Ahead of the Northern Provincial Council (NPC) election likely to be held in September 2013, the rift within the Tamil National Alliance (TNA) has widened, opening up avenues for a possible split in the party in the near future, reports Daily Mirror on April 1. The TNA is an amalgam of five parties - Ilankai Tamil Arasu Kachchi (ITAK), Eelam People’s Revolutionary Liberation Front (EPRLF), Tamil Eelam Liberation Organisation (TELO), Tamil United Liberation Front (TULF) and People’s Liberation Organisation of Tamil Eelam (PLOTE). Only the first three parties have Parliamentary representation. These allies have held negotiations over a period of time on the registration of the TNA as a separate political party. However, there has been a conflict of opinion between the ITAK of R. Sampanthan and the other parties on the sharing of responsibilities when registering the party.

Tamil People's National Front announced on April 23 that the party would not contest the Northern Provincial Council (NPC) election which is scheduled to be held in September, reports Colombo Page. The leader of the party Gajendrakumar Ponnambalam said in a press conference that the party would not contest the NPC election since it does not accept the 13th amendment to the constitution as a viable solution for the Tamil's problems. He pointed out that the powers devolved through the 13th amendment to the constitution were inadequate and the Tamils wanted powers that uphold the rights and dignity of the people.

President Mahinda Rajapaksa has scheduled two crucial meetings with the coalition parties of the ruling United People's Freedom Alliance (UPFA) and the Tamil National Alliance (TNA) to mainly discuss the Northern Provincial Council (NPC) election, Government sources said on May 12, reports Colombo Page. According to sources, the discussion will be focused on the ideological division in the coalition regarding the NPC elections, which is scheduled to be held in September. Several parties of the UPFA have openly objected to holding elections for the NPC while the leftist parties in the coalition back the election and the power devolution. The division of the coalition parties over the election has created a problem for the Government to hold the elections for the North, sources say.

Parliamentarian Ravi Karunanayaka of main opposition party, United National Party (UNP), said on May 17 that the UNP turned down a request from former LTTE ‘media spokesman’ Velayutham Dayanithi alias Daya Master to contest the Northern Provincial Council (NPC) elections under the party ticket. He said that Daya Master had requested from the UNP to offer him a ticket to contest the NPC election. Daya Master had earlier told local media that he would contest the election for the NPC under the ruling party, United People's Freedom Alliance (UPFA) ticket. Daya Master, a former English teacher, joined the LTTE and became the ‘media spokesman’ of the outfit. He surrendered to the Sri Lanka Army on April 22, 2009, during the final stage of the war, with another prominent LTTE leader, George Master, in the Putumatalam area of Mullaitivu inside the No-Fire Zone. A Sri Lankan court subsequently released them on bail.

Commenting on an article in Udayan newspaper, Dharmapuram Citizen Committee Chairman Wanni Murugesu claimed that the newspaper never spoke of conditions during the Liberation Tigers of Tamil Eelam (LTTE), Daily News reported on May 20. He stated, “The Udayan is now talking about three conditions for holding the Northern Provincial Council Election, while conveniently forgetting the past. They must remember that President Mahinda Rajapaksa is the person who eradicated the terrorism in Sri Lanka through a humanitarian operation and created a peaceful country. The Udayan states that the Northern Province Governor should be a civilian. Whether civilian or not is irrelevant. The only thing that matters is the person who is appointed should work with dedication for the public in boosting Northern development. Such baseless statements made to overcome the narrow minded political objectives are subject to the aversion of the Tamil people in the Northern Province.” The Udayan newspaper recently commenting on conditions related to the Northern Provincial Councils election in its editorial states that holding the Northern Provincial Council Election is not conducive, Colombo Page reported on May 20. It said that the government should establish Independent Commissions before holding an election in the Northern Province. The newspaper calls for the appointment of a Governor before the election and Commonwealth observers be deployed to monitor the election. The newspaper stressed that the authorities should follow the above conditions in order for a free and fair election to be held.

