed in Police uniforms, scaled the four feet high boundary wall of the Police academy at about 7:15am (PST) when hundreds of Police recruits were carrying out morning drills. They threw three or four grenades at the trainees and subsequently began to fire indiscriminately. There were about 1,000 Police personnel in the facility at the time of the attack. The gunmen reportedly took positions on the second and third floor of the three-storey residential barracks. Contingents of Pakistan Army and Rangers arrived at the incident site at about 9am. Around 100 troops stormed into the premises in armoured vehicles and four helicopters hovered overhead. The Capital City Police Officer (CCPO) Pervaiz Rathore told a press conference that the arrested man, identified as Zubair alias Naik Muhammad, who killed an unarmed traffic warden in the attack was a member of the Punjab Taliban, an offshoot of the banned Lashkar-e-Jhangvi (LeJ) group. Seven people, including six Policemen, were killed when terrorists ambushed the Sri Lankan team while it was being driven to Gaddafi Stadium for a match. The CCPO said the terrorists had originally planned to take the Sri Lankan cricket team hostage until the release of some important leaders. The plan, however, changed when the terrorists were confronted by Policemen in the Liberty area, he added. While the other six terrorists had been identified – Muhammad Aqeel alias Dr Usman of Rawalpindi, Samiullah alias Ijaz, Adnan alias Sajjad, Ajmal alias Ehsan and Umer – the CCPO said they fled to Waziristan a few days after the attack. "We have arrested 25 Taliban and recovered suicide jackets from them. Six of the men arrested had been on the most wanted list," Islamabad Police chief Kaleem Imam said. "These terrorists, who hailed from Swat and Waziristan, were planning sabotage activities in Karachi, Lahore and other big cities… Their targets mostly were law enforcement agencies, vital installations and foreign dignitaries," he added. According to a handout by the Capital City Police office, the Police arrested the terrorists from T-4 Ali Park, Bund Road Lahore after a brief exchange of fire. It said the men planned to launch terrorist attacks in the city. The handout said the suspects were arrested at a check-post near Shera Kot bus station. They were identified as Karim Bukhsh, Abdul Rehman, Muhammad Younas, Shafaqat Farooqi and Hafiz Muhammad Ijaz. The police said two rifles, three pistols, 22 kilograms of explosives and bullets were recovered. It also said the arrested suspects informed Police about their three accomplices residing in the Bund Road area. The Police subsequently raided their hideout and arrested Shehzad and Ijaz Mahmood. Punjab Law Minister Rana Sanaullah said the cleric, variously identified as Hafiz Riaz or Master Riaz, and two other men who were in the house at the time, were arrested from a hospital where they were admitted for injuries sustained in the explosion. Police said they suspected Master Riaz of storing the explosives for "terrorism" purposes. Children of the village attended Koran classes at the house and a number of them were inside at the time of the explosion. Khanewal District Police Officer Kamran Khan told the media that two suicide jackets, detonators, six rocket launchers and some Jihadi literature were recovered from the incident site. He also confirmed the death of 11 persons. Kamran Khan also said Riaz did not run a regular madrassa (seminary), but an informal school possibly as a cover. Naeem Sadiq, a doctor at a local hospital, said the dead included three women, a 15-year-old boy and six children aged between six and 12. Sources said Master Riaz was member of a proscribed outfit and had participated in the Afghan war for eight years.

