At least 29 mosques in Karachi have reportedly been declared disputed and some have been put under surveillance to avoid untoward incidents between rival religious groups. Seven out of the 29 disputed mosques were sealed. Among the several sects, those of Deobandi and Barelvi were allegedly responsible for a majority of the disputes, according to official sources. While some mosques are reportedly disputed between sectarian groups, some others are said to be a matter of dispute for other differences. In Karachi, according to The News, where a total of 2,223 mosques are present, 988 out of them belong to the Deobandi sect, 957 to the Barelvi sect, 58 to the Ahle Hadees sect, while 210 Shia mosques area also operational.

According to a survey by the Karachi Police, there are approximately 1,248 seminaries of different sects in the Sindh province. In Karachi, 869 seminaries were functioning in which 226,424 students, including 10,905 foreign students, were studying. The survey showed that in Karachi, a total of 466 seminaries of the Deobandi school of thought, 368 seminaries of the Barelvi school of thought, 24 seminaries affiliated to the Ahl-e-Hadees and 11 of Ahl-e-Tashee school of thought were reportedly operating. The survey also revealed that foreign nationals in these seminaries belonged to Afghanistan, Sudan, Namibia, Kenya, UAE and certain countries of Central Africa.

From January to August, seven activists of the Muttahida Qaumi Movement-Altaf Hussain (MQM-A) and five of the rival Haqiqi faction (MQM-H) were killed. According to The News, Gun Gun Rusman Gunawan, younger brother of Hambali, chief of the Indonesian terrorist group Jemaah Islamiyyah, was arrested from the Gulshan-e-Iqbal area in Karachi a month back. Yaqoob Tahir, registrar of the seminary Jamia Abi Bakar situated in the Gulshan-e-Iqbal area, told The News that about a month ago Karachi Police summoned one of their Indonesian students, namely Abdul Hadi whose name was written on his passport as Gun Gun Rusman Gunawan, for questioning. After questioning he was later taken towards an undisclosed location. "Since then we have no information regarding his whereabouts," the official said adding "We have informed his government but so far we did not receive any response." Unnamed official sources were quoted as saying that Gunawan had been handed over to the US authorities. Meanwhile, an Indonesian student arrested from a seminary in Karachi on September 20 on suspicion of links to the Jemaah Islamiyyah is a brother of Hambali, an official said on September 22. "I believe it is so," Interior Ministry spokesperson Iftikhar Ahmed told AFP. "I don’t have it in writing in front of me but that is what I’ve heard." As reported earlier, security agencies arrested 16 foreigners on September 20 after raiding two seminaries in Karachi. Hambali, in US custody since his arrest in Thailand on August 11, 2003, is alleged to be closely linked to the Al Qaeda.

The News quoting an official report has indicated that over 100 sectarian terrorists wanted in hundreds of sectarian murders during the last one decade in Pakistan remained untraced by the security agencies thus far. Profiles of 133 terrorists from the proscribed sectarian outfits – the Lashkar-e-Jhangvi (LeJ) and Sipah-e-Mohammed (SMP) - wanted in sectarian killings were prepared by the security agencies. Official sources have indicated that thus far an estimated 33 have either been arrested or killed in encounters with the police. Further, many of these wanted sectarian terrorists were regrouping after a brief lull in sectarian violence since the fall of the Taliban regime in Afghanistan. These terrorists are allegedly responsible for the fresh wave of sectarian violence in Quetta, Karachi and now in Islamabad. According to the Dawn, the Sindh Government has prepared a list of at least 70 terrorists, including 39 suspects involved in sectarian killings, and their names have been circulated among different police stations. Quoting Aftab Ahmed Shaikh, Adviser (Home Affairs) to the Sindh Chief Minister, the report said that the list was finalized on the basis of First Information Reports (FIR) lodged at various police stations and also information collected by the security agencies. The names of terrorists are to be publicized through the media along with an appeal to the general public for co-operation in arresting them.
