An infiltrator was injured as injured as troops foiled Pakistani firing-backed infiltration bid of militants on the Line of Control (LoC) at Tarkundi in Gambhir sector of Poonch District in the night of January 3, reports Daily Excelsior. Troops observed a group of four to five militants, trying to infiltrate into Indian Territory, and challenged the militants who opened fire. This forced the militants to retrieve to Pakistan occupied Kashmir (PoK). One of escaped militants got injured in the firing. Pakistan Army also resorted to ceasefire violation to give cover to the infiltrators, official sources said. As many as 45 truce violations were reported in 2011 along the LoC in Jammu and Kashmir. Nine Security Force personnel were killed and nearly 50 injured in various firing incidents along the border between 2008 and 2011.

Jammu region recorded "zero infiltration" for the first time in 2011 despite several attempts along the Indo-Pak border, Police said on January 3, according to Hindustan Times. "2011 is the first year that has witnessed 'zero infiltration' (along Indo-Pak border). There has been no infiltration anywhere along the border in Jammu region," said Inspector General of Police (IGP, Jammu Zone) Dilbagh Singh. "There have been ceasefire violations. There have been dozens of infiltration attempts but they have not been successful," he added. To a question about the state of militancy in Jammu region, Singh said, "It was the best year as far as security, militancy and peace are concerned." Referring to militancy, he said while Doda and Reasi Districts are free from the menace, there is presence of militancy in Kishtwar, Rajouri and Poonch, though it is very marginal in Ramban District of Jammu region. Singh said 32 listed militants were operating in Jammu region at present. Police and security forces have eliminated 32 militants, including 11 top commanders in 2011, he said, adding that due to fear of Security Forces, militants have gone underground. "But our endeavour is to stamp out militancy completely from the region," he added. Daily Excelsior reports that militants are also working on recruiting local youth in certain areas of the State, including Pulwama, to expand terror network and the task has been assigned to a person, Usman Bhai alias Chhota Rehman.

The Army on January 10 said that Security Forces had foiled numerous infiltration attempts and terrorists were on the run with their leadership eliminated to a great extent in Jammu and Kashmir, reports Times of India. "The relentless hard work by security forces has kept terrorists on the run in Jammu and Kashmir", General Officer Commanding in Chief (GOC-in-C), Northern Command, Lieutenant General K T Parnaik said. "As their numbers have dwindled and the leadership has been eliminated to a great extent, the operations are now entering a more difficult phase," he added. "This demands excellent synergy among all security forces, intelligence agencies and the civil administration," the Army officer said. He expressed hope the terrorists would be dealt a final blow in the state soon.

PTI reports that an alleged Pakistani smuggler was shot dead by Border Security Force (BSF) personnel when he infiltrated into Indian Territory in Amritsar in the night of January 17, reports CNN-IBN. On frisking the body, BSF recovered 17 kilograms of heroin packed in 17 packets with a street value of INR 850 million and Fake Indian Currency Notes (FICNs) with a face value of INR 1 million. Confirming the drug and FICNs seizure as well as the encounter of the Pakistani smuggler, senior BSF officials said on January 18 said the incident took place when patrolling troops kept asking the Pakistani smuggler to surrender but he ignored them and kept marching towards Indian Territory. BSF officials said the intruder was killed in cross-firing between the BSF and at least three people, who were trying to sneak into India Territory, adds Daily Pioneer. The incident took place near the Bheropal border outpost. The BSF troopers challenged the intruders, who were crossing the fence. However, they fired at the BSF and in retaliation one person was killed.

"The troops of 86th battalion BSF [Border Security Force] this morning observed some suspicious movement near the forward post of Chak Mallar in Pargwal Sector. State Chief Minister Tarun Gogoi on October 20 stated that the foreigners or infiltration was not the only major problem faced by the State as some quarters are trying to project it though he admitted that illegal foreigners were indeed present in the State, reports Shillong Times. The CM announced this while releasing the White Paper on the illegal influx from Bangladesh and other neighbouring countries. Gogoi while providing the figures said, since 1985, 4,52,667 cases of suspected foreigners have been registered with Foreigners Tribunals in the state, of which 1,84,275 cases have been disposed. Out these, 61,774 foreigners have been declared as foreigners. Of these 32,537 cannot be deported since they came between 1966-71 (people who entered during this period cannot be deported. They were disfranchised for ten years after which they could get back the voting right if they get themselves registered).Of the remaining 29,237 declared foreigners’ only 2442 have been deported so far. The CM admitted that the deportation record has been poor and cited the absence of any extradition treaty with Bangladesh as the major impediment. “Bangladesh refuse to acknowledge that these foreigners are their citizens and even talk about involving a neutral party in settling citizenship issues of such people,” Gogoi said.

A major infiltration bid was foiled by the Army in Hajipeer sector in Baramulla District on October 31, reports Daily Excelsior. The militants managed to cross the Line of Control (LoC) taking cover of thick forest and dense fog and were spotted by the Army personnel some 400 meters inside the Indian territory. They fled towards LoC back to the Pakistan occupied Kashmir (PoK) when Army challenged and fired upon them. Brigadier G S Rawat of Rampur brigade said, “However, they were critically injured and Army noticed trail of blood upto the LoC but could not chase them beyond that as they entered PoK.” Fleeing infiltrators left behind three AK Rifles, some magazine and grenades. Army sources said that thermal imaging devices of the forward Army posts had also picked up the suspicious movement of the infiltrators in the morning. Sources said that the two injured infiltrators died across the LoC. Their death was confirmed as around 100-150 locals of the PoK gathered near the LoC to take part in the funeral of the two militants.

Police sources told that LeT militant Showkat Ali alias Walid, son of Mohammad Sharief, a resident of Pangai, Thanna Mandi in Rajouri District, who was arrested by Police on November 6 along with his Pakistan occupied Kashmir (PoK) wife and two children, disclosed during interrogation that he along with two militants from Kashmir—Zakir Ahmad and Mohammad Hamid—had crossed into India from Jatti border on Kathmandu-Patna route in Bihar last week from Nepal. He disclosed that Zakir was also accompanied by his PoK wife and children while Hamid was alone. All three militants boarded two trains to reach Jammu from where Walid reached Rajouri while the Kashmiri militants had left for Srinagar. Zakir and Hamid were also LeT activists. Walid has reportedly told Police that 70 to 80 militants from different parts of J&K, all of whom had married Pakistani or PoK girls, were making desperate attempts to procure Nepal visa to reach Kathmandu and then enter India on way to the State.
