A lawyer identified as Irfan, who was working as an Over Ground Worker (OGW) for terror outfits, was also arrested along with Deputy Superintendent of Police (DSP), Davinder Singh and two militants of Hizb-ul-Mujahideen (HM) in Kulgam area in Kulgam District of Jammu and Kashmir (J&K) on January 11, reports India Today. Earlier, South Asia Terrorism Portal (SATP) had reported the incident of arrest on January 11. Reportedly, an i-10 car was intercepted in Kulgam area and in the car was Jammu Kashmir Police (JKP) officer Davinder Singh with two top HM militants. As the car approached the checkpoint, the vehicle was stopped and the four were arrested.

Security Forces (SFs) arrested two more Over Ground Workers (OGWs) of the Jaish-e-Mohammed (JeM) after the encounter at Ban Toll Plaza near Nagrota on Jammu-Srinagar National Highway (NH) in Jammu District of Jammu and Kashmir (J&K) on January 31, reports Daily Excelsior. The Special Operations Group (SOG) and Police after the exchange of fire with the militants arrested Sartaj Ahmed Mantu and Asif Ahmad Malik, all residents of Kakapora in Pulwama. Earlier, South Asia Terrorism Portal (SATP) had reported the incident on January 31, in which it was reported that three unidentified militants were killed and a Policeman sustained injury. Also, the truck driver identified as Mohamamd Mabool was arrested and has been taken into custody for questioning. However, Daily Excelsior, reports that the three Pakistani militants are believed to be Fidayeens (Suicide Squad) of JeM outfit, and their identity are yet to be established but they were believed to be Pakistanis. Sameer Ahmad Dar, who was driving the truck, earlier identified as Mohamamd Mabool, was the cousin of February 14 Pulwama attack mastermind Adil Dar, who killed 40 Central Reserve Police Force (CRPF) personnel last year (2019). Sameer’s real brother, Manzoor Malik, a Lashkar-e-Toiba (LeT) militant, was killed in South Kashmir in 2016.“Infiltration attempts were reported from the International Border [IB] in 2018 and they have resumed now. In 2019, it was alright,” Director General of Police (DGP) Dilbag Singh said, adding that injured Policeman Bhom Raj displayed courage and chased the militants. In the process, mobile telephone of one of the militants fell down, which has been seized by the Police. Slain militants were in possession of M4 Carbine, a deadly weapon and is used only by top ‘commanders’ of the militant outfits. Apart from this, the militants were also carrying high end satellite communication phones, wireless sets and Global Positioning Systems.

Police arrested two OGWs of the Lashkar-e-Toiba (LeT) in Hajin area in Bandipora District of J&K on February 8, reports Daily Excelsior. Police said Police Station Hajin received information that posters of LeT have surfaced at various spots in Hajin inciting common masses against Police and State of India, following which Security Forces (SFs) raided several places and busted an OGW module behind it and recovered incriminating material from them. The two arrested OGW’s have been identified as Irfan Aziz Bhat, of Syed Mohalla Hajin, and Mohammad Asif Paray, of Bon Mohalla Hajin, owner of Sagar Tele Communication SIM Card Retailer. Police also recovered a Laptop HP Core i3, one Laptop charger, one Keyboard, one Mouse, one Espon Printer cum scanner, one damaged HP printer cum scanner, one Espon Black ink, one rim of A4 size paper, 14 Photo paper sheets, one Redmi Note 7s, one Intex Dongle, one Pen drive, one OTG, five Card Readers, four Memory cards, 20 SIM Cards with Airtel 9, Jio SIM cards 5, Idea 3, Vodafone 2 and Reliance SIM Card 3, one Fake Election Card of Irfan, one fake driving license of a person Mohammad Akbar, Software Discs and one Laptop Bag from Irfan Bhat. One Canon Desktop, one Epson printer cum scanner 3D02, one Scanner cum printer 2 in 1, one Epson yellow and black ink, one D-Link router, 30 SIM cards including 11 of Airtel, 16 of BSNL and one each of Vodafone, Aircel and Reliance, five Fake Election Cards, one Fake D/L, one Fake R/C , Credit Card 3D01, two damaged phones and four Stamps were recovered from Mohammad Asif Parray.

