The year 2018 saw a remarkable reduction of 45pc in militant attacks in Pakistan, Dawn reported on January 2 quoting a study conducted by Pakistan Institute for Conflict and Security Studies (PICSS). The PICSS study showed that the security situation significantly improved in the year as the number of attacks, resultant deaths as well as injuries declined by 45pc, 37pc and 49pc, respectively, compared to 2017. The number of suicide attacks also declined. According to a press release, militants carried out 229 attacks in different provinces in which 577 people were killed - 356 civilians, 152 security forces personnel and 67 militants. Besides, 959 people were injured, including 693 civilians and 261 security personnel. But the ratio of security forces’ casualties per attack significantly increased in 2018 compared to 2017. A consistent decline in militant attacks was noticed since the launch of Operation Zarb-i-Azb (‘Sword of the Prophet’, also ‘sharp and cutting’) in June 2014. The average militant attacks per month declined from 35 in 2017 to 19 in 2018. In 2014, it was 134 which dropped to 59 in 2015 and 42 in 2016. Average militant attacks per month decreased from 35 in 2017 to 19 in 2018, report says. Balochistan remained the most troubled province where the highest number of militant attacks (99), highest number of deaths (354) and highest number of injured (570) were recorded. Of the total attacks in the country, 61pc of the deaths and 59pc of the injuries took place in Balochistan. The second highest number of attacks (65) was recorded in the erstwhile FATA in which 107 people were killed and 150 injured. In Khyber Pakhtunkhwa, 40 attacks were recorded in which 72 people were killed and 174 injured. As many as 14 attacks were reported from Sindh in which 21 people were killed and 20 injured. Punjab saw six militant attacks in which 18 people were killed and 42 injured. More footprints of the militants were observed in Gilgit-Baltistan than the previous years as four militant attacks were recorded in the area during the year in which five people were killed and three injured. At least 12 schools, mostly of girls, were destroyed in a single night in the Diamer District. In 2017, 23 suicide attacks had been recorded in the country. However, the number declined to 18 in 2018 in which 267 people were killed and 460 injured.

Sindh Police's Counter Terrorism Department (CTD) have developed a technical team under its anti-terror wing that has started monitoring all digital platforms amid their growing use for “promotion of ideology of hatred, anti-state activism and militancy”, a senior official said on January 17, reports The Dawn. The fresh development from the Sindh Police came after a series of steps announced by the federal government and institutions, including Pakistan Telecommunication Authority (PTA) and Federal Investigation Agency (FIA), where “the infiltration of anti-state elements and promoters of different ideologies which cannot be dubbed as pro-nationalism” have sparked concerns, necessitating immediate and strong measures. The FIA a few months ago allowed establishing of 15 cybercrime reporting centres in the country. Five of the centres will be opened in Punjab, three each in Sindh and Khyber Pakhtunkhwa (KP), two in Balochistan and one each in Islamabad and Gilgit-Baltistan. The decision was taken in accordance with Section 51 of the Prevention of Electronic Crimes Act 2015, which grants the government powers to take all necessary measures for the prevention of cybercrime.

53 Antiterrorism Court (ATC) established in Sindh have recorded a high acquittal rate in 2018, reports Dawn on January 28. The 53 ATCs decided 3,160 cases till the end of November 2018 while 1,678 new cases were instituted and the total backlog stood at 3,213 cases. The conviction rate stood at around 15 per cent, as the courts convicted accused in 467 cases. The acquittal was recorded at 86 percent as the accused in 2,693 cases were acquitted due to lack of evidence by the prosecuting agencies, including police and Rangers. The provincial government has set-up 53 special ATCs (31 in Karachi and 22 in ten other cities) to try persons involved in committing offences punishable under special laws.

A spokesman for the Sindh Rangers said notorious criminal Shahid Iqbal, associated with the Lyari gang war’s Aziz Baloch group, was arrested in the Kalri area on charges of involvement in a number of extortion cases.In raids carried out raids in Awami Colony, Frere, Ferozeabad and Garden areas, rangers arrested six men, Qaiser Khan, Muhammad Yasir Khan Nabil Shah, Mujahid Ali, Muhammad Zafar and Irfan, for their alleged involvement in a number of street crime and other robbery cases in different parts of the city.In Korangi, Mumtaz Ali Siddiqui, said to be associated with the Muttahida Qaumi Movement-London, was apprehended on charges working as a facilitator of criminals.

The Pakistan Rangers (Sindh) on May 1 arresteda Jundullah militantKhan Badshah, who went by the aliases Umer Farooq, Khan, Maviah, Bacha and Bihari, from Paracha Chowk area of Shershah locality in Kiamari Town of Karachi, the provincial capital of Sindh, reports The News. The arrested militant’s name is also mentioned in the Red Book of the Counter Terrorism Department (CTD).The Rangers spokesman said that the militant had been working with Jundullah’s Haji Mumtaz alias Hamza Group. During the initial investigations, the suspect revealed that he and his accomplices had transported a large cache of weapons to Karachi from Waziristan District of Khyber Pakhtunkhwa and that the weapons were used against the CTD in a 2007 shootout in Shah Latif Town. The suspect also disclosed that in 2007 he and his accomplices had committed a robbery at a bank located on Rashid Minhas Road and made off with PKR 1.7 million. In 2008 they committed a robbery at another bank and made off with PKR 3 million.During the same year they committed a robbery at a bank’s Malir Halt branch and made off with PKR 3 million, and on resistance they shot a security guard there. In 2010 there was an encounter in Shah Latif Town with the Police in which he managed to escape.In October 2013 he had targeted several persons in the Ittehad Town area and in 2017 he and his accomplices had committed a robbery at a bank’s Liaquat Market branch and made off with PKR 3 million, and on resistance they had murdered a Police official and two security guards. He is also an expert in making bombs.

