Threeci vilians working as labourers were killed in a pre-dawn terror attack by militants on a General Engineering Reserve Force (GREF) camp near Line of Control (LoC) in Akhnoor sector of Jammu District on January 9 (today), reports Daily Excelsior. Two or more militants attacked the GREF camp around 1 AM near LoC in Battal village, sources said. Militants likely infiltrated from across the border to carry out the terror attack, sources said. In the attack, three civilians were killed, they said, adding that the victims were working as labourers with GREF.

An Army spokesman said the troops present along the LoC detected movement of two terrorists along the Betar Nala in the wee hours of January 10 and engaged them with heavy automatic fire. “While one terrorist was eliminated by afternoon of January 10 the second was eliminated today (January 11),” he said. The Border Security Force (BSF) on January 13, foiled major infiltration attempt by a group of four to six militants, trying to infiltrate into the Indian Territory, along the International Border (IB) in Samba sector in Samba District by killing one of them and forcing others to retreat to Pakistan, reports Daily Excelsior. Official sources said the BSF troops observed the movement of four to six militants, who were moving towards the Indian Territory along Tarnah Nullah between Samba and Hiranagar sectors on the IB. As the alert BSF troops challenged the militants, after heavy exchange of firing one of the militants was killed on spot while others were reported to have retreated to Pakistan taking cover of darkness in the area. The BSF didn’t suffer any casualties in the encounter.

Army and Border Security Force (BSF) foiled two major infiltration attempts, on January 24, along the Line of Control (LoC) and International Border (IB) killing a top Pakistani militant and arrested another while three other infiltrators managed to escape back to Pakistan occupied Kashmir (PoK) following effective retaliatory firing brought down by the troops on January 24, reports Daily Excelsior. Official sources stated that the troops observed movement of a group of four militants along LoC in Dadal Maneka area of Sunderbani sector in Rajouri District when they were trying to infiltrate into the Indian Territory along with a consignment of heavy arms, ammunition and explosive material. Immediately after the gunfight, troops conducted searches along LoC in Sunderbani sector and recovered the body of the slain militant who was believed to be a top Pakistani militant. “Arms, ammunition and explosives material recovered from the possession of militants as well as the weaponry with three militants, who fled back, indicated that the group of four militants was infiltrating into the Indian territory with plot to carry out major terror attack,” sources said, adding that the troops have thwarted game plan of the militants by eliminating one of them and forcing three others to retreat with their alertness.

Official sources said the militants resorted to heavy attack on forward BSF troops deployed on duty mound in Samba sector at 3.30 pm by firing grenades followed by heavy firing from automatic weapons with a view to force their entry into the Indian side to carry out terror attacks. “Alert BSF troops on duty points, without caring for their personal safety and security, swiftly organized coordinated effective firing on the militants, not only to suppress their fire but force them to retreat to Pakistan, from where they have been launched into the Indian side for carrying out subversive attack,’’ sources said. According to the sources, the grenade attacks and firing by the militants was to be followed by the infiltration attempt. However, finding the BSF troops on very high alert on the IB, the militants retreated to Pakistan.

A Pakistani infiltrator was arrested by the Border Security Force (BSF) personnel from the International Border (IB) in Ramgarh sector of Samba District on February 5, reports Daily Excelsior. Official sources said Jawans on duty observed suspicious movement across the IB near Balhad Post along Basantar River in Ramgarh sector this afternoon. They rushed and challenged the suspect, who had intruded deep inside the Indian Territory and arrested him. The arrestee has been identified as Mansheer (25), a resident of Kingra Morh in Sabekote area of Pakistan. During search, BSF personnel recovered an extra set of dress, a pair of white sports shoe, a brown cap, a tennis ball, playing cards and 110 rupees in Pakistani currency from the possession of infiltrator, sources said.

The Border Security Force (BSF) thwarted an intrusion bid at International Border (IB), which originated from Pakistan side, in Samba sector in Samba District, followed by heavy mortar shelling and firing in the forward areas on February 6, reports Daily Excelsior. Official sources said a group of heavily armed militants reached close to the IB on Pakistan side taking advantage of undulating ground in Samba sector at 8.45 am and opened heavy firing on the BSF personnel deployed on duty mound in forward areas with automatic weapons. The BSF personnel swiftly organized coordinated effected fire over the militants not only to suppress their firing but forced them to retreat to Pakistan from where they had been launched into the Indian Territory to target forward BSF posts, infiltrate into this side and carry out terror attacks on Security Force (SF) installations and civilian areas. Officials said the incident occurred around midnight when BSF troops deployed along the LoC fence in Keri sector of Rajouri detected some suspicious movement and a heavy exchange of fire ensued in which the militant was killed. During search the BSF party recovered the body of the militant along with an AK-47 rifle, six loaded magazines and a monocular night vision device from the Pakistan side. A black bag containing another loaded AK magazine, dry fruits and juice was also recovered. "It is understood that the remaining terrorists took advantage of the undulating hilly ground and jungle and retreated to their side. An infiltration bid was foiled by alert troops," the officials said. The identity of the militant is yet to be ascertained.