Persons from the two communities reportedly exchanged fire and over 80 homes of Christians were set ablaze by mobs. Six terrorists having links with the Baitullah Mehsud network were arrested from Sargodha in the Punjab province on August 24, Dawn reported. Three civilians and two Security Force (SF) personnel were killed on October 11, while seven SF personnel and three civilians were injured during the 18-hour operation – which culminated in the arrest of the ringleader, Aqeel alias Dr Osman. Although Aqeel was injured, sources said his condition is stable. Six soldiers and five terrorists had already been killed in the siege on October 10. The Inter-Services Public Relations (ISPR) Director-General, Major General Athar Abbas, said that two army officials were killed and seven others injured in the commando operation. Three civilian hostages were also killed in the operation, he added. The ISPR chief said eight SF personnel, including a Brigadier and a Lieutenant Colonel, nine terrorists and three civilians were killed on October 10 and 11, while the total number of injured was 15 – 12 army personnel and three civilians. He said the operation to rescue the hostages began around 6am (PST), and continued for 45 minutes in the first phase – during which commandos rescued 30 hostages and killed four terrorists. He said the five terrorists killed in the first phase were armed with suicide vests and tried to resist the troops. “The terrorists had suicide jackets, improvised explosive devices, grenades... they wanted to blow up all the hostages and cause maximum damage,” the AFP quoted him as saying. “Terrorist Aqeel alias Dr Osman was overpowered at around 9am in an injured condition when he tried to blow himself up and the rest of the hostages ... triggering a blast in adjacent offices of the security building ... five security personnel were injured in the final phase of the operation,” he said. All nine attackers were also shot dead by the SFs, officials said. The attacks were carried out at the Federal Investigation Agency (FIA) building on the Temple Road, the Manawan Police Training Centre and the Elite Police Academy on the Bedian Road. The District Emergency Control Room reportedly received the first call of a terrorist attack at 9:40am (PST) on the FIA building. After 15-16 minutes, the control room received other calls of attacks on the Manawan Police Training Centre and the Elite Police Training Academy at 9:55am and 9:56am, respectively. In the first attack, a terrorist wearing an explosive vest attacked the FIA offices. The assailant reportedly opened indiscriminate fire at the people, killing six persons, including two FIA inspectors, on the spot. Police cordoned off the building and subsequently killed the terrorist. Police recovered a hand-grenade, seven chambers, some dry fruit and an explosive vest from the possession of the terrorist. The Police also arrested a suspected youth, aged around 20, from near the FIA building. However, Daily Times reported that at least three terrorists attacked the FIA building, killing seven people. A witness said the attackers shot dead two SF personnel, and entered the premises. FIA personnel inside the compound killed one of the terrorists, while FIA sources said one of the attackers was arrested. AFP reported that one of the gunmen escaped. In the second attack, four terrorists stormed the Elite Force Training Centre and an encounter continued till afternoon until the SFs killed the two attackers and freed a family they were holding hostage. Two other attackers blew themselves up, Police said. The General Officer Commanding (GOC) Lahore, Major General Shafaqat Ahmed, told journalists that the Pakistan Army and Police carried out a successful operation and the training centre had been cleared of terrorists. The SFs killed two out of four terrorists — one at the main gate the other on the rooftop of a building. The other two terrorists blew themselves up. An Assistant Sub-Inspector of Police, Ghulam Jaffar, and a civilian, Adil, were killed and seven Policemen were wounded in the attack. The attackers of the Manawan Police Training School, wearing Police-like camouflage fatigues, lobbed a grenade and opened indiscriminate fire at the trainees, killing 11 Policemen and a civilian and injuring 34 Policemen. However, Daily Times reported that nine Policemen died and 60 were injured when four attackers wearing suicide jackets attacked the compound. Three of the men blew themselves up, while one was subsequently killed by the Police. This is the second terrorist on the Manawan Police Training School. On March 30, 2009, eight police recruits and a civilian were killed when a group of 10 terrorists attacked the training facility.

The two ‘commanders’, identified as Iqbal and Gul Muhammad, both hailing from Faisalabad, were arrested earlier this week by law-enforcement agencies, senior officials disclosed to Dawn on October 22. They were members of the Tehrik-i-Taliban Pakistan (TTP) Shura, the umbrella council of about top 40 militant commanders that coordinates and oversees Taliban activities in Pakistan. The two, who were in charge of militancy in Punjab, officials claim, served as the link between Taliban’s main leadership in Waziristan and the Punjabi Taliban network, a grouping of sectarian and Kashmir focussed militant groups responsible for the Taliban attacks in Punjab and the federal capital. Their arrest came after telephone intercepts by intelligence agencies and disclosures by Muhammad Aqil alias Dr Usman, who led the October 10 attack on the GHQ and was the only attacker to be arrested after the siege. Iqbal and Muhammad are said to be of the same ranking in the militant hierarchy as Aqil, who was also one of the TTP Shura members. Security sources said the two were involved in most of the major attacks in Punjab in 2009, including the one on the GHQ and the three coordinated attacks in Lahore on October 15. At least one of them is believed to have escorted the GHQ attackers.

Khalil, who was said to be the right hand of late Baitullah Mehsud, allegedly masterminded the twin suicide bombings at Moon Market of Iqbal Town in Lahore on December 7, 2009. According to sources, the Cantonment Division Police raided an outhouse of Malik Nazir in a Manawan locality of Lahore on December 20 and arrested Khalil and the 17-year-old would-be suicide bomber, Usman alias Shahbaz. Police recovered explosive material and sensitive documents from the place where he was living. On confession provided by Khalil, Police captured another eight suspected militants, three of them from Tandlianwala in Faisalabad District. During interrogation, the suspected militants confessed that they were to attack the flag-lowering ceremony at the Wagah border on December 22. Khalil confessed before investigators that he had a team of 600 suicide bombers. According to sources, Khalil was on the US list of most-wanted terrorists. Capital City Police Officer Pervez Rathor said that Khalil arranged food, accommodation, weapons and vehicles for the bombers for attacks across the province.