Police on May 6 claimed to have arrested five persons, including a reporter of a daily Urdu-language newspaper, for their alleged involvement in sectarian killings in Karachi, the provincial capital of Sindh, reports Dawn. Deputy Inspector General (DIG), East Zone, Amir Farooqi identified the held persons as Syed Matloob Hussain, a reporter of Daily Jang, Syed Imran Haider Zaidi, Waqar Raza, Mohammad Abbas and Syed Mohtasham. In addition, DIG Farooqisaid a group trained in a neighbouring country and the banned Sipah-e-Muhammad Pakistan (SMP) were responsible for the series of incidents of sectarian violence that took place in Karachi during the past few months.DIG Farooqi said following the deaths of innocent people in the wave of recent sectarian violence in the city, teams of law enforcement agencies were formed to trace the perpetrators, which succeeded in arresting two groups of notorious sectarian killers.

One of the attackers was killed, while the other three managed to escape. The Counter Terrorism Department (CTD) of Sindh Police on May 20 claimed to have foiled a major terror activity by arresting two militant facilitators during a raid conducted on a tip-off at an interprovincial bus stand in Sohrab Goth of Karachi, the provincial capital of Sindh, reports The News. CTD officials said that they arrested facilitators of a banned militant outfit for their alleged involvement in transporting the suicide vests from Afghanistan to Karachi. Two suicide jackets that were confiscated from their possession. According to CTD in-charge Deputy Superintendent of Police (DSP) Ali Raza, each of the suicide jackets carried around four-and-a-half kilograms of explosives and they were hidden in two room refrigerators. The jackets were dispatched to Karachi from Afghanistan by the Jamaat-ul-Ahrar (JuA) to be used in major suicide bombings in the city, the DSP added.

An anti-terrorism court (ATC) of Karachi on May 23 sentenced two Lashkar-e-Jhangvi (LeJ) militants to death in an eight-year-old case of a lawyer’s killing in a sectarian attack outside a former judge’s residence, reports The News. The ATC-VI judge awarded capital punishment to Jameel Ahmed and Muneer Ahmed after finding them guilty of killing the lawyer, Zain-ul-Abideen. The convicted men were also sentenced to 10-year imprisonment for an encounter with the Police. Zain (30) was shot by three men in a Suzuki Cultus when he was parking his car outside the house of a former judge of the Sindh High Court, Zawar Hussain Jafferi, a friend of his father, in Block 5 of Gulshan-e-Iqbal town in Karachi on November 4, 2011.

Mohammed Arbab (55) was coming out of the Minarul Huda Masjid in Sachal Goth near MurtazaChowk after offering Fajr (Morning) prayers when unidentified assailants on motorcycle opened indiscriminate fire on him and fled, said Malir Town Senior Superintendent of Police (SSP) Irfan Bahadur. “It appeared to be a targeted killing incident,” the SSP added. However, he ruled out the possibility of a sectarian motive being behind the murder. He pointed out that the deceased was a prayer leader (Khateeb) of the mosque belonging to the AhleHadees school of thought. SSP Bahadur believed that there was no history of targeting AhleHadees followers on sectarian grounds. The victim’s father is also a Khateeb of the same mosque.

The 29-point terms of reference (TORs) for the committees, mentioned all major functions of intelligence gathering in divisions and districts of the province including pre-emptive action against activities of proscribed outfits, monitoring of non-mandated activities of the non-governmental organisations and continuous monitoring of implementation of sanctions against listed entities and individuals. The doctor was taken into custody while protestors set fire to shops owned by Hindus. The head cleric of the local mosque, Maulvi Ishaq Nohri, filed the complaint with Police alleging that Kumar had torn pages of a holy book and wrapped medicines in them. The Counter Terrorism Department (CTD) suspects that the al Qaeda in the Indian Subcontinent (AQIS) is ‘regrouping’ in Karachi, the provincial capital of Sindh, to carry out terrorist attacks, reports Dawn. The CTD also claimed to have busted two other outfits whose members had been active in sectarian killings and murders of Policemen. “We have received reports that six ‘disgruntled’ militants of the AQIS recently arrived in Karachi from Afghanistan and they are trying to activate their sleeper cell,” said CTD chief Raja Umar Khattab. It was a splinter group of AQIS that comprised members of different communities who belonged to Karachi and had gone to Afghanistan, adds Khattab. They had reportedly developed differences with their leadership, partly because they did not utilise their ‘services’ for a considerable period of time, and now they had returned to Karachi. Six militants have recently returned to Karachi from Afghanistan. Law enforcers were making concerted efforts to bust this emerging cell and the CTD official hoped they would be ‘neutralised’ before they could carry out any act of terror.
