Chhattisgarh Chief Minister Raman Singh has for the first time admitted that the Salwa Judum (an anti-Maoist vigilante group) against the Maoists is being abandoned in his State as it was proving to be counterproductive. "Innocent people were getting killed. Moreover, the matter was dragged to courts, right up to the Supreme Court," he said while talking to TOI on February 6. Singh, however, said that if not in its armed avatar, 'Judum' will be carried on as means of peace campaign in Maoist-affected areas. Over 4,000 square kilometres of land in Bastar that includes the thickly forested, tribal heartland of Abujh Marh has remained untouched by governance. "We have no presence in those pockets as even the revenue survey has never been undertaken there," Singh admitted. Some 16,000 primitive tribals in that area where development process is still a distant dream.

According to Outlook, the Chhattisgarh Government on February 24 told the Supreme Court (SC) that it would not be possible to shift villagers from relief camps within a definite timeframe due to possible reprisals from the Communist Party of India-Maoist (CPI-Maoist) which killed 700 tribals in the past five years. In an affidavit submitted through counsel Atul Jha, the State Government however, said it was taking all steps to gradually shift the villagers back to their villages from the relief camps set up close to Police Stations in the worst Maoist-hit Dantewada and Bijapur Districts. Since 2005, the relief camps in Dantewada and Bijapur have been attacked 34 times. In 2010 alone, these relief camps have been attacked 9 times. In the last five years, more than 700 innocent tribals have been killed by Maoists after being branded as sympathiser of Salwa Judum (an anti-Maoist vigilante group) or as Police informers. "It is submitted that in the prevailing security scenario with the Maoists determined to exterminate all those people opposed to them or unwilling to join their cadre, it would not be possible to force the remaining inmates of these camps to leave immediately," the affidavit said. The State's affidavit comes in the backdrop of the January 18 SC's direction to wind up the relief camps as civil rights groups alleged they are used to shelter armed Salwa Judum members and special Police officers trained by the Government to tackle Maoists.

a Lashkar (tribal militia) fighting the Tehreek-e-Taliban Pakistan (TTP) in the Adezai outskirts of Peshawar has threatened it would stop its fight if the Government does not issue the militia ration and ammunition within one week. Dilawar Khan, chief of the Adezai Qaumi Lashkar, told a press conference that the Government had “an ambiguous policy” about the TTP in Adezai and accused local legislators of supporting the TTP. “The local MPA (member of provincial assembly) and MNA (member of national assembly) of Awami National Party (ANP) do not support the volunteers of lashkar against the TTP as they don’t belong to their party,” he alleged. He said the tribes of Adezai formed the lashkar in 2008 on the instruction of Government. “Our 47 people including former chief of lashkar Haji Abdul Malik and several commanders have been killed in blasts, attacks and exchange of fire with militants so far,” he said. He said that at the time of lashkar formation, Capital City Police Officer Suleman and former commissioner Azam Khan had assured them that they would be provided with ration, arms and ammunition, adding, “But the commitment has yet to materialised.”

A suicide bomber killed 43 persons and injured another 52 others in an attack on a funeral prayer for the wife of a volunteer of Qaumi Lashkar (community tribal militia) in Adezai village on the outskirt of Peshawar, the provincial capital of Khyber Pakhtunkhwa on March 9, reports Dawn. Sources said that the suicide bomber blew himself up soon after the prayers had begun. A bomb disposal official said about 8kg explosives and ball bearings had been used in the attack. It was the second suicide attack on the Lashkar, which has been fighting the Tehreek-e-Taliban Pakistan (TTP) militants since 2008 in the village, about 35km from Peshawar cantonment. Peshawar SSP (operations) Ijaz Khan confirmed that it was a suicide blast, but said it was not clear if the bomber was with the mourners or appeared there later. He said the Lashkar had been supporting law-enforcement agencies for three years in rural areas of Peshawar.

Dilawar Khan and other militia leaders close to Peshawar have long demanded more money and weapons from authorities in Pakistan, accusing the Government of encouraging them to rise up against the militants but not giving them the support needed to do so. But authorities, worried about giving them too much power, have been careful not to give them too much.

One person injured in the bid to explode the car of Badhber Qaumi Lashkar (community militia) leader in Sulemankhel area on the outskirts of Peshawar, the provincial capital of Khyber Pakhtunkhwa on April 2, reports Dawn. Source said that vice-president of the Badhber Qaumi Lashkar, Mukamil Shah, who is also a leader of Awami National Party, just passed through the area when the blast occurred. He escaped unhurt, he source added. Another motorcar, passing through the area, was damaged in the blast, he said. The driver identified as Akbar Khan received injuries. Sources said that the lashkar killed Khan Zakhakhel, the suspected head of the LI execution squad, along with his family after torching his house on the second day of fighting. The sources claimed that Khan Zakhakhel carried out executions on the orders of Mangal Bagh. Two other LI ‘commanders’, Mula Zahuruddin and Policai (real name not known) were also killed along with Khan. Another two LI ‘commanders’ reportedly surrendered to the Zakhakhel lashkar in Bar Qambar Khel and Brug areas, after the latter took control of Ziarhai heights. The sources also added that Ansarul Islam militants re-established control over Sandapal after Zakhakhel tribesmen, previously loyal to LI, had abandoned the area. A member of Tank peace committee, Nizamuddin, was killed and two of his associates received injuries when unidentified assailants opened fire on them in Wazirabad area of Tank District in Khyber Pakhtunkhwa on December 27, reports Dawn. So far seven key members of the peace committee, including its head Shahabuddin Khan, had been killed. The committee was formed in 2009 before the launch of Operation ‘Rah-e-Nijat’ on the directives of the Government to curb the growing activities of militants in the region. In 2011 it was disbanded after complaints from local people.

A pro-Government tribal elder of Mamond tribe and senior leader of peace committee, Malik Fazal Wahid (42), escaped unhurt when a remote-controlled bomb exploded near his car in the Damadola area of Bajaur Agency in Federally Administered Tribal Areas (FATA) on December 27, reports Dawn. According to an eyewitness, Malik Fazal Wahid was going in a car from his hometown Damadola to Khar, the agency headquarters. Mr Fazal had recently formed a lashkar (tribal militia) against militants in the area. Mr Fazal’s elder brother Malik Hamid Khan was killed in 2009 in an attack by militants.

There followed a search operation during which security personnel arrested a suspected militant and seized an explosive device near the Darra bazaar area.