A total of 88 Kashmiri youths joined militancy in 2016, the highest in last six years and the infiltration almost tripled last year as compared to 2015, said Central Government on March 21, reports Daily Excelsior. In written replies to two separate questions in Lok Sabha (Lower House of Indian Parliament), Minister of State for Home Affairs, Hansraj Gangaram Ahir shared data about Kashmiri youths taking up arms, infiltration attempts and law and order situation in the Valley. The data shows a steady increase in the number of youths taking up arms in the Valley from 2014 onwards as compared to ones between 2010 and 2013. It, however, said the situation in Jammu and Kashmir has “improved to a large extent” in the current year.According to the data, 88 Kashmiri youths have joined militancy in 2016 which is highest in last six years. In the year 2010, 54 youths joined militancy, in 2011, the number came down to 23. It further dipped to 21 in 2012 and 16 in 2013, it said. In 2014, the number shot to 53 and in 2015, it reached 66 before touching the highest mark in six years (88) in 2016, the data said. “The State of Jammu and Kashmir has been affected by terrorism sponsored and supported from across the border. The levels of terrorist violence in the hinterland of Jammu and Kashmir are linked to infiltration from across the border,” Ahir said.The data on infiltration shows that about 121 terrorists had sneaked into the country in 2012, highest in six years, followed by 119 in 2016. “The counter terrorism efforts saw the best figures in 2010, when 81 per cent of infiltration attempts were thwarted by Security Forces (SFs), with only 95 terrorists entering the country as against 489 attempts,” the data said. In 2011, 52 terrorists had crossed over against 247 infiltration attempts, while in 2013, 97 ultras managed to sneak against 277 attempts, it said. In 2014, 222 terrorists tried to enter the country, but only 65 could do it and in 2015, 121 ultras attempted but 33 of them were successful, the data said. “Under the surrender policy notified by the State Government, since January 31, 2004 till date, 219 surrendered militants have been benefited under the scheme,” Ahir said.In response to a separate question, the minister said the situation in Kashmir in the current year has improved to a large extent. “The participation of youths in violence has ceased and normal activities are going on smoothly,” he said. The data on law and order incidents reported since killing of Burhan Wani on July 8, 2016 shows that 820 such events were reported in July that year which declined to 747 in August, 535 in September, 179 in October, 73 in November and 36 in December. The number of such events stood at five in January, 49 in February and 27 in March this year. “Barring some violence-prone pockets, the situation is at present normal. Efforts are afoot to bring the situation under control in these vulnerable pockets,” Ahir said. The Minister added that miscreants were being dealt with strictly under the relevant laws and their mentors arrested and detained to prevent any untoward incidents.

Army has intensified its vigil along the Line of Control (LoC) in Jammu and Kashmir that runs through North Kashmir after fresh infiltration this year. According to Multi Agency Centre (MAC) figures, eight militants have infiltrated into Kashmir in winter this year. These militants mostly infiltrated from Keran sector of the LoC where the snow depth was less compared to other areas. The figures suggested that the militants came in two groups. However, sources said that the number of militants who infiltrated this year in winter months of January and February is 12.Sources further said that these militants are still in the forests of North Kashmir after infiltration and are waiting for logistic support to get into Valley. However, Security Forces (SFs) are keeping an eye on the possible routes which they can take for entering into Valley from the forests and want to engage them inside forests only. The infiltration of militants into Kashmir has started early this year as compared to last year. Last year, the first infiltration reports were received in May and as per MAC figures, 114 militants infiltrated into Kashmir last year which was highest since 2014. Sources said that over 150 militants are on launch pads mostly in Neelam Valley area of Pakistan occupied Kashmir (PoK). As many as 33 terrorists were neutralised in Jammu and Kashmir (J&K) in the first three months of the current year, the Government told the Lok Sabha (Lower House of the India Parliament) on April 11, reports The Times of India. In comparison, 149 terrorists were killed in the Valley State in 2016 and 102 in 2015, Minister of State for Home Hansraj Gangaram Ahir told the Member of Parliament (MP) s in written reply to a starred question. As per data furnished with the reply, the total number of encounters in the Valley State stood at 25 until March 2017, as compared to 101 in whole of 2016. While 10 security personnel were martyred in counter-terror operations in J&K in the first three months of the year, last year's overall figure stood at 60. Terrorists/terror suspects arrested so far this year totalled 20, against 79 in all of 2016 and 67 in 2015. The comparatively high terror indices of last year are largely on account of violent protests that broke out in the Valley following the killing of Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani in July 2016. The protests had caused a sharp rise in stone-pelting incidents. Stone-pelting instances peaked at 837, 757 and 536 in July, August and September 2016 respectively. However, they have now come down significantly, with only 17, 46 and 60 stone-pelting incidents recorded in January, February and March 2017 respectively. In another question, Ahir informed the Lok Sabha that there were 43 infiltration attempts on the Indo-Pak border in J&K till February this year, as compared to 371 in 2016 and 121 in 2015. The number of infiltrating terrorists killed stood at 4 in first two months of the year, as against 35 killed in all of 2016 and 46 in 2015. As many as 30 terrorists were returned, against 217 in 2016 and 41 in 2015. Therefore, the estimated net infiltration cases works out to 9 till February this year, as compared to 119 in all of 2016 and 33 in 2015.