Petroleum Industries Minister Anura Priyadharshana Yapa on May 22 stated that the Government has not taken any decision to amend the 13th Amendment to the Constitution, reports Daily News. “We are aware that the Tamil National Alliance [TNA] is not in favour of the proposed amendment to the 13th Amendment to the Constitution. We assure that whatever change is decided by the [Parliamentary] Select Committee will be adhered to by the government,” the Minister asserted. He recalled that the Provincial Council system was introduced to the country as a result of the Indo-Sri Lanka Accord signed by the United National Party (UNP). “Right from the inception, there were a number political parties which opposed the introduction of the Provincial Council system to the country” as “certain provision included in the Provincial Council system did not suit a country like Sri Lanka”. “We are a small country,” Yapa noted. Minister Yapa also said the elections to the Northern Provincial Council (NPC) would be held in September 2013 as decided by the government earlier, and this would not change. “The North is a part of our country. The Northern Provincial Council is a similar administrative unit to the Provincials Councils operational in the country elsewhere right now,” the minister added. “We are not concerned who would win the election. We are keen to hold elections under the provisions of the Constitution,” the Minister said.

Several ministers in the Sri Lankan government are to support the TNA in demanding the full implementation of the 13th Amendment to the Constitution, Colombo Page reported on May 27. Leader of the Lanka Sama Samaja Party (LSSP) and Minister of Technology and Research, Prof. Vitarana, General Secretary of the Communist Party (CP) and Minister of Human Resources, D.E.W. Gunasekera, and Leader of the Democratic Left Front (DLF) and Minister of National Languages and Social Integration, Vasudeva Nanayakkara had reportedly met a group of TNA parliamentarians. The meeting had taken place last week at the Parliament Complex. TNA parliamentarian Suresh Premachandran observed that the three ministers had said the 13th Amendment should not be weakened and the Northern Provincial Council polls should be conducted in a manner without destabilizing the amendment. The ministers had also said that land and Police powers should not be stripped off the 13th Amendment.

Department of Elections on August 10 said it has recorded 68 polls related violations so far, reports Colombo Page. The most number of complaints were reported from the Kurunegala District in North Western Province while the least number of incidents have been reported in the Vavuniya and Kilinochchi Districts in the Northern Province. There were 15 incidents of poll violations from Kurunegala District and 26 violations reported in Central Province which comprises Districts of Kandy, Matale and Nuwara Eliya. However, most incidents reported were of minor in nature related to misuse of Government property for election activities, the Department of Elections said. Provincial Council Elections for the Central, Northern and North Western provinces are scheduled to be held on September 19, 2013.

The TNA believes that the most effective Police force for the North-East would be those directed by the Provincial Council. Currently there is no trust between the people and Police service in the Northern Province. The People have no confidence in their police officers and are often afraid to approach the police with concerns about crime and conflict in their communities.

Election for the administration in the Northern Province, which was under the control of Liberation Tigers of Tamil Eelam (LTTE) until their defeat in May 2009, is being held for the first time since the establishment of the provincial council system in 1987. Voting began at 7:00 a.m. local time at 832 polling stations in the five Districts - Jaffna, Vavuniya, Mullaitivu, Kilinochchi and Mannar - of the Province for 719,477 registered voters. Over 900 candidates from 57 political parties and 28 independent groups are contesting for the 38 slots in the Council. Tamil National Alliance (TNA) has secured a landslide victory in the first ever provincial council elections held on September 21 since the establishment of the provincial council system in 1987 in the Tamil dominated Northern Province, reports Colombo Page. The party fielding former Supreme Court judge C.V. Wigneswaran as the Chief Minister candidate for the Northern Provincial Council won all five Districts in the Province with a clear majority and secured 30 of the 38 seats (28 direct and 2 bonus seats) while ruling United People's Freedom Front (UPFA) got seven seats and the Sri Lanka Muslim Congress (SLMC) won one seat. In the Jaffna District, the Ilankai Tamil Arasu Kadchi (ITAK) the party representing the TNA won 84.37 percent of the votes while the UPFA came in second with 14.20 percent of the votes. Voter turnaround in Jaffna was 64 percent. In the former Liberation Tigers of Tamil Eelam (LTTE) stronghold of Kilinochchi District ITAK won 81.57 percent of the total votes while the UPFA received 17.37 percent of the votes. In Mannar District ITAK won 62.22 percent, UPFA received 28.38 percent and SLMC 8.59 percent of the votes. ITAK received 66.10 percent of votes in Vavuniya District and 78.56 percent of the votes in Mullaitivu District while the ruling party got 26.67 percent in Vavuniya and 20.04 percent in Mullaitivu.
