Media reports have indicated that the Government’s alleged move to stop ration supply to the 65,000 tribal refugees in the Chittagong Hill Tracts (CHT) has brought together the rival groups– Parbatya Chattgram Jana Samhati Samity (PCJSS) and United People's Democratic Front (UPDF). However, free supply of ration to 26,000 Bangalee settlers in different cluster villages is reportedly continuing. The Prime Minister's Office (PMO) had reportedly earlier directed the CHT Affairs Ministry to stop ration to the refugees and rehabilitate them with funds from the annual development programme, which is yet to be initiated for the tribals. These tribals had returned from the Indian State of Tripura after the signing of the CHT Peace Agreement in 1997. While the PCJSS supports the CHT treaty, the UPDF is opposed to it.

Media reports have indicated that at least 1,500 tribals have become homeless following clashes with the Bengali settlers at Mahalchhari in the Chittagong Hill Tracts (CHT) area. The clashes started on August 26 and the tribals have alleged that the settlers torched and looted approximately 350 dwellings in the villages under Mahalchhari Police Station jurisdiction and killed two persons, including an eight-month-old child, and also raped at least 10 tribal women. The attackers also allegedly set ablaze Buddhist temples and took away four Buddha statues.

Earlier, on August 6, the army had issued a directive in line with the guidelines of the infantry division formulated on January 15, 1989, that asks the region headquarters to control and coordinate movement of civilians and their vehicles, security personnel, government officials and foreigners. Now travel permission would be given to foreigners after informing the army.