Police busted a module of Over Ground Workers (OGWs) of Hizb-ul-Mujahideen (HM) and arrested three HM militants from Chadoora area in Budgam District of Jammu and Kashmir (J&K) on February 8, reports Daily Excelsior. Acting on a specific information, Budgam Police busted the HM OGW module active in the Chadoora and arrested the three OGWs identified as Amir Shafi Dar, Shabir Ahmed Ganie, residents of Chadoora in the District, and Mudasir Ahmed Khan, resident of Pulwama District. Police said that these persons were active in the area for last few months and were involved in various subversive activities and providing shelter and logistic support to militants. Police said that on their disclosure, arms and ammunition have also been recovered.

The NIA in a statement said, “A furniture shop owner, Shakir Bashir Magrey provided shelter and other logistical assistance to the suicide-bomber Adil Ahmad Dar. He was introduced to Adil Ahmad Dar in mid-2018 by a Pakistani militant Mohammad Umar Farooq and he became a full-time OGW (Over Ground Worker) of JeM.” Magrey (22), resident of Hajibal in Kakapora in Pulwama, was arrested by NIA for his alleged involvement in the Pulwama terror attack (February 14, 2019). “Accused Shakir Bashir Magrey has further revealed that he had harboured Adil Ahmad Dar and Pakistani militant Mohammad Umar Farooq in his house from late 2018 till the attack in February 2019, and assisted them in the preparation of the IED (Improvised Explosive Device),” the statement added. During searches, SFs seized a sizeable number of arms and ammunition, besides several Lashkar-e-Toiba(LeT) letter pads from them. During questioning, Police learnt that the LeT affiliates were motivating the youth of the area to join militancy by providing them with arms and ammunition. “They also supplied weapons to some who had recently joined the outfit and were operating in Handwara,” a Police officer said. Based on the information provided by the OGWs, a joint team of Army’s 21 Rashtriya Rifles (RR), 30 RR, Central Reserve Police Force (CRPF)’s 92 Bn and Handwara Police launched a search operation in Gund Chogal village in Handwara early on April 3, and arrested the four militants, identified as Parvaiz Ahmad Chopan, Mudasir Ahmad Pandit, Mohammad Rafi Sheikh and Burhan Mushtaq Wani — all from Langate tehsil (revenue unit) in Kupwara. The SFs also recovered three AK-47 rifles, eight AK-47 magazines, 332 AK rounds, 12 hand grenades, three pistols, six pistol magazines, 24 pistol rounds and letter pads of the outfit from the possession of the arrested militants.

The SOG team has been questioning the OGW to reach to other militants and OGWs who were part of the hawala racket and militant plan to revive militancy in Doda District. Senior Superintendent of Police (SSP), Jammu, Sridhar Patil, said the OGW was subjected to questioning during which he disclosed that the hawala money had been sent from across the border and was meant to be delivered to revive militancy in Doda District. The Jammu and Kashmir Police on October 8 filed a chargesheet against six over ground workers (OWGs) of Jaish-e-Mohammad (JeM) in a money and technology transfer case registered in April 2020, reports The Times of India. The six accused against whom the chargesheet has been filed are Muzaffer Beigh, Farhan Lilu, Gulam Hassan, Ehsaan Farooq, Owais Ahmed, and Pakistani militant Abdul Rehman, who is currently lodged in Kot Bhalwal jail. The case was registered after one of the accused was arrested in RS Pura in Jammu District of Jammu and Kashmir (J&K) with several SIM cards, memory cards, and hawala money meant for OGWs and militants. After his arrest, Police raided Kot Bhalwal jail in April and recovered incriminating material, including mobiles phones, SIM cards and memory cards, which were used for communication of militants and OGWs from inside the jail with sleeper cells of JeM outside the jail.

Hussain managed to escape while Bhat was arrested during the subsequent Cordon and Search Operation (CASO) in the area by the SFs. One AK-47 rifle and a magazine was recovered from Jehangir, a stone-pelter and an Over Ground Worker (OGW). Hussain had fled from his camp in Nagam area in Budgam District on October 13 along with his service rifle and its magazine. Times of India adds that later in the day Hussain was later arrested in Rajouri District. The magazine was retrieved but the weapon was yet to be traced.
