The NATO-led International Security Assistance Force (ISAF) in Afghanistan is resisting Islamabad’s pressure for a big push against terrorists in eastern Afghan provinces, where most of Tehreek-e-Taliban Pakistan (TTP) have set up sanctuaries and have launched multiple attacks from there on Pakistan’s border check posts, reports Dawn. The differences could result in another rough patch in military and intelligence ties between Pakistan and the US, which leads the NATO mission in Afghanistan. The relations were gradually improving after months of friction. ISAF Commander General John Allen, who was on his first visit to Pakistan on September 7 after taking over the coalition command in Afghanistan, had to listen to protests by Pakistani generals upset over the ease with which TTP who, after fleeing military operations in the country, launched attacks in Dir and Chitral from their sanctuaries in Kunar and Nuristan. On September 6, Army Chief General Ashfaq Parvez Kayani had visited Chitral and adjoining areas that witnessed TTP attacks and the issue was also discussed at the Corps Commanders conference, underscoring the seriousness being attached by the Army to the issue.

Federal Minister for Ministry of States and Frontier Regions (SAFRON) Shaukatullah Khan on September 9 said that more Frontier Corps (FC) and Levies personnel will be deployed along the Pak-Afghan border to check infiltration of militants from Afghanistan, reports Dawn. Talking to a delegation of Tribal Union of Journalists during his visit to Bajaur Agency, the Federal Minister said the Government of Pakistan had lodged a strong protest with Afghanistan authorities against militant attacks in Chitral, Dir and Bajaur regions from Kunar and Nuristan provinces. He said to prevent the attacks the Government had decided to increase the strength of Security Forces along the border. He said the capacity of levies force in all the tribal agencies would be enhanced to cope with militancy. He added that quotations had been invited from reputed arms dealers and suppliers within the country for purchase of sophisticated weapons, bullet-proof jackets and vehicles for FC and levies forces. He said 2,000 more youth would be recruited in Levies force from FATA, adding that efforts were being made to impart advanced training to the personnel. The Federal Government had decided to set up levies training centres in all the seven agencies’ headquarters. He said levies personnel would also be sent to Islamabad for special training.

Pakistan has sealed off all borders with Afghanistan in order curb the massive influx of Afghans into Pakistan, said Federal Minister of Interior Rehman Malik on September 10, reports Daily Times. Addressing a news conference at the CM Secretariat in Quetta, the Minister said that the Government had imposed a complete ban on the movement of Afghan refugees and other foreign nationals by restricting their movement to the locality where they resided. “There will be a complete restriction on the movement of Afghan refugees in Balochistan and KP,” the Federal Minister told journalists. He said that Army, Frontier Corps, Police and Balochistan Levies had been asked to place a check on the free movement of Afghan refugees and other foreigners and bar them from entering major human settlements. “We have given the deadline of one month to illegal immigrants to obtain their refugee cards or otherwise they would be arrested and deported to Afghanistan after completing their sentences,” Malik said. Pakistan has also banned issuing Visit Visas to Afghans.” There will be no Afghan visiting Pakistan on a Visit Visa,” he added. Further, when asked if key operatives of al Qaeda and Taliban were in Quetta, he said that after the death of Osama bin Laden, al Qaeda has declared Pakistan to be its enemy. Tehreek-e-Taliban Pakistan (TTP) leaders, according to him, have moved from remote tribal areas to Quetta after their defeat by the Pakistan Army. He said that “The Tehreek-e-Taliban leaders, who were based in the Federally Administrated Tribal Areas (FATA), are facing defeat at the hand of the Pakistan Army and have now moved to Quetta,” Malik said, referring to the recent twin suicide attacks on the residence of the DIG of the Frontier Corps (FC), Farrukh Shehzad.

Inter-Services Intelligence (ISI) provided protection to slain al Qaeda chief Osama bin Laden for a period of time, Indian Express reported on September 14 quoting a report of The New Yorker magazine. Former Afghanistan intelligence chief Amrullah Saleh told the magazine’ writer Dexter Filkins, that an ISI operative Syed Akbar Sabir had escorted Osama from the Pakistani region of Chitral to Peshawar, passing through Kunar Province, in Afghanistan, along the way. “We believed that he was part of the ISI operation to care for Osama,” Saleh, who directed the Afghan intelligence service from 2004 to 2010, said. He said the ISI operative had been arrested by Afghan intelligence in 2005. The article talks about another ISI agent Fida Muhammad, who too had been arrested by Afghan intelligence agents. Muhammad said his most memorable job came in December, 2001, when he was part of a large ISI operation intended to help jihadi fighters escape from Tora Bora — the mountainous region where Osama was trapped for several weeks, until he mysteriously slipped away.

Pakistan and Afghanistan on September 16 discussed ways and means to take effective and concrete measures against extremism and terrorism to ensure peace and security in the region, reports Daily Times. “Terrorism is a common enemy and both the countries had agreed to take joint and effective measures to curb it and fight the militancy for the safety and security of people of both the countries,” said Foreign Secretary Salman Bashir and Deputy Foreign Minister of Afghanistan Jaweed Lodin while addressing a joint press conference after the completion of the second meeting of the Joint Peace Commission held at the Foreign Office. The Joint Peace Commission was constituted by the two countries to carry forward a reconciliation process following the withdrawal of foreign troops from Afghanistan.

The Haqqani network, one of the most feared militant groups in Afghanistan, would take part in peace talks with the Kabul Government and the United States only if the Taliban did, Haqqani network Chief Sirajuddin Haqqani told Reuters on September 17, reports Dawn. The Haqqanis technically fall under the command of the Taliban leader Mullah Omar, although US officials believe they can act independently. The group has become so confident after battlefield gains, that it no longer has sanctuaries in Pakistan, and instead felt secure inside Afghanistan, said Sirajuddin Haqqani in the interview by telephone from an undisclosed location. In what Sirajuddin described as a further sign of strength, the Haqqanis are also consolidating their hold on eastern Afghanistan, forcing rival groups out of territory they have claimed. Sirajuddin Haqqani is described by US forces in Afghanistan as one of their most lethal enemies. The United States has posted a bounty of up to USD five million for Sirajuddin Haqqani. The Sirajuddin Haqqani rejected several peace gestures from the United States and President Hamid Karzai’s Government in the past because they were an attempt to “create divisions” between militant groups, he said. Any further efforts to do so would fail, added Sirajuddin, son of Jalaluddin Haqqani. Although he is still revered by militants, ill health forced Jalaluddin to pass on leadership of the group to Sirajuddin, who is seen as far more ruthless. “They offered us very very important positions but we rejected and told them they would not succeed in their nefarious designs. They wanted to divide us,” said Sirajuddin Haqqani. “We would support whatever solution our Shura members suggest for the future of Afghanistan,” he said, referring to the Afghan Taliban leadership.

A large number of security personnel have been deployed at the mountain tops in Mamond tehsil of Bajaur Agency after continued cross-border shelling from Afghanistan into different areas of Bajaur Agency. According to local residents security personnel were moved to Katkot, Kaga Pass, Mir Ali Baba and other areas to consolidate positions there, adding it was for the first time that they saw such a large number of deployments on the hilltops since eruption of militancy in the region.