These militants mostly infiltrated from Keran, Gurez, Machil and Nowgam sectors. Two groups of these militants managed to infiltrate in winter when the mountain passes were covered with snow. Sources said that a group of JaisheMohammed (JeM) militants attempted infiltration from Zorawar Post of Lacchipora in Uri sector during the night and alert troops spotted them at around 3 am on September 26. The troops challenged the infiltrating group of militants leading to an encounter in which one militant who was later identified as Qayoom Najjar was killed. The other militants of the group including his long time associate, Imtiaz Kandu fled away taking advantage of terrain and darkness. One AK47 rifle, 4 AK magazines, several rounds of AK ammunition, one Chinese pistol, six pistol magazines, one matrix sheet, IED (improvised explosive device) making equipment, one grenade, one GPS (Global Positioning System), one night vision, dry fruits, Pakistan made medicine, Pakistan and Indian currency, one stick and one rucksack were recovered from the spot.Qayoom Najjar was a resident of Mumkak Sopore area of Baramulla District and was one of the longest surviving Kashmiri militant ‘commanders’ carrying a reward of INR10 lakh on his head. Najjar, had joined militancy at an age of 16. He was arrested in 1992 and later released. After his release, he recycled into the militancy in 1995. Though for many years, Najjar was a militant, but he always aspired to become a top commander after killing and arrest of top HizbulMujahideen (HM) commanders, Najar was the senior most active commander and thus the defacto operational chief of HM. Qayoom until 2015 was affiliated with HM but he broke away from the outfit and formed his own LashkareIslam which carried out series of attacks on mobile towers and killed several former militants and Hurriyat activists for their alleged links with Security Forces (SFs). Later in 2015, he crossed over to Pakistan and met HM ‘supreme’ Syed Salahudin but failed to patch up with his former boss. He, however, later joined JeM and had come to Kashmir to revive the outfit but was killed while sneaking in.Police said that Najjar was active since 1999 and exfiltrated to Pakistan in 2015 and was returning to take command of HizbulMujahideen (HM). The killed commander was despatched by United Jehad Council (UJC) ‘commander’ Syed Salahudin to revive the HM whose commanders of North Kashmir Pervaiz Wani alias Mubashir and of South Kashmir Yasin Yatoo had got killed recently. Police said his return was also necessitated because of wiping out of HM from North Kashmir. “He was involved in dozens of killings of civilians, police and security forces”, Police added. Police said that he was behind the killing of then HM ‘Commander’ Abdul Majid Dar who had entered into dialogue process with Government of India in year 2000. “The killed terrorist was also involved in number of IED blasts carried out by HM in North Kashmir in Sopore, Pattan, Handwara and Baramulla. He briefly fell out with HMHurriyat leadership in 2015 when he orchestrated multiple attacks on mobile towers and killing of some civilians affiliated with Hurriyat. He was recalled to base camp in Muzaffarabad, Pakistan occupied Kashmir (PoK) to sort out the differences”, Police added.Senior Superintendent of Police (SSP) Imtiaz Husain said that Najjar was involved in over 50 killings and his killing is a major relief for security agencies. “He was involved in the killing of 50 civilians and security force personnel and was most dreaded terrorists in the history of Kashmir. Police arrested two youths, identified as Danish Ghulam Lone and Suhail Ahmad Bhat who were trying to cross the LoC to enter PoK for arms training through border District of Kupwara. They also arrested four Over Ground Workers (OGWs) who were facilitating their ex-filtration. The interrogation of these arrested youth has revealed that a militant Ishfaq Paul who is in Central Jail is trying to revive the Al-Badar in Kashmir. The two youth, who railed from Pulwama, were motivated by Hizb-ul-Mujahideen (HM) ‘commander’ Riyaz Naiku to join militancy and sent by him to meet Ishfaq Paul in Central Jail before they left for PoK and were arrested by Police near the LoC. Police is investigating from the four arrested OGWs whether they have been successful in sending any youth to PoK for arms training so far or not. Senior Superintendent of Police (SSP) Kupwara, Shamsheer Hussain said that based on specific information, Police’s Special Operation Group (SOG) cordoned off Manigah village of Hyhama area in Kupwara District on October 31. “During search of the area, two youth were found moving suspiciously and were nabbed,” the SSP said. “Some incriminating documents including the map of areas adjoining to LoC and some posters of Hizbul Mujahideen outfit were also recovered from the possession of the arrested youth. A Pakistani intruder was shot dead by the Border Security Force (BSF) personnel along the Indo- Pak border, while he was crossing over to the Indian Territory at Ajnala in Amritsar District on December 22, reports Daily Excelsior. The 70th Battalion of the BSF shot dead the Pakistani intruder, aged around 65 years, when he ignored the warnings of the personnel and kept proceeding, the BSF official said. Earlier, the BSF had foiled an infiltration bid from across the border in September, when it shot dead two armed Pakistani intruders along the Indo-Pak border at Ajnala.
